SUMMARY: Requires the State Department of Parks and Recreation (DPR) to apply to the Department of Motor Vehicles (DMV) to sponsor a specialized license plate program using professional sport team logos, as specified. Establishes the California State Parks Account (Account) and specifies that revenues from the Account be used by DPR to fund local park and recreation programs. EXISTING LAW: 1) Allows any state agency to apply to DMV to sponsor a specialized license plate program. 2) Requires DMV to issue specialized license plates for that program if the agency complies with all statutory requirements. 3) Prohibits DMV from establishing a specialized license plate program for an agency until it has received not less than 7,500 paid applications for that agency's specialized license plates. 4) Requires the agency to collect and hold applications for the plates. Once the agency has received at least 7,500 applications, it must submit the applications, along with the necessary fees, to DMV. 5) Prohibits advance payment to DMV of its administrative costs associated with the issuance of a particular specialized license plate from constituting compliance with the 7,500 application threshold requirement. 6) Requires funds accruing to a sponsoring state agency from the sale of specialized license plates to be expended exclusively for projects and programs that promote that agency's official policy, mission, or work.

    Baseball and the Law: A Selected Annotated Bibliography, 1990–2004* Amy Beckham Osborne** Ms. Osborne presents an annotated bibliography covering books and articles that is designed to assist the researcher in finding current information on the law and its implications for the game of baseball. “Baseball was made for kids, and grown-ups only screw it up.” —Bob Lemon, Hall of Fame Pitcher1 ¶1 From the appointment of a federal district court judge, Kennesaw Mountain Landis, as the first commissioner of baseball to the intermittent threats of players’ strikes beginning in the 1970s, the law has been inextricably linked with baseball. For any scholar interested in the full story of our national pastime, the law plays a vital role. From the Chicago grand jury’s involvement in the Black Sox scandal of 1919 to Curt Flood’s legal challenge of baseball’s reserve clause, the law, whether for better or worse, has done much to shape the game. ¶2 This bibliography is designed to assist the researcher in finding current information on the law and its implications for the game of baseball. It includes only books and articles published between 1990 and 2004. Not included are articles found in American Law Reports or books and articles that do not deal primarily with the legal aspects of the game. Books Abrams, Roger I. Legal Bases: Baseball and the Law. Philadelphia: Temple University Press, 1998. Developing an all-star baseball law team, Abrams presents what he believes to be the nine most important issues regarding baseball and the law.     The Chargers Come to San Diego The Chargers got off the longest quick kick in Civic Center history yesterday, booting themselves right out of apathetic Los Angeles and into eager, enthusiastic San Diego. --Jerry Magee, San Diego Union, January 25, 1961. In the winter of 1961, the San Diego City Council unanimously endorsed professional football in the city. A whirlwind courtship that lasted only weeks brought Barron Hilton’s Los Angeles Chargers south. The city’s first big league sports team would begin the 1961 football season in Balboa Stadium as the San Diego Chargers. Jack Murphy, the sports editor of the Union, had begun lobbying for the Chargers in a notable column on December 21, 1960. “The story will be denied and I’ll probably be denounced as a third-rate fiction writer but it comes on excellent authority that the Los Angeles Charger franchise is San Diego’s for the asking.” The Chargers were a new team in a new league. In their first season they played for the American Football League championship—losing narrowly to the Houston Oilers on New Year’s Day, 1961. But Los Angeles—home of the well-established NFL Rams, was not interested in the Chargers. Playing in the cavernous, 100,000-seat Coliseum, the Chargers sometimes drew only 10,000 fans. “There’s no doubt in my mind that we’ve got to get out of Los Angeles,” Hilton concluded. We can’t compete in the same market with the Rams. A lot of cities would like to have us . I’d prefer to put the club in San Diego.
