												Uttalelse Til Forslag Om Forvaltningsplan for Rovvilt I Nordland
Til Rovviltnemda i Nordland Rognan 28.11.2016 UTTALELSE TIL FORSLAG OM FORVALTNINGSPLAN FOR ROVVILT I NORDLAND Bakken Grunneierlag viser til Fylkesmannens forslag til forvaltningsplan for rovvilt i Nordland som rovviltnemda i region 7 – Nordland har sendt ut til høring. Grunneierlaget er sterkt kritisk til forslaget, som i stor grad vil berøre alle grunneierne i vårt område. Vi ønsker at mulighetene for utmarksbeite må bestå, også for fremtidige generasjoner. Dersom Fylkesmannens forslag blir vedtatt, vil det føre til gjengrodde utmarksbeiter og stier. Elgjakta som er en betydelig inntektskilde for grunneierlaget vil bli berørt. Storviltjakta og småviltjakta vil også bli betydelig berørt av forslaget fra Fylkesmannen. Forslaget fra Fylkesmannen vil føre til dårligere bolyst og folkehelse ved at bruk av utmarka som er en av de tingene som gir økt livskvalitet for mange, vil bli betydelig redusert. Dersom Fylkesmannens forslag blir vedtatt, vil grunneierlaget varsle krav om erstatning for tapte inntekter i forbindelse med grunneierrettigheter og inntekter på storvilt- og småviltjakt. Bakken Grunneierlag mener at konsekvensene av forslaget til forvaltningsplan for rovvilt er for dårlig utredet. Prosessen bør på bakgrunn av dette utsettes. Ut fra de fremlagte høringsdokumentene støtter Bakken Grunneierlag AU sitt forslag til forvaltningsplan for rovvilt i Nordland. Dieckagåhpe Photo: Cato Hultmann The murder at Dieckagåhpe In the southernmost outpost of the Sulitjelma mountains, high above Saltdal’s smallholdings and patches of farmland, there was a murder in 1829. The incident has not become part of local folklore, and the name of the place where the murder happened, Dieckagåhpe, has been forgotten. Even the grave of the woman who was killed is hidden in a forgotten cemetery at Saltnes in Saltdal. Through reading Petrus Læstadius’ book Fortsättning af Journalen öfver missions- resor i Lappmarken innefattande åren 1828–1832 (“Continuation of the Journal of Missionary Journeys in Lappmark during the Years 1828–1832”), I became aware of the mention of a murder committed in Norway, where the murderer was arrested by the Norwegian authorities. Since the books are about the people who lived in Pite Lappmark, which also includes the Sulitjelma mountains, I found it interesting that the incident was unknown, both in the local historical literature and among the people who had had great knowledge of this area for generations. Two of the Sami that were mentioned by name in this case were known from the local history of Sulitjelma. One was “Smoleck”, who has a small river in Sulitjelma named after him. The other, Jon Andersson Ljung, is strongly associated with the prediction of Sulitjelma’s establishment – and its decline, should the church tower ever have a spire. An enquiry sent to the State Archives in Trondheim, where the municipal records for Salten Tinglag (judicial district) are archived, produced results. Soon, I had copies of witness statements, minutes of court proceedings, and correspondence between the sheriff, the bailiff and the local judge in my mailbox. -

Tomislav Dulić Among the Hyperboreans: Yugoslav prisoners in Norway 1942-1945* Hugo Valentin Centre, Uppsala University Abstract This article provides new insights into the violence suffered by more than four thousand Yugoslavs who were deported to Norway by Nazi Germany during the Second World War. Placed in labour camps throughout the country, they were made to work under extremely harsh conditions on projects such as road construction and military installations. Particular attention is paid to their interaction with prison guards and to the political conflicts that emerged within the prisoner group. The findings of sociologist Nils Christie on the camp guards are juxtaposed against new sources from Belgrade, which became fully available to scholars in the early 2000s. These new sources show how the camp administrations exploited the terrible hygienic conditions, malnutrition and negative stereotypes about a violence-prone “Balkan culture” to create emotional distance between prisoners and guards. The prisoners complained that they were not given enough food or sufficient opportunity to maintain their hygiene, which they attributed to a conscious policy on the part of the camp administration. Lice infestations, outbreaks of typhus and malaria, combined with extrajudicial executions, not least of prisoners who fell ill, resulted in a death toll of over sixty percent for the Yugoslavs. The Yugoslavs thus suffered among the highest death tolls of any national or ethnic community relocated to Scandinavia during the war. The analysis further deals with prisoner escapes to Sweden, which were often made possible by help from Norwegian civilians. Such experiences contributed to the very positive image of Norway and Norwegians in the witness statements taken by the Yugoslav embassy in Stockholm. -
