Certaines bibliothèques telles que la Mid‐Manattan Library ou le Bronx Library Center sont orientées vers le grand public et proposent des services de lutte contre l’illettrisme, d’aide à la recherche d’emploi… D’autres bibliothèques telles l’Humanities and Social Sciences Library, la Science, Industry and Business Library (SIBL) ou le Schomburg Center for Research in Black Culture, sont dédiées à l’étude et à la recherche, et possèdent des fonds très spécialisés. Le réseau de la New York Public Library ou NYPL fut crée en 1895. Il est composé de 4 bibliothèques centrales (qui se partagent la conservation) et de 87 bibliothèques de quartier. Ce réseau dessert les quartiers de Manhattan, du Bronx et de Staten Island. ¾ Le financement : Les bibliothèques sont financées à 80 % par la ville de New York, le reste par l’Etat de New York, le gouvernement et les aides privées. L’accès à la bibliothèque est gratuit pour les habitants de New York (du fait du payement des impôts). Les personnes extérieures payent 100 $ /an. ¾ Le personnel : 3147 bibliothécaires‐titulaires, 781 contractuels, 350 bénévoles. En 2006 : 48 389 demandes ont été traitées. Il existe aussi un service de référence par mail et tchat sur le site web, ainsi qu’un service de renouvellement des prêts (les amendes en cas de retard sont très chères) _ actions en faveur des publics empêchés : livraison à domicile de document ou par courrier de documents en braille et gros caractère. _ visites de classe, aides aux devoirs _ mise à disposition de postes informatiques et accès wifi ¾ Le site web : _ 2 catalogues : LEO (circulating collections) et CATNYP (research collections). Les deux catalogues présentent des notices enrichies : sommaire, couverture, résumé, extraits de 1er chapitre ou de musique (téléchargeable) _ Collections numérisées : plus d’un 1/2 millions de pages numérisées (prix du best research site 2006). Chen et son équipe pour leur accueil Ouverte en 1970, Mid‐Manhattan Library est la plus importante des bibliothèques publiques du réseau de par ses collections et ses prêts. Cette bibliothèque de lecture publique sert de pont entre la Humanities and Social Sciences Library (la centrale située juste à côté qui ne fait pas de prêt) et le reste du réseau. L’offre du réseau est partagée ; chaque bibliothèque a une spécialité : à destination par exemple des enfants, des économistes… L’inscription est gratuite pour tous les habitants de New York ; la bibliothèque est un support social. Elle est organisée sur 6 étages : Plan des espaces de la Mid‐Manhattan http://www.nypl.org/branch/central/mml/docs/floorplan_mml.pdf Quelques chiffres … Budget annuel 2 millions de $ Nombre de document empruntable 30 documents pour 3 semaines En deux pages les données essentielles (collections…) : http://www.nypl.org/pr/objects/pdf/FactSheet2006.pdf ¾ Le public : plutôt des adultes, des travailleurs et des habitants du quartier. 4 ¾ Les collections : _ Quelques bases de données : la part de journaux papiers et des usuels se réduit en faveur de l’électronique. _ « The rich is invisible » : la majorité des documents est hors de la bibliothèque, en prêt _ Désherbage permanent. Les documents désherbés sont mis en vente. La vente aux particuliers est effectuée par des bénévoles _ Picture collection : La Mid‐Manhattan a développé depuis 1914 une collection encyclopédique classée par sujets d’images et d’illustrations extraites de revues ou de livres, de cartes postales, de photographies… Le fonds papier compte actuellement plus d’un million de documents et le fonds numérisé 30 000 documents. C’est la plus grosse collection du réseau (22 000 ouvrages) ¾ Les services spécifiques : _ Pour le Prêt/Retour/Réservation : Il y a une boîte pour les retours dans le hall de la bibliothèque. On peut réserver en ligne. Lors d’une réservation un mail prévient la personne de la disponibilité du document. Des étagères en libre‐service sont disposées au RDC pour les réservations ; les personnes retirent eux‐mêmes leurs réservations. _ Librairie de vente : La bibliothèque reçoit beaucoup de dons qu’elle propose ensuite à la vente par l’intermédiaire de cette librairie. Les documents désherbés eux bénéficient souvent d’un contrat avec un acheteur, le reste va à la bibliothèque de conservation. Ce service rapporte 10 000 $ de