Mr Bill Johnstone engaged GHD Pty Ltd to conduct an Environmental Site Assessment (ESA) at the property described as the rear of 30 8 32 Caramut Road, Warrnambool. The investigation was limited to a 0.58 Ha L-shaped parcel of land (Parcel A) as defined in the site survey (Appendix A). The Site was undeveloped at the time of this ESA, apart from a small storage shed.

Site History and Inspection Based on the findings of the site history and site inspection conducted on 21 June 2004, GHD concludes:

B The Site was undeveloped grassland prior to the 1980s. A small storage shed was constructed on the Site around this time. The shed was used for storage of various equipment and materiais for the aluminium products manufacturing process. No indication of any potentially contaminating activlty was identified to have occurred at the Site.

B The surrounding area was developed in the 1960s and 1970s. In the 1970s the South-West Aluminium and Glass (SWAG) factory was established on the property to the west of the Site. SWAG operations involved making of aluminium-fabricated products such as doors and window frames. The SWAG operations included aluminium cutting machinery and joining equipment. No significant volumes of chemical materials relating to such activities (eg. oil, grease) were observed or reported to be stored in the SWAG shed.

B Some minor fill was observed in the northern part of the Site, manifested as a slight raise in the topography. There was no reduced grass growth associated with the minor area of fill.

Groundwater A search of the Victorian Groundwater Database showed that 65 registered groundwater wells exist within a 1.5 km radius from the site. Seven groundwater wells exist within 300m from the site, and TDS concentrations reported for three of these groundwater wells ranged from 793 to 1171 mgR. Based on these TDS concentrations, the beneficial uses of groundwater would be classified in 'Segment A to 'Segment B,under the Victorian State Environment Protection Policy 'Groundwaters of Victoria" 1997. Based on the results of the site history and the soil analysis, there was no indication of any potential for groundwater contamination arising from current or past activities at the site and hence groundwater assessment was not considered necessary.

Soil Investigation Based on the site history carried out as discussed in this report, GHD conducted a soil sampling and analysis program to characterise the soil quality at the Site. The investigation involved 19 grided and targeted sample locations spread across the site.

31/15352/79013 Environmental Site Assessment i Rear of 30 B 32 Camnut Road. Warmambool. Wctoria Soil samples were analysed for a broad range of parameters. Based on the results of the soil investigation, GHD concluded the following. - Fill Some minor fill was noted in northern part of the Site to a depth of approximately 0.35m. No staining or odorous material was noted within the fill, and natural soil was encountered below the fill in two boreholes (BH17 and BH18). It is understood that the fill was sourced from the adjacent property (to the west) and resulted from levelling a small area of the property prior to building on the adjacent land. The laboratory analytical results for the fill showed: Concentrations of inorganic and organic parameters were below the HIL-A and EIL screening criterion, with exception of arsenic and chromium. Chromium speciation analysis confirmed that total chromium concentrations consist of primarily of chromium 111, and that these levels are significantly below the HILA criteria for chromium 111. Leachability analysis showed that arsenic, chromium and nickel are not highly leachable in the fill, suggesting that these metals have limited bioavailability and phototoxicity.

Natural Soil Profile

. Natural soil stratigraphy is extensive over the Site and dominated by an organic-rick gradational soil profile. The analytical results showed that concentrations of inorganic and organic parameters in samples collected from the natural soil profile were below the HIL-A and EIL screening cnterion, with the exception of chromium, arsenic, cobalt and nickel. Total chromium concentrations in the natural soil profile were shown to primarily relate to chromium Ill and do not exceed the HILA criteria. Arsenic concentrations in TPV0.1 (31 mgkg), BH17A.0 (60 mg/kg) and BH18A.0 (52 mgkg) were reported slightly above the applicable ElLs (20 mg/kg). The background sample reported a concentration of arsenic of 30 mgkg, which is also above the EIL. The arsenic concentrations are likely to relate to background levels and are not considered a significant environmental concern. Cobalt concentrations exceeded the modified criteria in two composite samples. As the concentrations reported in the composite samples are within the range of concentrations reported in the individual samples, GHD considered that such concentrations relate to background levels in the area. Nickel concentrations in 15 samples were slightly above the applicable EIL criterion (60 mg/kg). The concentration of nickel in the ‘background sample was 19 mg/kg. Due to the consistent concentrations of nickel across the Site, these concentrations are considered to relate to background levels in the area.

