CARDIFF COUNCIL CYNGOR CAERDYDD CABINET MEETING: 10 OCTOBER 2013 SCHOOL ORGANISATION PROPOSALS: RECOMMENDATIONS RELATING TO THE SITING OF EASTERN HIGH SCHOOL REPORT OF CORPORATE DIRECTOR OPERATIONS AGENDA ITEM:11 PORTFOLIO: EDUCATION & LIFELONG LEARNING Reason for this Report 1. To enable the Cabinet to consider recommendations to hold a public consultation on potential options for a site on which a new build state of the art 11-16 school (Eastern High) with post 16 provision being delivered by Cardiff and Vale College (CAVC) would be constructed. The 11-16 school would replace the existing facilities for Eastern High currently located on the site formerly known as the Rumney High School site. It is also proposed to demolish the existing CAVC facilities and construct new post 16 facilities to be managed by CAVC. 2. To enable the Cabinet to note any other actions that need to be taken and costs incurred in order for officers to provide a more comprehensive report to Cabinet following consultation on the site for the new build. 3. To enable the Cabinet to note the Minister’s decision to instruct the Council to close Llanrumney High School in August 2013, a year ahead of the date planned. Background 4. At its meeting on 6 December 2012, the Cabinet, in accordance with the terms of the Schools Standards & Framework Act 1998, approved a recommendation for the publication of a statutory notice to: • Discontinue Llanrumney High School, Ball Road, Llanrumney, Cardiff CF3 4YW from August 2014. • Discontinue Rumney High School, Newport Road, Rumney, Cardiff CF3 3XG from August 2014. Page 1 of 17 • Establish a replacement 8FE 11-16 high school (initially) on the Rumney High School site, Newport Road, Rumney, Cardiff, CF3 3XG, from September 2014. 5. Additionally, Cabinet requested that officers undertake a full analysis of the potential sites available for the construction of a new school and to bring a report to the Cabinet early in the New Year to seek permission to consult fully on a short list of options. 6. At its meeting on 11 April 2013 the Cabinet were asked to: (1) note that no objections to the Statutory Notice were received. (2) agree that the proposal as set out in paragraph 4 be implemented but note that this may need to be modified depending on the outcome of the Minister’s consultation on a proposal to close Llanrumney High School a year earlier, in August 2013. 7. On the 15 May the Welsh Government Minister for Education & Skills announced that he would be formally instructing the Council to close Llanrumney High School in August 2013. 8. In response to this instruction officers have progressed arrangements to close Llanrumney High School from August 2013 and to transfer all pupils, other than any who may have applied for and been offered places elsewhere, to Eastern High (formerly known as Rumney High School). 9. That part of the proposal as set out in paragraph 4 relating to the closure of Llanrumney High School will therefore be implemented a year earlier than previously approved by Cabinet with the remainder of the proposal still to be implemented as planned. Issues 10. The selection of a suitable site for the new build Eastern High is an important strand of the wider Education Improvement Partnership (EIP) which focuses on improving quality in leadership, teaching and learning as well as the quality of the learning environment. 11. The selection of sites for consideration is important in ensuring the success of the project and has been undertaken by a professional multi- disciplinary group led by Council officers. 12. The scoring and weighting of questions has been carefully considered by a multi-disciplinary team with extensive experience in the delivery of high quality educational buildings in order to meet this goal. Details of this team can be found at Appendix 1. 13. The first step in the selection process was to identify a list of all potential sites in the proposed catchment area for the new school. This was undertaken by Council officers and the following list of potential sites was prepared: Page 2 of 17 • Llanrumney High School site • Rumney High School site • Cardiff and Vale College site • Land between Crickhowell Road and Willowbrook Drive, St Mellons • Land at areas 9-12, St Mellons • Trowbridge Mawr (Land west of Trowbridge Road, south of Greenway Park and north of Wentloog Road). 14. Information regarding these potential sites was shared with Members, schools, parents, council officers and trade unions via a letter which included a map identifying the sites. This information was also shared with the wider community through a series of exhibitions and public drop in sessions where officers were available to answer questions. Details of the sites, evaluation criteria and scoring methodology were also published on the Council’s website. 