bénéfice par mois. _ Le service de référence : Existe depuis 1968 sous la forme d’une assistance téléphonique. Le service par mail et tchat a débuté en 2000 avec Question Point (OCLC, inscription au Nylink Group). Le service se compose de 9 personnes. Le service par téléphone est ouvert du lundi au samedi de 9h à 18h, et le tchat du lundi au vendredi de 10h à 5h (différentes bibliothèques des USA se relais pour assurer ce service). Le tchat demande 1h par jour au personnel en roulement. Le service est situé dans un grand bureau comportant plus de 2000 ouvrages de références classés par thèmes. Selon les statistiques de 2007, le service reçoit entre 3 500 et 4 000 appels téléphoniques par mois, environ 1000 mails par mois et effectue entre 600 et 700 sessions de chat par mois. _ Services Internet : l’accès Internet est de 45 mn ; il existe aussi un pass « visiteur ». _ Aide à la recherche d’emploi dans l’espace Job information center 5 Visite d’une bibliothèque publique : The Bronx Library Centrer Bronx Library Center 310 East Kingsbridge Road [at Briggs Avenue], Bronx, NY 10458. http://www.nypl.org/branch/local/bx/fdc.cfm Horaires : du lundi au dimanche, de 9h – 21h ¾ Une bibliothèque verte Bronx Library Center est une bibliothèque « verte », c'est‐à‐dire certifiée First LEED ® ‐ Certified Municipal Building (U.S. Green Building Council's LEED ; Leadership in Energy and Environmental Design). Cette démarche environnementale ressemble un peu à ce qui se fait en France avec la norme HQE (Haute Qualité Environnementale). L’ancien bâtiment, connu sous le nom de Fordham Library Center of The New York Public Library, datait de 1923. Quelques chiffres Nombre d’employés 70 personnes Nombre d’entrée 700 000 entrées en 2006 Nombre d’inscrits 15 400 inscrits Nombre de prêts 52 500 prêts ¾ Le public : Population majoritairement latino ¾ Des espaces bien conçus : un RDC réservé aux adolescents, aux collections audiovisuels et au prêt retour. Le 1er étage est consacré aux enfants, le 2e étage aux livres pour adultes (grand public), le 3e étage au Bronx Reference Center (spécialisé en droit, business et littérature) et au Latino and Puerto Rican Cultural Center. Le 4e et dernier étage est consacré au Career and Educational Information Service (CEIS) : aide au CV, recherche d’emploi 6 ¾ Les collections _ Collection bilingue : fonds en anglais et espagnol, publicités et brochures dans les 2 langues _ Center for reading and writing pour les adultes : fonds d’apprentissage de la lecture composé notamment de documents empruntables. _ Un espace pour les adolescents : présent dès l’entrée de la bibliothèque, cet espace est dédié aux « teenagers », jeunes de 10 à 18 ans. On y trouve des CD, des DVD. Une fois par semaine une séance de jeux vidéo est proposée.

Bloomberg signed the Greener, Greater Buildings Plan, a landmark legislation package that enacted a set of energy efficiency requirements for existing buildings in New York City. Local Law 84 requires facility owners of public buildings over 10,000 square feet and private buildings over 50,000 square feet to benchmark their energy use each year. Since 2009 the City has benchmarked 2,730 buildings including libraries, police stations, firehouses, schools, courthouses, health, community, and family centers, and government offices. The City performed this benchmarking using the U.S. Environmental Protection Agency’s (EPA) Energy Star Portfolio Manager tool which is widely accepted as the industry standard for benchmarking. For eligible facilities Portfolio Manager rates energy performance on a scale of 1–100 enabling building managers to see how their facilities are performing relative to similar buildings nationwide. This report highlights the Portfolio Manager benchmarking results for libraries, fire stations, police stations, warehouses, medical offices, K-12 schools, courthouses and office buildings. These building types represent a variety of City departments’ facilities and provide a representative sample of municipal buildings. Collectively, these eight types make up more than 75% of the City’s building portfolio. Role of Benchmarking in Carbon Reduction Strategy This report provides the most comprehensive benchmark information possible on New York City government buildings which are 10,000 square feet or larger.
