Community Book: Clerk reported that the Fund stood at £4058 year end; receipts for the year were £566. BR reported that the defibrillators had been delivered but costs were not yet confirmed. After discussion it was proposed that the locations should be on the external wall of the Community Centre in Bwlch-y-Sarrnau and the Phillips Hall in Abbeycwmhir. Two training dates will need to be arranged and recruitment for volunteers to operate the equipment to be organised by BR/GP for Bwlch-y-Sarnau and JE for Abbeycwmhir. DJ/KP 7. Audit Update i. Clerk reported that the Audit Documentation was complete and the internal audit carried out ii. A Letter had been circulated from the Auditor General explaining new approach (since last year) and consequent increase in fees c. Budget and spending review: No monies expended at this point so no report is presented. Council to note that since the election was uncontested that the reserve for this will only be partially consumed. Election costs not confirmed yet and will probably be deducted from the December precept allocation. JE/GP 9. Training None 10. Planning Application P2017/0097 Erection of agricultural workers dwelling and associated works at Tynyberth Abbeycwmhir Llandrindod Wells Powys. Discussed with Chairman. Chairman had informally discussed this with others, no concerns raised. BR/GP 11. Highways matters a. Refurbishment of area fronting St. Mary’s church is still unresolved and to be left as an Agenda item for the next meeting 12. Wind Farms None 13. General Matters a. Clerk had confirmed his resignation due to an impending house move. Interim plans to cover this are: i. BR to monitor e-mail account and hold a copy of all electronic files ii. KP to hold hard copy files and archives iii. Clerk to place an advert for the position on the website b. If you feel that you need more exercise why not come and join in the walking netball or the other sporting events which are coming up during the year. We have two events coming up in March which will test the grey matter, the Scrabble competition and the ever popular Quiz Night. It is also time to book in for the Hanging Baskets Workshop in April, please look in your newsletter for details of these and other upcoming events. It is now time to think about and plan your entries for the Spring Show in May, remember to submit your entry form by 13th March, you have to be in it to win it. As we see the daffodils peeping up in our gardens and after celebrating our patrons saint's day I am reminded about his words of encouragement which were “to be joyful and do the little things in life”, words and advice that have been ever relevant over the centuries.     Cyngor Cymuned Abbeycwmhir Community Council MINUTES A meeting of Cyngor Cymuned Abbeycwmhir Community Council was held on Thursday 11th March 2021 at 7.00pm The meeting was held as a Video Conference with due regard to Covid-19 restrictions in place at the time with reference to the detailed information regarding COVid-19 Regulations set out in The Local Authorities (Coronavirus) (Meetings) (Wales) Regulations 2020 (Web Link - https://www.legislation.gov.uk/wsi/2020/442/made) and The Health Protection (Coronavirus Restrictions) (No. 4) (Wales) Regulations 2020. (Web Link - https://gov.wales/health-protection-coronavirus-restrictions-no-4- wales-regulations-2020 The Community Council Meeting was opened at 7.05pm 0321/01 Present: Julie Evans (Chair), Keith Powell, Brian Rees, Gareth Rees, John Jones, David Jones. Brian Rees was unable to attend throughout the meeting due to technical / internet reasons. Apologies: County Cllr. David Evans for late arrival due to attending the meeting of another Community Council in order to discuss a planning application. 0321/02 Declarations of Interest: None 0321/03 Minutes of the Previous Meeting: Minutes of the Meeting held Thursday, 26th November 2020 were agreed and signed as a true record (KR/DJ) . Presentation At 7.15 pm Jake Berriman, Mel Walters and Jackie Marriot joined the meeting to give a short presentation on the progress of a potential ‘Community Rights of Way Partnerships’ project. It was noted that Jackie had previously asked about an agreement between the CC and PCC that enabled the 2011 circular walk members confirmed that a signed document for that project had not been found.
