On the other hand, cities are multiple identities, plural and hybrid, and the diversity of cultural, ex- pression, practices, languages and artistic contents must be an essential asset to preserve and to promote the several dimensions of city policies. The Action Plan of the Social Rights Councillor for the years 2014-2017 at Lisbon’s City Council establishes as an area of action the “Interfaith Dialogue”, having as a goal “to value the cultural and religious diversity of the city”. It is in this context that a set of actions is expected – services, programs and tools – to support and promote the inclusion of immigrants. “Lisbon’s Immigrant Roadmap” is one of the actions established in the Plan, a “support tool” to all the newcomers to Lisbon, in which several needed services are identified such as: Tax Authorities, Healthcare Centres, Hospitals, Embassies, Job Centres, Foreigners and Borders Service, as well as many associations representative of their country of origin. By providing quantitative and qualitative evidence of the uneven geographic distribution of tourist apartments within the municipality of Lisbon, it contributes to the study of the new processes of neoliberal urbanization in the crisis-ridden countries of Southern Europe. It argues that the great share of whole-home rentals and the expansion of the short-term rental market over the housing stock are symptoms of the commodification of housing in the neoliberal city. Due to the loss of consumption capacity by the Portuguese society amid crisis and austerity, real estate developers target external markets and local households must compete for access to a limited housing stock with tourists and other temporary city users. The subsequent global rent gap stimulates the proliferation of vacation rentals at the expense of the supply of residential housing, fueling property prices and jeopardizing housing affordability.

For each parish, two models of property price prediction were developed using two statistical tools: multiple linear regression model and generalized linear model. The most recurrent predictive variables were the year of construction and the state of conservation of the property, and these variables tend to have a high weight. The quarter, the existence of an extra floor in the property and the existence of charges are not predictive variables of any of the parishes. The area, which normally has a great weight in the definition of real estate prices, is predictive on only three parishes and presents a very low weight. This is because the independent variable, the price of real estate, is given in the form of price per square meter, removing the largest contribution of the area on the property value. Comparing the two models of each parish, it is observed that the generalized linear model always has a better fit.
