1 2 3 IN THE SUPREME COURT OF GUAM 4 5 6 RE: ) Supreme Court Case No. 7 ) PRM18-003 8 ESTABLISHMENT OF A ) GUAM ADULT REENTRY COURT ) PROMULGATION ORDER 9 PROGRAM in the JUDICIARY OF GUAM ) NO. 18-003-01 ) 10 __________________________________________) 11 12 On February 10, 2018, Public Law 34-81, codified at 7 GCA § 2101(d), was passed to 13 provide for the establishment of a Guam Adult Reentry Court Program within the Superior Court 14 of Guam. In response to the passage of this law, the Judiciary of Guam began preparations for 15 the establishment and launch of the treatment program. Such preparations included the 16 identification of an eligible pool of criminal defendants and the assignment of a Superior Court 17 18 Judge to oversee the Program. Also, the efforts of the members of the Guam Adult Reentry 19 Court Task Force reflect a joint and collaborative initiative to create an Adult Reentry Court 20 Program that is aimed at reducing recidivism, decreasing prison overcrowding in Guam, and 21 improving public safety. 22 23 At its meeting on March 22, 2018, the Judicial Council of Guam discussed the need to 24 formally establish the Guam Adult Reentry Court Program to begin hearing cases. Under its 25 Resolution No. 18-006, a copy of which is attached hereto, the Judicial Council formally 26 recommended to the Supreme Court of Guam that it approve the establishment of the Guam 27 28 1 Adult Reentry Court Program as a specialized treatment program within the Superior Court of 2 Guam. 3 Under the authority to “make and promulgate rules governing the administration of the 4 judiciary and the practice and procedure in the courts of the judicial branch of Guam,” 48 5 U.S.C.A. § 1424-1(a)(6), the Supreme Court hereby establishes the Guam Adult Reentry Court 6 Program as a specialized treatment program within the Superior Court of Guam. 7 8 SO ORDERED, this 2nd day of April, 2018. 9 10 11 12 /s/ /s/ 13 F.
