MANUAL-VII To put in place a mechanism for consultation with the various stake holders, Consultative Committee of the Food Corporation of India are constituted for each State/UT. The Consultative Committee shall discuss and make recommendations on the following matters:- (a) procurement and distribution of foodgrains (b) quality of foodgrains; (c) storage of foodgrains; (d) transit and storage losses; (e) interface of the FCI with State Government on functioning of the Targeted Public Distribution System (TPDS) including allocation, offtake and actual distribution of foodgrains for Antyodaya, BPL and APL families and for various welfare schemes being operated by the Central or State Government; (f) sale and disposal of stocks; Members of Parliament from the concerned State/ UT are nominated as chairpersons of the State Consultative Committees. The tenure of the Chairperson will be co-terminus with his tenure as a Member of Parliament. THANGKHANLAL NGAIHTE Thangkhanlal Ngaihte ([email protected]) teaches political science at Churachandpur College, Lamka, Manipur. Vol. 54, Issue No. 44, 09 Nov, 2019 The author would like to acknowledge Joy Tonsing’s help in collecting materials used in this article. Manipur has two parliamentary seats in the Lok Sabha, out of which the Outer Manipur constituency is reserved for a tribal candidate. However, in 1954, the Delimitation Commission of India clubbed the electorates of the erstwhile Thoubal subdivision (excluding Bishenpur tehsil) with the Outer Manipur constituency to "balance" the number of voters in the two constituencies, thereby increasing the number of non-tribal voters in Outer Manipur. This arrangement denies non-tribal people the right to contest elections and makes ST candidates dependent on non-tribal votes for electoral success. Issues related to the delimitation of territorial constituencies are fraught and complex. Most recently, this was exemplified in Jammu and Kashmir, where rumours of a fresh delimitation exercise created a political storm (Sandhu 2019). In Manipur too, there is one peculiar issue related to delimitation that surfaces during every parliamentary election, and the 2019 parliamentary election was no exception (Imphal Free Press 2019). In Manipur, the concern is not only about the need to balance the relationship between the sizes of population and territorial constituencies. SCINDIA: SHRIMATI BIJOYA CHAKRAVARTY: Will the Minister of POWER be pleased to state: (a) the details of the hydro-electric power projects established/being established and proposed to be established in North Eastern States; (b) whether the Government has been able to tap the hydro electric power potential of these States; (c) if not, the measures taken in this regard; (d) whether there has been any delay in the establishment of such projects; and (e) if so, the details and reasons therefor along with action taken in this regard including loss suffered from the projects? A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR POWER, COAL AND NEW & RENEWABLE ENERGY ( SHRI PIYUSH GOYAL ) (a) & (b) : Based on the re-assessment of hydro-electric potential of the country, carried out by Central Electricity Authority in 1987, identified hydropower potential in North Eastern Region (NER) is 62604 MW (above 25 MW). Out of this, 1911 MW is in operation in North Eastern States. The details of Hydro Power Projects in NER is given at Annex. (c) to (e): Difficult/in-accessible potential sites, geological surprises, longer gestation period, natural calamities, environment & forest clearances, land acquisition problems, inter-State aspects, resettlement & rehabilitation problems, law & order problems etc. are the main reasons of delay. Apart from various policy initiatives, as enshrined in the National Electricity Policy, National Hydro Policy, National Rehabilitation and Resettlement Policy and National Tariff Policy, the Government of India and CEA regularly monitor the implementation of hydro projects including site visits, interaction with developers and expediting various clearances, etc.

SHRIMATI BIJOYA CHAKRAVARTY (GUWAHATI): Sir I am deeply perturbed to say that extremist activities in the North- Eastern Region are on the rise recently. Recent disturbance is caused by way of smuggling, snatching of arms, kidnapping and murder. It is going on unabated in this region. Sir, I would like to say here that there is illegal mining of coal mines in the parts of Arunachal Pradesh bordering Nagaland. There, some unscrupulous traders are smuggling coal and probably they also help the extremists to go there. Sir, recently in parts of Assam and in parts of Arunachal Pradesh also, Maoist activities is going on. A lot of small boys are joining there. Why are they joining and what is the reason behind it? They are joining because they have got no other means. They get small amount of money and because of that they take to arms and kill somebody and indulge in smuggling. That is why I am requesting through you to the Government that the Government should take steps so that these boys may be given some sort of earning and also in those areas where extremist activities are growing, in those areas there are no roads and no bridges at all. Sir, I would like to mention one point here that recently the hon. Minister of Home Affairs, Government of India, visited Arunachal Pradesh and he denied the existence of the extremism in those coal belt areas. This is unfortunate.