Viria D The leachability analysis showed that concentrations of arsenic, chromium and nickel in the soil are not highly leachable in the fill. This suggests that these metals have very low and limited bioavailability.

D Concentrations of organic parameters were below detection limits for all samples analysed. There was no evidence to suggest organic contamination in soil above the applicable screening criteria at the Site.

Suitability for Residential Development

Based on the results of this ESA, the Site is considered of suitable environmental . quality for residential development. These conclusions must be read in conjunction with the other parts of the report and the limitations detailed in Section 11.

GHD Pty Ltd was engaged by Mr Bill Johnstone to conduct an Environmental Site Assessment (ESA) at the property described as the rear of 30 & 32 Caramut Road, Warrnambool (Figure 1). The ESA was limited to a 0.58 Ha L-shaped @arcelof land (Parcel A) as shown in the survey plan presented in Appendix A (herein referred to as the Site). At the time of this ESA, the Site was vacant grassland apart from a small storage shed.

1.1 Background GHD understands that the proposed future use of the Site is low density residential. Based on the Warmambool City Council Planning Scheme (updated 26 August 2004), the Site is zoned for residential use; however, an environmental audit overlay exists over the Site. The Council indicated that an assessment of the environmental suitability of the Site for residential land use is required prior to approval of any residential development, in accordance with the Warrnambool City Council Environmental Overlay (in response to the Minister Direction NO 1, 1992). The requirements being: Before a sensitive use (residential use, child care centre, pre-school centre or primary school) commences or before construction or carrying out of buildings and works in association with a sensitive use commences, either: - A certificate of environmental audit be issued for the land in accordance with Park IXD of the Environment Protection Act 1970, or - An environmental auditor appointed under the Environment Protection Act 1970 must make a statement in accordance with Part IXD of that Act that the environmental conditions of the land are suitable for the sensitive use.

1.2 Objective The objectives of this assessment were to:

D Conduct an environmental assessment of the Site in general accordance with the applicable guidelines, and in consultation with the Environmental Auditor (Ms Anissa Groves of EES) engaged by Mr Johnstone; and

D Provide conclusions and recommendations regarding the suitability of the Site for residential land uses.

1.3 Scope of Works The following scope of work was undertaken by GHD as part of this ESA:

D Preparation of an ESA Report, detailing conclusions and recommendations regarding the suitability of the Site for residential land uses. - This assessment was carried out in general accordance with the Australian and New Zealand Guidelines for the Assessment and Management of Contaminated Sites, 1992, the Australian Standard Guide to the sampling and investigation of potentially commentated soil, AS4482.1, 1997, and the National Environment Protection (Assessment of Site Contamination) Measure (NEPM). 7999.

2.1 Site Location The Site encompasses a 0.58 Ha ‘L-shaped‘ parcel of land (Parcel A) as defined in the survey plan (Appendix A). The Site comprises part of the property described as the rear of 30 & 32 Caramut Road, Warrnambool. At the time of this ESA, the Site had not been subdivided from the parent land tile (Appendix A, Title Plan 10444/991). The Site was observed to be vacant grassland apart from a small storage shed, approximately 100 m2 in size. The Site is bound to the south by the Davidson Oval; to the east and north by residential dwellings; and to the west by industrial land uses.

2.2 Zoning The Warmambool City Council Planning Scheme (updated 24 April 2004) indicates the Site was zoned R1Z (Residential 1 Zone), and that an environmental audit overlay exists for the Site. However, environmental significance and heritage planning overlays does not exist for the Site.

2.3 Topography The Australian Topographical Survey (1:lOO 000) Sheet 7321 Edition 1 indicates that the Site is located at grid reference WH XC275523 at an elevation of less than 20 metres Australian Height Datum (mAHD). The Site is generally flat, with a gentle slope towards the northeast.

2.4 Geology The Geological Survey Map of Victoria 1976 (1:l 000 000) indicates the geology of the Site is composed of inland dunes and aeolian sand sheets of Quaternary age, including sand and silty sand. The dunes are indicated to mark the paleo shoreline.

2.5 Hydrogeology The Groundwater Resources of Victoria (1:lOOO 000) Map 1982 indicates that the Site is located within the Otway Groundwater Basin. The South Western Victoria, Water Table Aquifers Map, Edition 1, 1995 indicates groundwater in the area contains moderate salinity levels (1001-3500 mg/L of Total Dissolved Solids (TDS)). Based on these TDS levels, this aquifer has the potential to be used for the following beneficial uses and can be classified as Segment B under the Victorian State Environment Protection Policy “Groundwaters of Victoria” 1997.

