Minutes of the 134th meeting of the State Level Expert Appraisal Committee-2 (MMR & Konkan Division) held on 8th,9th & 10th June , 2020. through Video Conferencing: Day III 10th June 2020 The tenure of SEIAA/SEAC’s in the State of Maharashtra ended on 16th March 2020. The MoEF&CC informed to the Maharashtra SEIAA by an e-mail stating that, the tenure of SEIAA, Maharashtra has been extended up to 16.06.2020 In view of above communication and present pandemic situation of COVID-19, Maharashtra SEIAA directed SEAC-2 to appraise the proposals by using information technology facilities. Hence, SEAC-2 initiated to appraise the proposal received by the SEIAA through Videoconferencing technology on Cisco WebEx platform from 8th,9th & 10th June , 2020. Due to present pandemic situation minutes could not be physically signed. Item No- 17 SIA/MH/NCP/41154/2019 Proposed Slum Rehabilitation Development is located at CTS No. 410 C/1(Pt) & 446 C/2 (Pt) at Relief Road, Oshiwara, Jogeshwari (West), Mumbai by Gajanan Builders. (ToR) PP submitted letter of absence, hence the matter is deferred. ....................... Item No- 18. SIA/MH/MIS/53158/2019 Pradhan Mantri Awas Yojana (PMAY) Housing Scheme, located at Plot No. 3, Sector 16A, Kharkopar Railway Station (East), Ulwe Node, Navi Mumbai, Taluka: Panvel, District: Raigad, Maharashtra Introduction:- Representative of PP was present during the meeting along with Environmental consultant M/s Ultratech . ltd. PP informed that this is a PMAY scheme. The details of the project are 1. Plot Area 48,167.81 Sq.mt. 2. FSI Area 80,757.19 Sq. mt. 3. Non FSI Area 76,932.49 Sq. mt. 4. CER CER plan as per the MoEF & CC circular dated 01/05/2018 Project Cost: Rs. 382.83 Crores Cost for CER: Rs. 5.74 Crores (1.5% of project cost) Deliberation:- The project proposal was discussed on the basis of presentation made and documents submitted by the proponent. All issues related to environment, including air, water, land, soil, ecology and biodiversity and social aspects were discussed. Committee noted that the project is under 8a (B2) category of EIA Notification, 2006. Consolidated statements, synopsis of compliances, form 1, 1A, presentation & plans submitted are taken on the record. During discussion following points emerged: 1. PP to ensure that STP to be kept open minimum upto 40%. 2. PP to adopt following segregation & treatment method for the sewage generated from the residential complex. A) Grey water :- The waste water emanating from bathroom, kitchen sinks, wash basins, showers, dish washers should be collected separately and treated on site ,suitably to a level for reuse for flushing of toilets in apartment buildings and gardening. B) Black Water: - The waste water emanating from Flushing of toilets shall be collected separately and conveyed through sewer to the nodal STP for treatment and reuse for central garden, gardening etc. 3. PP to adopt water conservation measures by providing Low Flow Devices (LFD) as plumbing fixtures. 4. PP to obtain Tree NOC from tree authority. 5. PP to submit legible contour map along with ground Monitoring results as per protocol. 6. PP to ensure that the energy savings from renewable sources shall be minimum 5.03 %. 7. PP to follow the methodology adopted by Metro rail in respect of study of vibrations due to the metro rail in Mumbai. 8. No Occupation Certificate (OC) to be granted to the project unless the proposed Nodal STP at Kharghar is commissioned and put into Operation. 9. During presentation it is mentioned that plot is out of CRZ area. PP to submit the layout superimposing it on approved CZMP . 10. PP to convert 25% of car parking into two wheeler parking as per Socieo Economic survey carried out. 11. PP to provide thick Miawaki Plantation all along the perimeter of the plot. 12. PP to calculate the reduction in potable water consumption due to provision of Grey water treatment plant at site. The same shall be implemented. 13. PP to add ground water survey report in the EIA by taking samples from existing nearby dug wells/bore wells. If these are not available then PP to arrange to make samples available by digging at site. 14. The PP to get NOC from competent authority with reference to Thane creek flamingo sanctuary if the project site falls within 10 Km radius from the said sanctuary boundary, if applicable. The planning authority to ensure fulfilment of this condition before granting CC. PP to submit CER prescribed by MoEF&CC circular dated 1.5.2018 relevant to the area and people around the project. The specific activities to be undertaken under CER to be carried out in consultation with Municipal Corporation or collector or Environment Department. Decision:- After deliberation, Committee decided to recommend the proposal for Environmental Clearance to SEIAA, subject to compliance of above point ................ Item No- 19 SIA/MH/MIS/155873/2020 Construction of Essential Staff Quarters for MMRDA at Malvani, Mumbai by MUMBAI METROPOLITAN REGION DEVELOPMENT AUTHORITY (MMRDA) Introduction:- Representative of PP was present during the meeting along with Environmental consultant M/s Adiyta Environmental services Pvt Ltd. PP informed that this is SRA Development Project. The details of the project are , 1. Proposed area Area of Plot: 13,840.227 sq. m. Gross construction area: 24,488.93 sq. m. FSI: 23,247.48 sq. m. Non-FSI: 1,241.45 sq. m. 2. Planning Authority Mumbai Metropolitan Region Development Authority (MMRDA) 3. Users / Workforce / Total Population Residents = 950 nos. 4. Source: MCGM for domestic and drinking purpose and Recycled water from STP will be used for flushing and landscaping purpose Requirement: Fresh water requirement (through municipal water supply) for domestic purpose: 84 cmd Recycled water requirement from STP: For Flushing: 42 cmd and for Gardening: 2 cmd Total water requirement: 128 cmd 5. Sewage generation: 109 cmd 6. STP capacity & Technology: STP of capacity 110 cmd (MBBR technology) 7. RG on Mother Earth RG of 25% of plot will be provided on ground (mother earth). Proposed RG area is 3,462 sq. m 8. Energy requirement Source: Public distribution system Connected load: 1113.24 kW Transformers: 2 X 630 kVA Emergency back-up for services and common areas: provision of 1 DG set of capacity 250 kVA 9. Energy saving 5% of the lighting load of total demand load will be supplied from solar PV panels which will be installed on rooftop/ external lighting. 10. Solid waste generation Total solid waste: 523 kg/day Dry waste: 209 kg/day Wet waste: 314 kg/day 11. Parking 4-wheeler: 220 nos.
