Thanet Local Board Annual Report 2009/10 1  Meetings

Everyone is welcome to attend a County Council (KCC) Local Board meeting. Dates and times of the meetings are advertised through parish councils, displayed at local libraries, schools and doctor’s surgeries, promoted on the KCC Community Engagement web pages, on local notice boards and in the press. The meetings give local people the chance to hear about the services KCC and its partners provide in Thanet. Doors always open half an hour before the meeting starts so that people can talk informally with their local county councillors over light refreshments. The KCC Local Board welcomes anyone who wishes to address the meetings and time is allocated throughout the meeting for the audience to ask questions on the presentations given or to raise any other issues or concerns.

Please note: head counts are undertaken at each meeting as well as the use of sign-in sheets but figures remain approximate

A significant outcome from October’s meeting 'Making democracy work for young people', (which took place in Local Democracy Week 12-16 October 2009) was the enthusiasm of young people to get involved with the KCC Local Boards. The evening’s agenda was set by KYCC and TYC members who embraced this event fully and, as a result, Kent Youth County Council and Thanet Youth Council now have a regular slot on the Thanet Local Board’s agenda.

The Thanet Local Board meetings also provide a good opportunity for local community groups to talk to members and discuss with them any projects they would like funding for, using one or more of the three funding streams the board has available, namely; Member Community Grant, Small Community Capital Projects and Local Schemes Grant. The board also announces its recommendations for Small Community Capital Projects and Local Schemes Grant awards at these meetings.

The Thanet Local Board’s agendas, minutes and future meeting dates can be found on the KCC website by visiting: www.kent.gov.uk/communityengagement

 Member Community Grants

Each member can recommend grants from their allowance of £10,000 to be spent on local community initiatives or projects. Expenditure for each member has, as the year progressed, been reported to meetings of the Thanet Local Board. All of the £80,000 available for grants was spent. A summary for each member is shown in Appendix 2.

As in previous years, the members have supported a variety of small community projects. Where projects have been Thanet-wide or within the same electoral area, they have often pooled their resources, for example:

Launch of the Thanet Athletics Club on 20 April 2010. The club is based at The Marlowe Academy and held every Tuesday evening. Pictured here is Phil Pittock, Chairman of the club and, Jack Green, European Silver Medallist with some aspiring future medallists. This project was supported by Bob Bayford, Charles Hibberd, Michael Jarvis, John Kirby and Chris Wells.

 Small Community Capital Grants

KCC allocated £500,000 in its Capital Budget for 2009/10 to the Small Community Capital Projects Fund. This was to be spent on small capital projects originating in local communities. The Thanet Local Board was given £46,700 to allocate.

The job of the Thanet Local Board was to receive applications to the Fund, and to place these in a priority order. The list of successful projects then went forward to KCC’s Cabinet Member, Mr Alex King, for approval.

Applicants for projects were given guidance about how to submit their bid, and the criteria by which the Fund operates. KCC had identified four areas as particular priorities for the fund. These were:

 projects which enhance local community and voluntary organisations in the provision of services to the public,  projects which enhance KCC’s Supporting Independence Programme,  projects which improve the provision of public transport,  projects which improve the provision of community safety.

The Fund’s main eligibility criteria included the following:  grants could only be given to organisations that could demonstrate they are ‘properly constituted’; this includes organisations such as district, parish and town councils, voluntary and community groups, churches, societies, charities, etc;  a grant could only be provided to a maximum value of £20,000 to any one project;  grants could only be provided to projects that enhance local communities or the provision of services to the public of Kent;  grants could not be provided as replacement funding;  the grant support was for the purchase or creation of capital assets and was not to fund current or on-going running costs.

The Board members were guided in deciding the priority order they wished projects to go forward and the Thanet Local Board allocated the following grants for the financial year 2009/2010.