15. A robust two part process for short listing of sites formed part of this process. Pre-scoring 16. The sites were assessed against a number of pass/fail criteria that had been developed by the team. This included overall size of the site, appropriate zoning for a school and recreational value to the public. Failing any single criterion was considered to preclude the site for development for the new buildings. 17. The site known as Land between Crickhowell Road and Willowbrook Drive, St Mellons was excluded at this stage. While the site is of sufficient size to accommodate a school of the size proposed there is insufficient space to accommodate the required playing fields and a lack of a suitable alternative within close proximity of the site apart from other sites that themselves were being considered for potential development of the new buildings. Scoring 18. Sites passing the pre-scoring assessment were then interrogated and scored on a number of criteria determined by the team and considered to contribute to the likely success or failure of the project. These criteria are broadly grouped into seven categories: • Physical considerations • Social considerations • Financial, Legal, Strategic considerations • Access considerations • Environmental considerations • Aesthetic / Design considerations • Servicing considerations Page 3 of 17 Each category is made up of a number of questions scored from 0 to 4 and each question has been given a weighting depending upon how important to the success of the project it is considered. For example a question relating to the electrical servicing of the site is weighted less heavily than a question concerning the proximity to pupil population, as electricity can be provided on a site relatively easily while greater travel distances for pupils might not be so easily overcome. 19. The scoring exercise is both broad and technical with the purpose of establishing which sites are appropriate for further consideration. The exercise concluded that the following three sites (listed in alphabetical order) could reasonably be considered as potential options for the new build school and post 16 facilities: • Cardiff and Vale College site • Llanrumney High School site • Rumney High School site 20. It is suggested that in considering which of these three site(s) may be the subject of consultation the Cabinet gives particular consideration to the following factors (listed in alphabetical order): Access to/impact on the use of off-site playing fields, required for all three sites if the school is to grow to 11FE Disruption to sites that would be occupied during construction Net cost, taking account of estimated capital receipts, and thus affordability Potential for future development including possible co-location of other community facilities Proximity to pupil population The proposed consultation process is likely also to result in views being expressed on these matters. Commentary 21. All costs/receipts and commentary are at this stage based on each of the sites including accommodation for post 16 learning that would be delivered by Cardiff and the Vale College and potentially other partners such as St David’s College. The costs/receipts also allow for a notional area of accommodation to be available for courses that CAVC plan to continue providing in East Cardiff and as such all capital costs and receipts arrive at net costs irrespective of how the costs/values between the Council and CAVC might differ between options. This has been undertaken on the basis that CAVC is content to support whichever site is finally selected, either selling their site and contributing the full receipt towards capital costs or otherwise donating their site free of charge to the Council in the event that it is chosen for the new school and post 16 development. A letter at Appendix 2 from Mike James, Principal and Chief Executive of Cardiff and the Vale College, confirms this intention. Page 4 of 17 22. All costs/receipts and commentary also allow for the re-provision of a youth centre and all weather pitch/changing facilities either as part of the new school development or elsewhere. It is important that whilst the decisions on these facilities should represent the most appropriate solutions for those areas of service they should also allow the decision on consultation on the new school site to be based on where the school facilities would be best located. Depending on the final decision on the school site following consultation it may or may not be recommended that some of these facilities are co-located. 23. This report therefore focuses on the location of the new build school and post 16 facilities and for these purposes assumes the costs and issues with regard to the other facilities mentioned to be neutral. It should be noted, however, that this report assumes that if the new school is not to be constructed on the site of the former Llanrumney High School the required youth centre and all weather pitch/changing facilities would be reconstructed elsewhere which incidentally has the effect of increasing the value of the estimated capital receipt for the Llanrumney High School site.
