Appendix a of National Plan of Integrated Airport Systems (NPIAS), Report to Congress, 2009-2013 Appendix A: List of NPIAS Airports with 5-Year Forecast Activity and Development Cost EXPLANATION OF TERMS AND ABBREVIATIONS USED IN APPENDIX A City The city generally associated with the airport. Airport The official name of the airport or designated abbreviation. LocID The unique airport location identifier for an airport. Hub Type The term “hub” is used by FAA to identify very busy commercial service airports as measured by passenger enplanements. Primary commercial service airports are grouped into four categories. Large hubs are those airports that each account for at least one percent of total U.S. passenger enplanements; medium hubs for between 0.25 percent and one percent, small hubs for between 0.05 percent and 0.25 percent, and non-hubs for less than 0.05 percent of all enplanements, but more than 10,000 annual enplanements. L Large Hub M Medium Hub S Small Hub N Non-Hub Role One of four basic airport service levels which describe the type of service that the airport currently provides to the community and is anticipated to provide the community at the end of the 5-year planning period. The service levels also represent funding categories for the distribution of Federal aid. New airports opening beyond the 5-year period are not shown in Appendix A; however, any 5-year costs associated with the development of these airports are included in Table 9. P Commercial Service – Primary CS Commercial Service – Non-Primary R Reliever Airport GA General Aviation Airport Enplaned The number of revenue passengers forecast to board aircraft at the airport during the fifth year of the 5-year planning period. Bsd Acft The number of locally owned aircraft forecast to be hangared or based at the airport during the fifth year of the 5-year planning period. Note: In 2006, FAA began an update of the based aircraft inventory information that supports one of the entry criteria for the NPIAS. This update included verifying the N numbers of the aircraft National Plan of Integrated Airport Systems (2009-2013) A-1 that are based at an airport to ensure that the based aircraft counts are accurate and verifiable.1 Dev Cost The estimated 5-year costs for airport improvements that are eligible for Federal development grants under the Airport Improvement Program. The costs identified are for development only; approximately $327 million in planning costs are excluded from the development estimates. Planning costs have increased 23 percent from the last report ($61 million). Note: The data presented in these tables were largely compiled in 2007 with a few updates through February 2008. 1 As of Sept 22, 2008, FAA has been unable to verify based aircraft counts at 15 airports in Appendix A, despite our repeated requests for information from these airports. We will leave these airports in this report, conditional on their providing the information as requested by FAA. These 15 locations are in Texas and Wyoming and are flagged in Appendix A with an asterisk by the number of based aircraft.     C1 TAKE-OFF MINIMUMS AND (OBSTACLE) DEPARTURE PROCEDURES 08073 INSTRUMENT APPROACH PROCEDURE CHARTS IFR TAKE-OFF MINIMUMS AND (OBSTACLE) DEPARTURE PROCEDURES Civil Airports and Selected Military Airports ALL USERS: Airports that have Departure Procedures (DPs) designed specifically to assist pilots in avoiding obstacles during the climb to the minimum enroute altitude , and/or airports that have civil IFR take-off minimums other than standard, are listed below. Take-off Minimums and Departure Procedures apply to all runways unless otherwise specified. Altitudes, unless otherwise indicated, are minimum altitudes in MSL. DPs specifically designed for obstacle avoidance are referred to as Obstacle Departure Procedures (ODPs) and are described below in text, or published separately as a graphic procedure. If the (Obstacle) DP is published as a graphic procedure, its name will be listed below, and it can be found in either this volume (civil), or a separate Departure Procedure volume (military), as appropriate. Users will recognize graphic obstacle DPs by the term "(OBSTACLE)" included in the procedure title; e.g., TETON TWO (OBSTACLE). If not assigned a SID or radar vector by ATC, an ODP may be flown without ATC clearance to ensure obstacle clearance. Graphic DPs designed by ATC to standardize traffic flows, ensure aircraft separation and enhance capacity are referred to as "Standard Instrument Departures (SIDs)". SIDs also provide obstacle clearance and are published under the appropriate airport section. ATC clearance must be received prior to flying a SID. CIVIL USERS NOTE: Title 14 Code of Federal Regulations Part 91 prescribes standard take-off rules and establishes take-off minimums for certain operators as follows: (1) Aircraft having two engines or less - one statute mile.