Applicant Project title Amount Amount requested awarded Crampton Tower Museum Raising the Standard £1,500 £1,500 Hugin Vikings Football Club Hugin Vikings’ Clubhouse £5,000 £2,500 Manston Parish Council Installation of replacement ‘wet £1,500 £1,500 paint’ safety surface Margate Operatic Society Window refurbishment and £900 £900 dehumidifier Margate Sea Cadet Sail Training Vessel £10,000 £10,000 Corporation Pilgrims Hospices in East Improving patient care in £8,000 £7,587 Kent Thanet Thanet Local Board Annual Report 2009/10 Ramsgate and Broadstairs Minibus £5,713 £5,713 Sea Cadet Unit

The Ramsgate and Broadstairs Sea Cadet Unit’s replacement minibus is an LDV Convoy 17 seater with full roof rack, ladder and seat belts.

The Margate Sea Cadets’ new sail training vessel has been specially stabilised to allow five passengers under instruction, including those with disabilities. It can be used all year round and will provide proper instruction on sea safety to children and adults. Launched on 28 July, 2010, it has been called ‘The KCC’.

New application forms for Small Community Capital grants will be available from April 2010 for new grants. The Thanet Local Board has been given £46.6k to allocate in 2010/11 and they will consider these in October 2011.

 Local Schemes Grants

This year saw the continuation of a funding stream for KCC Local Boards to recommend, the Local Schemes Grant. Countywide the grant had £400,000 to allocate to revenue and minor capital projects. In Thanet, the allocation amounted to £74,300 and a summary of successful projects is listed below.

The priorities and eligibility remained virtually the same as those for the Small Community Capital Projects grant, with the one notable exception of the maximum value of a grant awarded.

Individual members could put forward recommended projects and there were issues of prejudicial interest. However, a list of collective projects was presented to the Cabinet Member Thanet Local Board Annual Report 2009/10 for Finance, Mr John Simmonds to make the decision.

Thanet Local Board Annual Report 2009/10 6 9/10 Applicant Project title Amount Amount requested awarded Acol Village Hall Acol Village Hall upgrade £1,000 £1,000 Management Committee All Saints Birchington Kearns Memorial Hall – kitchen £5,000 £5,000 Parochial Church Council upgrade and refurbishment Create (Arts) Ltd Stepping out £10,292 £10,000 Garlinge Primary School Community Pavilion £30,000 £23,185 and Nursery Minster Day Nursery Sloped deck with landing area £2,000 £2,000 Ramsgate and District Chilton Lane Allotment East Site – £9,890 £9,560 Leisure Gardener’s Society upgrade of main access path and provide a turning area St Nicholas-at-Wade & Communication and Community £1,290 £1,290 Sarre Parish Council Engagement – Village Street Scene The Children’s Society The Inclusive Children’s Garden £11,500 £11,040 The Den Youth Club Keeping the Den Alive £2,000 £2,000 The Ramsgate Society Ramsgate’s Town Trail and Blue £9,225 £9,225 Plaque Scheme

. In particular, October’s meeting 'Making democracy work for young people', which took place in Local Democracy Week, had an agenda that was set almost entirely by KYCC and TYC. KYCC and TYC members embraced this event fully and, as a result, Kent Youth County Council and Thanet Youth Council now have a regular slot on the Local Board’s agenda.

The Children’s Society officially opened its ‘Secret Jungle’ inclusive children’s garden (above) in Northdown Park on 9 July 2010. The garden offers an outdoor play space designed around the needs and wishes of disabled children, where children of any disability and their families can relax and fee safe in a natural environment that is stimulating and fun. The board funded a Project-Coordinator which ensured that the local community were involved in the project development, liaising with architects and others to ensure the garden’s success.

New application forms for the Local Schemes Grant will be available from April 2010 for new grants. Thanet Local Board has been given £75,400 to allocate in 2010/11 and they will

consider these in October 2010. Thanet Local Board Annual Report 2009/10