2.5.1 Hydrogeological Flow Typically, groundwater follows surface topography and local drainage patterns and flows from higher elevations towards lower elevations. The surface topography of the Site suggests that the groundwater flow direction is to the northeast, towards the closest open water body, the Mem River, approximately 1 km to the northeast of the Site.

2.5.2 Victorian Groundwater Database Search GHD conducted a search of the Victorian Groundwater Database on the 10 November 2004 for all registered wells within a 1.5km radius of the site. The search showed that 65 registered groundwater wells exist within the defined radius. The results of the search for each groundwater well are presented in Appendix B. Seven groundwater wells were located within 300 m of the site. The details of these wells are sumrnarised in Table 1.

145060 54627500 5753000 12.3 ..’ - The lithologies intersected by groundwater wells proximal to the site suggest that there may be two aquifers in the area; a shallow groundwater system in a sand aquifer and a deeper groundwater system in limestone aquifer. TDS concentrations were reported for three of the groundwater wells within 300m of the site, ranging between 793 and 1171 mgR. Based on these TDS concentrations, the beneficial uses of groundwater would be classified in ‘Segment A’ to ‘Segment B, under the Victorian State Environment Protection Policy ’Groundwaters of Victoria” 1997.

GHD undertook a review of historical data for the Site including, aerial photographs, historical title certificates, Council records and interviews with Wlr Johnstone (Sie owner). The following section outlines the results of the Site history review.

3.1 Historical Aerial Photographs Historical aerial photographs of the Site and surrounding area (obtained from the Land Victoria Aerial Photography Register) were reviewed for 1948,1968,1973,1979 and 1986. The aerial photographs are summarised in Table 2.

3.2 Certificate of Title Review A historical tile search was carried out on 25 May 2004 for the Site. Title information was obtained from the Victorian Lands Title Office, Melbourne. Results of the historical title search are presented in full in Appendix C, and summarised below.

3.3 Business Directory Search Historical business directories were not available for the Site or surrounding area.

3.4 Warrnambool City Council Records On 23 July 2004, GHD requested record of any environmental incidents on the Warmarnbool City Council records relating to the Site. No environmental incidents were indicated to be registered with its records.

3.5 interviews On 21 June 2004, GHD conducted interview with Mr Johnstone (current Site owner). The following summarises anecdotal Site information from this interview. Mr Johnstone indicated to the best of his knowledge:

D The Site has not been used for any industrial activities in the past,

D Soil material from the adjacent Site to the west was used to level the northern part of the Site; and

D The storage shed had not been used to store any significant volumes of any chemicals material in the past.

3.6 Previous Environmental Assessments No previous environmental assessments for the Site were provided to GHD for review as it was understood that no previous assessment was conducted.

A Site inspection was conducted by GHD experienced field staff on 21 June 2004. The following section details the results of the Site inspection. '

4.1 Site Description The Site had a gradual slope towards the northeast. A fence running north south divided the east and west portion of the Site. Some minor fill was observed in the northern part of the Site, manifest as a slight raise in the Site topography. The approximate extent of the fill is shown in Figure 3. There was no reduced grass growth, discolouration or odours associated with the minor area of fill. Mr Johnstone indicated the fill was derived from the neighbouring property. The central southem part of the Site was occupied by a storage shed, which was the sole structure on the Site. A gravel access road and parking area existed along the northem part of the shed. The remaining area of the Site was covered with grass. The storage shed covered an area of approximately 100m2and was constructed circa 1980. The base of the shed was paved with a 0.2 metre thick concrete slab. The concrete was in good physical condition. Some hydrocarbon staining was observed on the surface of the concrete near the entrance to the shed where a mobile hydraulic hoist was stored. The shed was used for storage of various equipment and materials used in the aluminium products manufacturing process. The following materials were observed to be stored in the shed during the site inspection:

D A mobile hydraulic hoist, containing hydraulic oil in the hoist pistons;

D Various hand tools stored on shelves;

D Methylated spirits contained within two 20 Litre sealed metal containers; D Aluminium and other metal beams stored on shelves; and

D Wood beams. A sign on the shed indicated Hazardous Chemical Storage ('HAZCHEM"). Mr Johnstone indicated that methylated spirits was the only chemical that had been stored in the shed. The area around the out side of the shed was previously used for storage of aluminium, other metals and wood material. These materials had been recently cleared. At the time of this inspection, bare patches of grass existed where materials were formerly stored.

