American Planning Association February 12, 2021 Idaho Chapter The Honorable Ron Mendive, Chair House Local Government Committee Idaho State House of Representatives P.O. Box 83720 Boise, ID 83720-0054 RE: H0124, amending Section 67-8205, Relating to Impact Fee Advisory Committees Dear Chairman Mendive, On behalf of the Idaho Chapter of the American Planning Association (APA Idaho), I am writing to register my organization's support regarding House Bill 124, the amendment to Section 67-8205 regarding Impact Fee Advisory Committee members. Our organization represents more than 250 local planning officials, private-sector planners, and planning commission members statewide. We are the technicians, professionals, policy and decision makers who represent the public interest in carrying out the authorities vested with local government under Idaho’s Local Land Use Planning Act, Title 67, Chapter 65 of the Idaho Statutes and regularly use the Impact Fee provisions found in Idaho Code Title 67, Chapter 82. APA Idaho strongly supports the utilization of a Development Impact Fee Advisory Committee to assist in the creation and execution of Development Impact Fee programs. Local citizen and subject matter expert involvement in impact fee programs are vital to their success. Specifically, in this Bill we support- 1) The requirement of communities to appoint at least two (2) citizens that may have a different perspective of impact fees from what those “active in the business of development, building, or real estate” may have. 2) The requirement for local citizens to be involved in the process, as opposed to those that may not have an interest in the impact fee program.

They are farmers and ranchers, business men and women, lawyers, doctors, sales people, loggers, teachers. • 2013 Freedom Index Report
2013 Freedom Index Report Dear Friend of Freedom, On behalf of the board of directors of Idaho Freedom Foundation and our dedicated team of policy analysts and reporters, it is my honor to present you with our 2013 Idaho Freedom Index® Report. The Idaho Freedom Index examines legislation for free market principles, constitutionality, regulatory growth and other defined metrics. The examination then results in a numeric value being assigned to each bill having an impact on economic freedom and growth of government. We then take those numeric values and tally each legislator’s House or Senate floor votes to see whether that legislator, in total, supported or opposed economic freedom. Before the Idaho Freedom Index came along, it was nearly impossible to speak knowledgeably about a legislator’s commitment or opposition to free market ideals. We basically had to take politicians at their word regarding their cumulative voting performance. Today, voters, taxpayers and other interested observers can use our data to see whether lawmakers vote in support of bigger or smaller government, economic liberty or statism. Legislators routinely check our Freedom Index analyses before they cast their votes, and members of the public also check the Index to see how their legislators are performing. Our policy analysts worked tirelessly throughout the session to make sure lawmakers and the public had timely, accurate and substantive information during the 88-day legislative session. None of this work would be possible without the generous support of freedom-loving Idahoans, who continue to make a financial investment in the Idaho Freedom Foundation. If you are one of our dedicated donors, I offer you my humble and heartfelt gratitude.

American Planning Association February 19, 2021 Idaho Chapter The Honorable Ron Mendive, Chair House Local Government Committee Idaho State House of Representatives P.O. Box 83720 Boise, ID 83720-0054 RE: H0156, amending Section 67-8203, Relating to Definition of Impact Fee Eligible Equipment Dear Chairman Mendive, On behalf of the Idaho Chapter of the American Planning Association (APA Idaho), I am writing to register my organization's support regarding House Bill 110, the amendment to Section 67-8204A regarding Impact Fee Intergovernmental Agreements. APA Idaho strongly supports any clarifications that can be made in Idaho Code Title 67, Chapter 82 to ensure impact fees are being utilized in a responsible, effective and efficient way. The clarification that impact fees can be used for fire apparatus is an important clarification. At this time, we would ask that an additional clarification be made. The proposed bill adds “fire apparatus”, but we would like to also include “ambulances”. Specifically, we ask for the following inclusion- (24) "Public facilities" means: (f) Public safety facilities, including law enforcement, fire stations and apparatus, emergency medical and rescue stations and ambulances, and street lighting facilities.
