INTRODUCTION 1.1 Powys County Council have conducted a review of the community boundaries and community electoral arrangements under Sections 55(2) and 57 (4) of the Local Government Act 1972 as amended by the Local Government (Wales) Act 1994 (the Act). In accordance with Section 55(2) of the Act Powys County Council submitted a report to the Commission detailing their proposals for changes to a number of community boundaries in their area (Appendix A). 1.2 We have considered Powys County Council’s report in accordance with Section 55(3) of the Act and submit the following report on the Council’s recommendations. 2.     FINAL PROPOSALS Community No. M43 - NEWTOWN AND LLANLLWCHAIARN Introduction 1. Newtown is the largest settlement in Powys and has the range of community services and facilities that should be associated with such a settlement. It has the third highest precepting council in the county: a council that has retained a considerable sense of civic pride - deriving from the former urban district of the same name - in its activities. 2. The community has a population of 10,873, an electorate of 8,238 (2005) and a council of 16 members. The community is warded: Llanllwchaiarn North with 1,664 electors and three councillors; Llanllwchaiarn West with 1,433 and three; Newtown Central with 2,300 and three; Newtown East with 1,572 and three, and Newtown South with 1,269 and four. The precept required for 2005 is £132,785, representing a Council Tax Band D equivalent of £35.01. 3. Apart from a transfer of the area around Aberbechan Hall to the new Abermule ward of Llandyssil community, the boundaries of this community were not significantly affected by the 1986 Review. Recent development, together with its designation as a small village in the Unitary Development Plan, has meant that the small village of Aberbechan now straddles the community boundary with Llandyssil, a point to which we shall return. 4. In the 1986 Review, it was proposed and generally accepted that the community should be divided into five wards, and the final proposals of the Local Government Boundary Commission for Wales were that each ward should have an allocation of three councillors.

    FINAL PROPOSALS Community No. M21 - LLANDYSSIL Introduction 1. The community of Llandyssil took its current form in the 1986 Review, when a warded community comprising the new village of Abermule and the historical village of Llandyssil was created from the former communities of Llandyssil, Llanmerewig and parts of the former Newtown and Bettws communities. The topography of the community is defined by the valley of the river Severn, the road and rail routes that follow its course, and the hills and tributary valleys leading away from it. Settlement in this community is defined in particular by the routes that lead to the A483 and Newtown. Both Abermule and Llandyssil have seen a significant amount of development in recent years. Abermule is classified as a key settlment in the Unitary Development Plan, benefiting from a good range of community services and infrastructure and having the capacity to accommodate additional development. Llandyssil is classified as a small village, having some community services and facilities, but being served by access roads that are not of the highest quality. The small village of Aberbechan, with its limited community services and facilities, straddles the community boundary with Newtown and Llanllwchaiarn, a point to which we shall return. The remainder of the population lives in scattered farms and dwellings and in the small rural settlements of Green Lane and Llanmerewig. 2. The community has a population of 1,218, an electorate of 1,004 (2005) and a council of 10 members. The community is warded: Abermule with 599 electors and five councillors; Llandyssil with 405 and five.

I’ve owned a Honda CX500 and before that, in my much younger days, a 250cc Super Dream on which I undertook the Members’ Corner 2 “European Grand Tour”. Motorcyclists are among the most vulnerable of Eco-driving tips 2 road users – 13 were killed in Powys alone last year. About 4 years ago a young man was clocked doing 125mph up in North AGM 3 Wales; 6 hours later he was killed on the A55. It transpired that he had neither a licence nor insurance and the bike had false number plates. Vacancies 3 This, of course, was an extreme case but it highlights a very serious New members 3 problem, so it’s very encouraging to know that the fastest growing area of IAM is the motorcycle section. MWAM is playing its part too – the success of Off Road Driving 3 our new initiative under the leadership of Sean Miles has already been reported. Already he has 5 new associates and all the training places have Associate Course Dates 3 been taken up for 2007. All three of Sean’s first associates are training to be observers. The patterns represented are Irregular fieldscape (40 areas), Regular fieldscape (12 areas), Other fieldscape (6 areas), Woodland (7 areas), Marginal land (11 areas), Water & wetland (1 area), Nucleated settlement (14 areas), Non-nucleated settlement (1 area), Extractive industry (1 area), Processing/manufacturing (3 area), Designed landscape (1 area) and Recreational (1 area). Historic Landscape aspect areas were identified using a number of digital and paper data sources, verified by rapid field visiting and drawn as a digital map against a 1:10,000 OS map background attached to a database of supporting information. These digital elements and this Technical Report contain the results of the Montgomeryshire LANDMAP study and were submitted to Powys County Council and the Countryside Council for Wales on completion of the project. Montgomeryshire’s historic landscape has evolved over the course of many millennia and shows considerable variety within one of Wales’ largest historical counties.

Blwyddyn / Year Adroddiad Blynyddol / Annual Report 1953-54 Disgrifiad / Description An archive consisting of approximately 100 volumes of miscellaneous scrap- and note- books and several hundreds of letters. The scrapbooks contain news cuttings relating to current events in Wales and articles on matters of Welsh literary, historical, and religious interest, e.g., literary articles by 'Anthropos' from Yr Herald, 'Sylwadau Sylwedydd' from Y Goleuad, series of articles by T. Gwynn Jones and Bob Owen, biographical data, etc. The notebooks contain transcripts of the works of Welsh poets, contemporary as well as earlier, essay and lecture notes on topics such as 'The Characteristics of Gogynfeirdd Poetry', 'The History of Welsh Cynghanedd Metres', and 'Diwinyddiaeth Emynau Ann Griffiths', and sermon notes. The autograph letters include items by R. D. Rowland ('Anthropos'), T. Richards, R. W. Jones ('Erfyl Fychan'), Gwilym Roberts, William Morris, R. J. Rowlands ('Meuryn'), D. Tecwyn Evans, George M. Ll. Davies, R. T. Jones, Bob Owen, T. H. Parry-Williams, and R. O. Hughes ('Elfyn'). A collection of about 200 books, consisting almost entirely of volumes of Welsh poetry of the nineteenth century, particularly the works of local authors. Mr Jones, who for many years had been an assiduous collector, had in his lifetime made several donations of this type of literature to the Library (Dept of Printed Books).