4.2 Surrounding Land Uses The land uses in the surrounding area are summarised as follows:

D To the east the land was developed for residential use;

D To the south was the Davidson Football Oval; and

B To the west SWAG operated an aluminium products manufacturing plant, described further below. Southwest Aluminium & Glass Pty Ltd (SWAG) was the proprietor of the land directly adjacent to the west of the Site (Lot 1, 30 Caramut Road). A shed structure, approximately 1000m2 in size, constructed circa mid 1970’s existed on this adjacent Lot. GHD inspected the operations on 21 June 2004 and noted the following observations:

B The SWAG operations involved making aluminium-fabricated products such as doors and window frames;

D Primary raw materials aluminium framing and glass was stored in the east of the shed;

D Machinery in the shed included aluminium cutting and joining equipment;

D No large volumes of hazardous materials were observed or reported to be stored in the SWAG shed; and

D The west part of the building was used as an office and products display room.

4.3 Potential for Contamination Based on the results of the Site history review and Site inspection, GHD concludes:

D No potentially contaminating activities have been identified to have occurred at the Site; D No storage of significant volumes of potentially contaminating materials was observed or reported to have occurred on the Site; and

D Some minor fill was noted on the northern part of the Site. Mr Johnstone indicated the fill was derived from the neighbouring property.

A soil sampling program was developed to assess the soil qualtty at the Site with regard to potential contaminants. The soil sampling program included a broad suite of parameters typically associated with contaminated Sites. For a Site of 0.58 ha, the Australian Standard Guide to fhe sampling and investigation of potentially contaminated soil ASM82.1, 1997 prescribes a sampling density of 15 grid-based sampling locations.

5.1 Sample Location Rationale The soil sampling program conducted by GHD consisted of 15 systematic grid-based locations and 4-targeted locations over the Site, as shown in Figure 3. Variations to the grid-based locations included:

D The locations of TP1, TP2, TP7 and BH9 were adjusted within the grid to target potential isolated contamination resulting from any potential boundary disposal of waste, chemicals or disposal of scrap metal behind the shed; D TP13, TP14, BH15 and TP16 were positioned to target areas of surface discolouration identified during Site inspection, in particular BHI 5 was located in an area of minor hydrocarbon staining on the concrete base within the storage shed;

D BH17 and BH18 intersected the fill in the northern part of the Site; and

D A background sample location was selected approximately 80 m to the south of the Site, adjacent to the sports oval in natural soil.

5.2 Soil Sampiing Methodology On 21 June 2004,14 test pits were excavated at the site using a backhoe to a maximum depth of 2 metres. Two boreholes (BH9 and BH15) were drilled through the concrete base of the storage shed, and samples collected using a hand auger. The soil profile field description was recorded in each test pit and borehole, including grain size distribution, colour, density and moisture content, and the presence of staining or obvious odour was noted. Soil samples were collected from O.lm, 0.5m and 1.0m intervals in each test pit and at 2 metres depth in TP2 and TP7, in accordance with GHD standard procedures. A photo ionisation detector (PID) was used to measure the presence of any hydrocarbon vapours. On 26 July 2004, three boreholes were developed in the northern part of the Site to 1.Om depth using a hand auger. Soil samples were collected from O.lm, OSm, and 1.Om intervals in each borehole. The soil description was recorded in each borehole and a PID was used to measure for the presence of any hydrocarbon vapours. A background sample was collected from natural soil to the south of the Site. The sample was collected from 0.1 m depth using a hand auger.

Soil samples were placed in laboratory-supplied clean glass jars and stored in an insulated cooler on ice. A total of 36 soil samples were collected and submitted to MGT Environmental Consulting (MGT), with corresponding chain-of-custody documentation. Split duplicate samples were sent to WSL Consulting Pty Ltd (WSL). Both MGT and WSL are accredited by the National Association of Testing Authorities (NATA) for the testing completed.

5.3 Analytical Program The analytical program was designed in consultation with the Environmental Auditor. The program included analysis for a broad suite of parameters, as outlined in the following sections.

5.3.1 Individual Analysis (Natural Soil Samples ) The analyses conducted on soil samples collected from the natural soil profile at the site are outlined in Table 3.

