Kent County Council Thanet Local Board Annual Report Introduction The Thanet Local Board is pleased to present its sixth annual report covering the period from 1st April 2009 to 31st March 2010. Thanet Local Board Annual Report 2009/10 1 Meetings Everyone is welcome to attend a Kent County Council (KCC) Local Board meeting. Dates and times of the meetings are advertised through parish councils, displayed at local libraries, schools and doctor’s surgeries, promoted on the KCC Community Engagement web pages, on local notice boards and in the press. The meetings give local people the chance to hear about the services KCC and its partners provide in Thanet. Doors always open half an hour before the meeting starts so that people can talk informally with their local county councillors over light refreshments. The KCC Local Board welcomes anyone who wishes to address the meetings and time is allocated throughout the meeting for the audience to ask questions on the presentations given or to raise any other issues or concerns. Thanet Local Board Meetings 2009/10 Attendance at Thanet Local Board meetings in 2009/10 has been very good, with interesting presentations and lively question and answer sessions. There were four Thanet Local Board meetings held in 2009/10 and a brief description of each meeting is given below: Date: Venue: The Kent International Hotel, Harbour Attendance: 43 7 July 2009 Parade, Ramsgate CT11 8LZ Members: 3 Main topics Kent Trading Standards. Mark Rolfe, Kent County Council’s East Kent Area Manager, described the work of Kent Trading Standards and how it uses campaigns to find out the extent of a problem or to target known problems. Mark talked about some of the most recent campaigns, including the Kent Community Alcohol Partnership (one of the pilot areas is in Broadstairs) and the campaign to crack down on loan shark activity in Thanet. KCC Community Safety Unit. Spencer Goddard gave a presentation on the Unit’s role and the scope of its work. He described how the unit includes Community Wardens, Handyvan, Community Safety Training, Safe Schools, Safe Travel and tackling Domestic Abuse. They also support the 11 Crime & Disorder Reduction Partnerships (CDRPs) across Kent whose statutory partners include, the Districts, Kent Police, the Kent Police Authority, the Eastern and Costal Kent Primary Care Trust, Kent Fire & Rescue and KCC (and soon the Probation Service). ‘Perceptions of Crime’ in Thanet. Lacy Dixon from the Thanet Community Safety Partnership talked about some of the positive work being done to make Thanet cleaner, safer and greener. In particular, Lacy addressed the problem of how people perceive crime in Thanet, which is a lot worse than the reality. Date: Venue: Hartsdown Technology College, Attendance: 72 13 October 2009 George V Avenue, Margate, CT9 5RE Members: 6 Main topics ‘Making Democracy work for young people’. Kent Youth County Council and Thanet Youth Council members talked about their role and the local issues in Thanet that Thanet Local Board Annual Report 2009/10 mattered to them, focussing on the sports and leisure facilities available in Thanet for young people as well as the accessibility of bus and train services Thanet Local Board Annual Report 2009/10 2 Turner Contemporary. Victoria Pomery, Director of Turner Contemporary gave a presentation on the work they are doing with young people. Turner Contemporary has made a successful bid to the Department for Business Innovation and Skills entitled Time of our Lives, an intergenerational project that aims to promote greater community cohesion between older and younger people. Working with the local community this project will help develop a major exhibition entitled Teenager planned for the new gallery in its opening year in 2011. Building Schools for the future. An update was given on the building programme in Thanet. Small Community Capital Project recommendations for 2009/10 were announced. Date: Venue: Minster Village Hall, High Street, Attendance: 39 19 January 2010 Minster, Ramsgate, Kent CT12 4BU Members: 7 Main topics Kent Youth County Council/Thanet Youth Council. Bill Butler updated the Local Board on their recent elections and their role. Making Kent Safer. Kent Fire & Rescue Service. Nick James, Group Manager Operations East Division gave a presentation on the KFRS draft 2010/2013 Integrated Risk Management Plan titled Making Kent Safer, which outlines plans to improve the services KFRS delivers to the community. Nick explained that KFRS was in the process of consulting on the initial outcomes of a rolling review of emergency cover and Thanet was one of the first two areas to be looked at. Nick talked about how the fire and rescue service intends to change the services it provides the community and focus more upon what needs to be done in the future to reduce risk to life and make the best use of resources at the same time. Second Homes Allocation 2005/06. Paul Verrall, Parks & Open Spaces Development Manager, Thanet District Council outlined the current status of Second Homes 2005/06 funded projects that had previously been agreed by the Thanet Local Board. He requested approval for unspent money to be used for new projects, all of which are still part of TDC’s Environmental Action Programme which targets town centres, sea fronts and entrances to districts. Local Scheme Grant recommendations for 2009/10 were announced Date: Venue: Margate Media Centre, 11-13 King Attendance: 87 31 March 2010 Street, Margate, Kent CT9 1DA Members: 8 Main topics Kent Youth County Council/Thanet Youth Council. Two members of Thanet Youth Council gave a presentation on some of the problems they are experiencing with buses in Thanet, particularly The Thanet Loop. They also talked about the recent elections that had taken place for the next Thanet Youth Mayor. Margate Task Force. Colin Maclean, Interim Director gave a presentation on the Margate Task Force. Colin explained that the Margate Task Force is one strand of the Kent Total Place pilot, a government initiative and one of 13 Total Place pilot areas nationwide. Building on the significant work already undertaken by the Margate Thanet Local Board Annual Report 2009/10 Renewal Partnership, Colin described how the Margate Task Force was developing radical new ways for public agencies and the community to work together to tackle the difficult issues facing Margate Central and Cliftonville West. Thanet Local Board Annual Report 2009/10 3 Dreamland Trust. Jonathan Bryant, Project Director, outlined the plans to restore Dreamland, home to the UK’s oldest surviving rollercoaster, as ‘the world’s first heritage amusement park’. With help from partner agencies in Thanet, the Dreamland Trust successfully bid for £3.7m of funding from the Department of Culture, Media and Sport’s ‘Sea Change’ programme. Jonathan told the group that the project to restore the new Dreamland was now well underway and promises to give tourism in Thanet a huge boost and create significant business opportunities for people working locally. Please note: head counts are undertaken at each meeting as well as the use of sign-in sheets but figures remain approximate A significant outcome from October’s meeting 'Making democracy work for young people', (which took place in Local Democracy Week 12-16 October 2009) was the enthusiasm of young people to get involved with the KCC Local Boards. The evening’s agenda was set by KYCC and TYC members who embraced this event fully and, as a result, Kent Youth County Council and Thanet Youth Council now have a regular slot on the Thanet Local Board’s agenda. The Thanet Local Board meetings also provide a good opportunity for local community groups to talk to members and discuss with them any projects they would like funding for, using one or more of the three funding streams the board has available, namely; Member Community Grant, Small Community Capital Projects and Local Schemes Grant. The board also announces its recommendations for Small Community Capital Projects and Local Schemes Grant awards at these meetings. The Thanet Local Board’s agendas, minutes and future meeting dates can be found on the KCC website by visiting: www.kent.gov.uk/communityengagement Member Community Grants Each member can recommend grants from their allowance of £10,000 to be spent on local community initiatives or projects. Expenditure for each member has, as the year progressed, been reported to meetings of the Thanet Local Board. All of the £80,000 available for grants was spent. A summary for each member is shown in Appendix 2. As in previous years, the members have supported a variety of small community projects. Where projects have been Thanet-wide or within the same electoral area, they have often pooled their resources, for example: Launch of the Thanet Athletics Club on 20 April 2010. The club is based at The Marlowe Academy and held every Tuesday evening.
