2013 Freedom Index Report 2013 Freedom Index Report Dear Friend of Freedom, On behalf of the board of directors of Idaho Freedom Foundation and our dedicated team of policy analysts and reporters, it is my honor to present you with our 2013 Idaho Freedom Index® Report. The Idaho Freedom Index examines legislation for free market principles, constitutionality, regulatory growth and other defined metrics. The examination then results in a numeric value being assigned to each bill having an impact on economic freedom and growth of government. We then take those numeric values and tally each legislator’s House or Senate floor votes to see whether that legislator, in total, supported or opposed economic freedom. Before the Idaho Freedom Index came along, it was nearly impossible to speak knowledgeably about a legislator’s commitment or opposition to free market ideals. We basically had to take politicians at their word regarding their cumulative voting performance. Today, voters, taxpayers and other interested observers can use our data to see whether lawmakers vote in support of bigger or smaller government, economic liberty or statism. Legislators routinely check our Freedom Index analyses before they cast their votes, and members of the public also check the Index to see how their legislators are performing. Our policy analysts worked tirelessly throughout the session to make sure lawmakers and the public had timely, accurate and substantive information during the 88-day legislative session. You've been left in the dark about a powerful group of lawmakers they've engaged to contemplate whose taxes get cut - and who will pay more. Among the people assigned to this tax working group are the chairmen of the Senate and House tax committees - Sen. Jeff Siddoway, R-Terreton, and Rep. Gary Collins, R-Nampa. Other members include Sens. Jim Guthrie, R-McCammon, Steve Vick, R-Dalton Gardens, Abby Lee, R-Fruitland, Lori Den Hartog, R-Meridian, and Grant Burgoyne, D-Boise, along with Reps. Janet Trujillo, R-Idaho Falls, Dell Raybold, R-Rexburg, Tom Dayley, R-Boise, Robert Anderst, R-Nampa and Mathew Erpelding, D-Boise. Their focus is Utah, where a flat income tax has widened the tax burden between rich and poor. They've met repeatedly this summer. Legislative staffers have been assigned to help them. Representatives of the State Tax Commission, the Division of Financial Management and the Department of Commerce have briefed them. But you will not find this group listed among the 10 interim committees - dealing with everything from broadband access to urban renewal - on the Legislature's web page. Nor has there been any advance word, foiling any pesky citizen who would like to attend one of these sessions. Why the stealth? Could it be they don't want outside voices reminding them how Idaho can't afford any more tax cuts for the well-heeled and the politically connected? If anything, the state will need more taxes to repair the damage done to its schools, public services and higher education.

    Minutes of the Joint Legislative Oversight Committee March 11, 2016 Room WW54, Capitol, Boise, Idaho Cochair Senator Cliff Bayer called the meeting to order at 9:04 a.m. Attending the meeting were Senator Steve Vick, Representatives John Rusche, Maxine Bell, Gayle Batt, and Elaine Smith. Senators Michelle Stennett and Cherie Buckner-Webb were excused. Also present were Rakesh Mohan, director, Margaret Campbell, administrative coordinator; and other OPE staff. Audience members included the following: Senators Grant Burgoyne, Jim Guthrie, Lori Den Hartog, Representatives Tom Dayley, John Gannon, Wendy Horman, Steve Miller, Christy Perry, Russ Barron, Department of Health and Welfare Approval of minutes Representative Rusche moved to approve the minutes of the meeting on February 22, 2016. Senator Vick seconded the motion, and it passed by voice vote. Requests for evaluation Rakesh said the office received some excellent requests covering a broad range of topics. Thirteen requests were submitted with signatures from 27 legislators—8 from senators, 19 from representatives; 22 from Republicans and 5 from Democrats; some were from leadership and committee chairs. He said the success of the Oversight Committee and the office largely depended on the types and quality of requests submitted and topics assigned. The meeting was important for requesters to make their case about why their request was important. He said requesters’ presentation should focus on three areas: (1) Was the request to have the office gather information or to evaluate information, which included gathering, analyzing, and determining if sufficient evidence existed for program or policy recommendations? (2) How would the study improve state policy or programs? (3) How did the requester plan to use the results of the study? This information would be useful to the Oversight Committee when assigning topics and to the office after the study was assigned to know how to scope the study.