Soil samples collected from TP8, TPl 1 and TP16 were not analysed due to the consistent lithologies encountered in adjacent test pits and hence the likelihood of similar analytical results: The analysis conducted on soil samples collected from the fill are outlined in Table 4.

GHD is committed to a rigorous quality assurancdquality control (QA/QC) program as part of our field procedures, which are based on relevant Australian Standards and industry common practice. The WQCprogram undertaken as part of the assessment by GHD included the following: Implementation of GHD field procedures including sampling equipments decontamination when required; Preservation of samples with ice during transport from the field to the laboratory; Implementation of field QA procedure; Transportation of samples with accompanying Chain-of-Custody documentation; Collection of blind and split duplicate samples and review of Relative Percent Difference (RPDs); Comparison of field and analytical data; Compliance with sample holding times; and Review of internal analysis of QC and laboratory duplicates.

6.1 Explanation for Changes in Sample Identification GHD notes the following changes in the identification numbers between the sample initial field ID and sample ID in this report, outlined in Table 6.

6.2 MGT Transcription Error On the 2 July 2004 MGT issued a report containing analytical results for soil samples collected on 21 June 2004 (MGT Report No 173286). One of the results contained in the report (COMPI JN3359deIta BHC 5.9mgkg) was subsequently found to be incorrect due to a transcription error. A replacement report dated 8 August 2004 was then issued. The results in this replacement report supersede the previously transmitted results.

Md~ria 6.3 Field QC Sampling Program The QC sampling program conducted during this investigation involved collection of samples to ensure data reliability by identrfying any errors due to possible sources of cross contamination, inconsistencies in sampling, and analytical techniques used. A quantitative measure of the accuracy of the results obtained was undertaken by calculating the relative percentage difference (RPD) values for each duplicate pair. The RPD values were calculated using the following equation.

RPD(%) = (cO-cs) x 100 r0ics) where Co = concentration obtained from the original sample Cs = concentration obtained from the split or duplicate sample The RPD was used to normalise each pair of results, allowing better data interpretation and reliability. For RPD values that exceed a generally accepted 30 - 50% limit (AS 4482.1 - 1997), correlations of data between the sample pair is considered poor, however, consideration needs to be given to the inherent heterogeneity of the sampled matrix, the type of contaminant, and the concentrations detected. The duplicate samples with an RPD within the above-mentioned range are considered to have acceptable correlation.

6.3.1 Blind and Spit Duplicate Samples One soil sample was duplicated in the field and assigned a coded ID without any indication of sample location. The blind duplicate (TP510.1 - QAl) was submitted to MGT for analysis. In general accordance with AS4482.1, GHD considers that analysis of one blind sample provides suitable quality control for the 22 individual soil analyses performed to characterise soil quallty at the site, corresponding to 4.5% of the sample set. Two soil sample were split (or duplicated) in the field. One (TP5-0.1 - QA2) of the two spilt samples was submitted to both MGT Laboratory and WSL Laboratory for analysis. In general accordance with AS4482.1, GHD considers that analysis of one spilt sample provides suitable quality control for the 22 individual soil analyses performed to characterise soil quality at the site, corresponding to 4.5% of the sample set. The RPD was calculated for each duplicate analysis pair. The results of the RPD are summarised below:

B RPDs for all analyte pairs of the blind duplicate analysis were acceptable as they ranged between 7% and 17%. B RPDs for all analyte pairs of the split duplicate samples were acceptable as they were below 50% except for one pair (the RPDs ranged between 14% to 55%). The RPD for cobalt was 55%, slightly exceeding 50%. This anomalous RPD is believed to relate to minor differences in low concentrations and is not considered to compromise the validity of the data set.

A rinsate and trip blank sample was inadvertently omitted for the soil sampling events As part of GHDs WQC, all due care was taken in cleaning sampling equipment between each test pit location and new disposable gloves were used to collect each sample, hence reducing the possibiltty of cross Contamination between locations. It is not considered that the absence of rinsates or trip blanks has compromised the data integrrty.

6.3.3 Integration of Field Observation and Analytical Data The field observations and the analytical results were assessed together as part of the data interpretation. PID readings were all below 2 ppm, representing background levels, which is consistent with an absence of volatile concentrations detected in the soil analysis and there was also strong correlation between the laterally consistent geology and the relatively consistent soil analytical results across the site. The field observations were also consistent with the site history information.

