UTAH LEAGUE OF CITIES AND TOWNS LEGISLATIVE2021 WRAP UP #Cities Work INTRODUCTION 2021 was a legislative session like no other: new Governor, new legislators, COVID-19, Zoom voting, and an earlier start date after several 2020 special sessions. ULCT successfully nav- igated the 2021 General Session by relying on the League’s pillars: respecting the roles of state and local government, collaborating with stake- holders, and targeting policy-focused outcomes. ULCT took a hands-on approach with over 60 bills—testifying, negoti- ating, writing language, 245 and other advocacy BILLS TRACKED work—in addition to the INTRODUCTION 245 bills we tracked. Despite many bills preempt- ing local government authority, ULCT effectively defeated legislation mandating digital billboards, expanding short-term rentals, and increasing bureaucracy around fees, to name a few. ULCT invested significant resources negotiating and amending two preemptive land use bills, and will continue discussions with legislators on inspec- tions, building design elements, and internal ac- cessory dwelling units. Several bills supporting and improving law enforcement were passed due to the efforts of the Love, Listen, Lead Task Force, a joint ULCT and Utah Chiefs of Police Association endeavor. The Legislature also passed an unprec- edented investment in transit and transportation projects, efforts supported by the ULCT Board. Ultimately, our success comes back to the unpar- alleled involvement by our members. Thank you! Of course, the session also created plenty of is- sues for the 2021 interim, including continuing discussions on water, land use, public safety, and much more. We encourage members to engage with the League through the Legislative Policy Committee, ULCT conferences, and League com- munications. -

Fred Wood, R-Burley, said outside bill ratings aren’t welcome in lawmakers’ deliberations. Wood, who couldn’t summon the courage to utter our name, was speaking about the Idaho Freedom Index. Please know 2020 was a banner year for the Idaho Freedom Index, our flagship project. IFF launched the Index in 2012 to help you hold lawmakers accountable for their votes. This year, it earned unprecedented attention from legislators, lobbyists, and Idahoans. A select few highlights demonstrate the Index’s formidability. Web traffic to the Index and IFF analyses surged more than 40 percent above 2019 levels. This year, lawmakers talked about the Idaho Freedom Index in public meetings more than a dozen times. Finally, lobbyists, who once scoffed at the Index, beat a path to our office seeking assistance to improve their legislation. I want to recognize those who worked tirelessly to bring about this banner year. First, IFF donors deserve immense credit. Their support makes this service available in our state. Next, I bring to your attention IFF Policy Analyst Lindsay Atkinson, who coordinated the Index and evaluated countless bills. Finally, a heartfelt thank you goes to IFF Vice President Fred Birnbaum and Parrish Miller. Both worked long hours and dove deep into legislation to write analyses. I understand the Idaho Freedom Index makes some lawmakers uncomfortable. Accountability to voters causes discomfort for legislators who say one thing on the campaign trail but do another in the Statehouse. -

These responsibilities are carried out through the legislative process -- laws passed by elected representatives of the people, legislators. Since statehood in 1890, Idaho's legislators have enjoyed a rich and successful history of charting the state's growth. Much of that success can be attributed to the fact that Idaho's legislators are "citizen" legislators, not career politicians. They are farmers and ranchers, business men and women, lawyers, doctors, sales people, loggers, teachers. Elected for two-year terms and in session at the Capitol just three months each year, Idaho's citizen legislators are able to maintain close ties to their communities and a keen interest in the concerns of the electorate. 2013 Freedom Index Report Dear Friend of Freedom, On behalf of the board of directors of Idaho Freedom Foundation and our dedicated team of policy analysts and reporters, it is my honor to present you with our 2013 Idaho Freedom Index® Report. The Idaho Freedom Index examines legislation for free market principles, constitutionality, regulatory growth and other defined metrics. The examination then results in a numeric value being assigned to each bill having an impact on economic freedom and growth of government. We then take those numeric values and tally each legislator’s House or Senate floor votes to see whether that legislator, in total, supported or opposed economic freedom. Before the Idaho Freedom Index came along, it was nearly impossible to speak knowledgeably about a legislator’s commitment or opposition to free market ideals. We basically had to take politicians at their word regarding their cumulative voting performance. Today, voters, taxpayers and other interested observers can use our data to see whether lawmakers vote in support of bigger or smaller government, economic liberty or statism. Legislators routinely check our Freedom Index analyses before they cast their votes, and members of the public also check the Index to see how their legislators are performing. Our policy analysts worked tirelessly throughout the session to make sure lawmakers and the public had timely, accurate and substantive information during the 88-day legislative session.
