CREATE Newsletter Issue Four September 2009 Director’s Note: CREATE has continued to develop as its research programme produces an extensive portfolio of research papers, reports, and published journal articles. A special issue of Comparative Education was published in May 2009 focussing on access to education in Sub-Saharan Africa with Keith Lewin and Kwame Akyeampong as guest editors and fourteen contributors from CREATE. At the forthcoming UKFIET at New College, Oxford CREATE about 30 CREATE associates are presenting papers in different sessions including a CREATE Symposium on Tuesday the 14th of September. Members of the Consultative Advisory Group have been invited to the conference and some are giving papers. CREATE has been well represented over the last year at various events including the Commonwealth Ministers Conference, and the National Conference on Education in Ghana in April which was opened by the new Minister. In India the Secretary of the Department of School Education for all India has taken a personal interest in CREATE and opened a recent dissemination event in Madhya Pradesh, one of the CREATE case study areas. CREATE is also supporting the development of RMSA, the Government of India programme to expand access to secondary schools which complements the well established SSA. In South Africa achievement testing has been undertaken and the analysis of performance and silent exclusion will be included in a book. In Bangladesh data collection has continued and the task now is the consolidation of data on children, schools and communities into analytic reports that identify key issues within the CREATE Zones of exclusion. -

The existing literature is divided into two broad interpretive models – ‘planter capitalism’ (Fogel and Engerman, Fleisig) and the ‘pre-bourgeois civilization’ (Genovese, Moreno-Fraginals). While each grasps aspects of plantation slavery’s dynamics, neither provides a consistent and coherent his- torical or theoretical account of slavery’s impact on economic development because they focus on the subjective motivations of economic actors (planters or slaves) independent of their social context. Borrowing Robert Brenner’s concept of ‘social property relations’, the article presents an alternative analysis of the dynamics of plantation slavery and their relation to economic develop- ment in the regions it dominated. Its purpose is to undertake research designed to improve access to basic education in developing countries. It seeks to achieve this through generating new knowledge and encouraging its application through effective communication and dissemination to national and international development agencies, national governments, education and development professionals, non-government organisations and other interested stakeholders. Access to basic education lies at the heart of development. Lack of educational access, and securely acquired knowledge and skill, is both a part of the definition of poverty, and a means for its diminution. Sustained access to meaningful learning that has value is critical to long term improvements in productivity, the reduction of inter- generational cycles of poverty, demographic transition, preventive health care, the empowerment of women, and reductions in inequality. The CREATE partners CREATE is developing its research collaboratively with partners in Sub-Saharan Africa and South Asia. The lead partner of CREATE is the Centre for International Education at the University of Sussex. -

This is important because it is this capitalist world system that ultimately defines globalisation in a particular place and therefore also the periodisation of globalisation. The place to be studied in this paper is Mauritius, a small island in the Western Indian Ocean that has a very particular history of colonial and postcolonial integration into the capitalist world system. -
Public Spending on Education, Health Care and Economic Growth in Selected Countries of Asia and the Pacific
Asia-Pacific Development Journal Vol. 19, No. 2, December 2012 PUBLIC SPENDING ON EDUCATION, HEALTH CARE AND ECONOMIC GROWTH IN SELECTED COUNTRIES OF ASIA AND THE PACIFIC Biswajit Maitra and C.K. Mukhopadhyay* In this paper the role of public spending on the education and health sectors is examined with regard to promoting the gross domestic product (GDP) of 12 countries in Asia and the Pacific over the last three decades. In six of those countries, namely Bangladesh, Kiribati, Malaysia, Maldives, the Philippines and the Republic of Korea, Johansen cointegration tests confirmed the existence of cointegrating relations. In the remaining countries, namely Fiji, Nepal, Singapore, Sri Lanka, Tonga and Vanuatu, cointegrating relations were absent. The causal impact of education and health-care spending on GDP was further examined in the study. Education spending was found to have raised GDP in Bangladesh, Fiji, Kiribati, Maldives, Nepal, Singapore, Sri Lanka, Tonga and Vanuatu. On the other hand, health-care spending contributed to GDP growth in Bangladesh, Nepal, the Philippines, Singapore and Sri Lanka. In the Philippines spending on education had a negative impact on GDP, while in Kiribati, Maldives and Vanuatu, the impact of health-care spending on GDP was found to be negative. In the case of Malaysia and the Republic of Korea, neither education spending nor health-care spending exhibited an appreciable impact on GDP. It was also found that the gestation lag of education spending was longer than that of health-care spending. JEL Classification: I25, I15. A PARTIAL TYPOLOGY OF ECONOMIC SYSTEMS The larger studyl of which this outline essay forms a part is concerned with the comparative study of economic systems. Following Myrdal2 and Seers3, we have taken the view that economic theory in the underdeveloped regions at any rate, can profit by relaxing its unwitting pre-occupation with the special case of the North Atlantic countries, and by proceeding to a typ- ology of structures4 each having characteristic laws of motion. s Plantation Economy, the type which we have selected for intensive study, falls within the general class of externally-propelled economies.5 Specifically, we isolate Hinterland Economy which can be further distinguished, for ex- ample, from Metropolitan Economy. In the latter, too, the adjustment pro- cess centres on foreign trade and payments but the locus of discretion and choice is at home and it is by this variable that we differentiate. Hinterland economy, indeed, is what is at the discretion of metropolitan economy. The re- lationship between the two may be described, summarily at this point, as mercantilist. In this designation inheres certain specifications regarding what may be called the general institutional framework of collaboration betweeen the two. It will suffice here to note the five major rules of the game, as it were. First, there is the most general provision which defines exclusive spheres of influence of a metropolis and the limitations on external intercourse for the hinterland. In the real world there have been, and still are, many ex- amples of this: the Inter-American System, the British Commonwealth, the French Community, the centrally-planned economies, and so on. -

Climate of Sri Lanka: Tropical, Rainy seasons light in northeast, fall and winter, with average rain fall of 50 inch. Heavy rains fall in south-west Sri Lanka i.e. average 200 inch. Macroeconomic and Financial Sector Comparison with SAARC and 10 ASEAN Countries Two distinct regional associations, SAARC and ASEAN, comprise over seventeen different economies of Asia. These economies differ from each other in terms of their age, size and economic performance. However, some comparisons can be drawn between these intra-regional economies on the basis of economic and financial performance for a uniform period of observation, spanning from 1990 to 2003.1 This chapter discusses the financial sector indicators of the SAARC and ASEAN countries under the framework of macroeconomic performance, with the objective of assessing the level of Pakistan’s performance in comparison with these countries. 10.1 SAARC Countries 10.1.1 A Brief Background The South-Asian Association for Regional Cooperation (SAARC) was established on December 8 1985, when its Charter was formally adopted by the Governments of Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. The SAARC region comprises of a population of about 1.43 billion, a total area of 4.1 million square kilometers, and a combined gross domestic product of US$ 4,066 billion.2 Some of the main objectives of the association as defined in the charter are: a) to accelerate economic growth, social progress and cultural development in the region and to provide all individuals the opportunity to live in dignity and to realize their full potential, and b) to promote active collaboration and mutual assistance in the economic, social, cultural, technical and scientific fields.