6.3.4 Laboratoty Internal Quality Control MGT conducted internal QC program including sample duplicates, spike recoveries and method blanks. The following summarises the results of the laboratory internal quality control:

D Method blank results were all less than detection limits;

D Spike percentage recoveries were between 81% and 134%; and

D RPD for duplicate samples ranged between less than detection (0%) to 9%.

6.4 Conclusions of WQCProgram Based on the results of the WQC program as detailed above, the following is concluded:

D The internal laboratory qualtty control program reported acceptable results;

D The field sampling procedure was carried out in general accordance with the GHD WQC program, with the exception of the omittance of rinsate and trip blank samples;

D The RPDs for blind and split samples were acceptable;

D Laboratories used were NATA accredited for the analyses performed; and

D Samples were analysed within the applicable holding times. It is concluded that the sampling and analytical programs were acceptable and the WQC results obtained are of reliable quality to reach the conclusions made in this report.

Assessment of soil contamination in Victoria is governed by the State Environment Protection Policy (SEPP) (Prevention and Management of Contamination of Land), June 2002, enforceable under Section 16 of the Envimnment Protection Act 7970. Commonly referred to as the ‘Land SEPP’, the policy endorses the NEPM as the key guidance document in contamination assessment and confirms that the ecological and human health investigation levels. provided in the NEPM are the key objectives to be met for the protection of the beneficial uses of land.

7.1.1 Environmental Screening Criteria In accordance with the Land SEPP, the Ecological Investigation Levels (EILs) provided in the NEPM (1999) have been adopted as the environmental screening criteria. If concentrations do not exceed these criteria, all beneficial uses of land are protected. However, based on specific development scenarios, sensitive land use could still be protected with some environmental management measures and in cases with a site specific risk assessment. The NEPM nominates interim urban land use EILs, which are provided in the absence of more comprehensive regional ElLs and are based on considerations of phytotoxicity and soil survey data from urban residential properties in four Australian capital cities. The ElLs are intended to be for the assessment of existing contamination only and are used to prompt more detailed Sitespecific investigations where they are exceeded. Where no ElLs are nominated in the NEPM, reference has been made to the ‘B values given in “Australianand New Zealand Guidelines for the Assessment and Management of Contaminated Sites” (ANZECWNHMRC 1992). Where no value is available in those guidelines, the ANZECCINHMRC document recommends the use of the Dutch ‘B’ guidelines, which represent a level at which further consideration or action was required. In the absence of suitable Victorian guidelines, the NSW EPA (1994) Guidelines for Assessing Service Station Sites, sensitive land use criteria, have been adopted as environmental screening criteria for the assessment of total petroleum hydrocarbon and monocyclic aromatic hydrocarbon contamination.

7.1.2 Human Health Criteria In accordance with the requirements of the Land SEPP, the Health Investigation Levels (HILs) provided in the NEPM have been adopted for the assessment of potential human health impact. The HlLs are based on levels developed by the National Environmental Health Forum (NEHF, 1996) for various contaminants and a range of land uses including:

An Investigation Level is the concentration of a contaminant above which further appropriate investigation and evaluation will be required (ANZECCMHMRC. 1992).

For this assessment, the NEPM ‘A HlLs (HIL-A) have been adopted for the assessment of human health, considering the potential for low density residential development at the Site.

7.1.3 Composites When analysing composite samples, the levels have been modified (weighted) according to the number of combined individual samples. This approach avoids masking any elevated concentrations as a result of dilution effects. It is noted that in some instances, comparison against a modified criteria can result in a false positive result.

8. Resu its of Investig at ion

8.1 Soil Stratigraphy and Geology Borehole logs detailing the stratigraphy intersected during this investigation are provided in Appendix D. The following section describes the stratigraphy encountered.

8.1.1 Natural Stratigraphy Natural stratigraphy at the Site is dominated by an organic-rich soil profile grading from a brown, moist, loose, gritty silt at the surface to a light brown, dry, firm, silty clay at greater than 1 meter below ground surface (mbgs). Basement geology was encountered within TP2 at 2 mbgs, comprising a very hard, light brown siltstone formation. A red / brown, dry, firm basal clay layer was encountered in TP7 at 2 mbgs. The profile encountered in all test pits was similar, suggesting that this natural soil profile is laterally extensive in the Site area.

8.1.2 Fill Fill was noted in BH17 and BH18 to a depth of approximately 0.35 mbgs. The fill was a heterogeneous mix of brown clay, silt and grit. No staining or odorous material was noted. Natural soil was encountered below the fill in both boreholes. The approximate extent of the fill is noted in Figure 3.

8.1 -3 Groundwater Groundwater was not intersected by any boreholes drilled as part of this investigation. Based on the results of the groundwater database search, groundwater in the area is expected to be greater than 5.5 m below ground suFface (See Section 2.5.2).

8.2 Soil Analytical Results Tabulated analytical results with adopted acceptance criteria are presented in Appendix E, NATA certified laboratory reports for all soil sample analyses are presented in Appendix F, with the chain-of-custody documentation. A summary of the results is provided below.

8.3 Inorganic The analytical results reported concentrations of inorganic parameters in all samples analysed below the HIL-A screening criteria, with the exception of total chromium, cobalt and nickel in some samples as outlined in Table 7 below.

Chromium As Chromium was detected at levels exceeding the HILA in a number of samples, speciation analysis was conducted on three soil samples (as requested by the auditor) with the highest chromium concentrations to assess the level of Crlll and CNI. The speciation analysis reported the following results (Table 8).

Chromium 111 is the much less toxic speciation and the NEPM HILA criterion for chromium 111 is 12%. Considering chromium 111 is the primary form of chromium in soil at the site, all chromium results reported for the site are significantly less than 12% concentration, and are not considered to pose any risk to human health. This is within our expectation due to the site history and the nature of the soil at the site, it also confirmed that the Cr is of natural occurrence, the Cr v1 transforms to Cr 111 relatively quickly and it is considered generally as a transitional status of Cr and more likely to be found on sites with history of land use associated with human activities generating Cr in the environment.

Victoria Cobalt and Nickel Table 7 shows that cobalt and nickel exceeded the modified criteria in composite samples. As the concentrations reported in the composite samples is within the range of concentrations reported in the individual samples, GHD considers that these concentrations are related to natural sources and are not expected to be of any significant concern for human health.

8.3.1 EL Exceedances The analytical results reported some exceedances of the applicable ElLs for the following inorganic parameters:

D Arsenic concentrations in TP1-0.1 (31 mgkg), BH17-0.1 (60 mgkg), BH17-1.0 (61mgkg), BH18-0.1 (52 mgkg), BH18-1.0 (45 mgikg) were reported above the applicable ElLs (20 mg/kg). The background concentration of arsenic in soil was 30 mg/kg, which is also above the EIL. The arsenic levels are likely to be of background. Applying the same above scenario used for chromium exceedances, it is unlikely that these arsenic levels would be of signiftcant concern especially that it is expected that these elements would be stabilised and in equilibrium phase within the soil matrix. No visible adverse impact on plant growth on the site was noted!.

D Nickel concentrations in 15 samples were slightly above the applicable EIL (60 mg/kg). The background concentration of nickel in soil was 19 mgikg. Due to the consistent concentrations of nickel across the Site within the natural soil profile and the absence of any evidence of previous land use that may have caused nickel contamination, these concentrations were considered to be natural for this area and unlikely to be of concern. Cadmium and cobalt concentration in some composite samples exceeded the modified criteria. Total cyanide was below detection limits in all samples anaiysed.

8.3.2 Leachability (TCLP) The results of the leachability analysis are summarised in Table 9, and detailed Appendix F.

8.4 Organics The analytical results reported concentrations of organic parameters below detection limits for all samples analysed. This was expected, as there was no evidence to suggest organic contamination in soil above the applicable screening criteria at the Site.

Mr Bill Johnstone engaged GHD FYy Ltd to conduct an Environmental Site Assessment (ESA) at the property described as the rear of 30 8 32 Caramut Road, Warrnambool. The investigation was limited to a 0.58 Ha L-shaped parcel of land (Parcel A) as defined in the site survey (Appendix A). The Site was undeveloped at the time of this ESA, apart from a small storage shed.

Site History and inspection Based on the findings of the site history and site inspection conducted on 21 June 2004, GHD concludes:

D The Site was undeveloped grassland prior to the 1980s. A small storage shed was constructed on the Site around this time. The shed was used for storage of various equipment and materials for the aluminium products manufacturing process. No indication of any potentially contaminating activity was identified to have occurred at the Site.

D The surrounding area was developed in the 1960s and 1970s. In the 1970s the South-West Aluminium and Glass (SWAG) factory was established on the property to the west of the Site. SWAG operations involved making of aluminium-fabricated products such as doors and window frames. The SWAG operations included aluminium cutting machinery and joining equipment. No significant volumes of chemical materials relating to such activities (eg. oil, grease) were observed or reported to be stored in the SWAG shed.

D Some minor fill was observed in the northern part of the Site, manifested as a slight raise in the topography. There was no reduced grass growth associated vvlth the minor area of fill.

Groundwater A search of the Victorian Groundwater Database showed that 65 registered groundwater wells exist within a 1.5 km radius from the site. Seven groundwater wells exist within 300m from the site, and TDS concentrations reported for three of these groundwater wells ranged from 793 to 1171 mg/L. Based on these TDS concentrations, the beneficial uses of groundwater would be classified in ‘Segment A to ‘Segment B’, under the Victorian State Environment Protection Policy “Groundwaters of Victoria” 1997. Based on the results of the site history and the soil analysis, there was no indication of any potential for groundwater contamination arising from current or past activities at the site and hence groundwater assessment was not considered necessary.

Soil Investigation Based on the site history carried out as discussed in this report, GHD conducted a soil sampling and analysis program to characterise the soil quality at the Site. The investigation involved 19 grided and targeted sample locations spread across the site.

31115352n9013 Environmental SiAssessment 21 Rear of 30 8 32 Camrnut Road. Warmarnbool. Victoria Soil samples were analysed for a broad range of parameters. Based on the results of * the soil investigation, GHD concluded the following.

Fill Some minor fill was noted in northem part of the Site to a depth of approximately 0.35m. No staining or odorous material was noted within the fill, and natural soil was encountered below the fill in two boreholes (BH17 and BH18). It is understood that the fill was sourced from the adjacent property (to the west) and resulted from levelling a small area of the property prior to building on the adjacent land. The laboratory analytical results for the fill showed: Concentrations of inorganic and organic parameters were below the HIL-A and EIL screening criterion, with exception of arsenic and chromium. Chromium speciation analysis confirmed that total chromium concentrations consist of primarily of chromium 111, and that these levels are significantly below the HIL-A criteria for chromium 111. Leachability analysis showed that arsenic, chromium and nickel are not highly leachable in the fill, suggesting that these metals have limited bioavailability and p hototoxicdy.

Natural Soil Profile Natural soil stratigraphy is extensive over the Site and dominated by an organic-rich gradational soil profile. The analytical results showed that concentrations of inorganic and organic parameters in samples collected from the natural soil profile were below the HIL-A and EIL screening criterion, with the exception of chromium, arsenic, cobalt and nickel. Total chromium concentrations in the natural soil profile were shown to primarily relate to chromium Ill and do not exceed the HIL-A criteria. Arsenic concentrations in TP110.1 (31 mgkg), BH1711.0 (60 mglkg) and BH18/1.0 (52 mgkg) were reported slightly above the applicable ElLs (20 mgkg). The background sample reported a concentration of arsenic of 30 mgkg, which is also above the EIL. The arsenic concentrations are likely to relate to background levels and are not a significant environmental concern. Cobalt concentrations exceeded the modified criteria in two composite samples. As the concentrations reported in the composite samples are within the range of concentrations reported in the individual samples, GHD considered that such concentrations relate to background levels in the area. Nickel concentrations in 15 samples were slightly above the applicable EIL criterion (60 mgkg). The concentration of nickel in the ‘background’ sample was 19 mgkg. Due to the consistent concentrations of nickel across the Site, these concentrations are considered to relate to background levels in the area.

Suitability for Residential Development Based on the results of this ESA, the Site is considered of suitable environmental quality for residential development. These conclusions must be read in conjunction with the other parts of the report and the limitations detailed in Section 11.

This Environmental Site Assessment (ESA) report for a portion of the property described as 30 & 32 Caramut Road, Warmambool, Victoria, has been prepared by GHD for Mr William Johnstone, of 1 Howard Road, Wamambool, Victoria. No warranties, expressed or implied, are offered to any third parties and no liabilities will be accepted for the use of this report by any third party. The study was conducted by an experienced environmental scientist and was subject to internal review by senior environmental scientist. It should be noted, however, that in gathering facts for the study, GHD relied on verbal information supplied by client, on Site records, and on visual inspection of the Site, which has not been independently verified. An understanding of the Site conditions depends on the integration of many pieces of information, some regional, some Site specific, some structure-specific and some experienced based.
