Confidential Documentation This section includes any supporting confidential documentation relating to specified Committee reports. 6.1 Confidential Report - Sports Master Plans Prioritisation Page 2 of 64 CITY LIFESTYLE 9 SEPTEMBER 2020 4.1 CHRIS GREEN PARK - PROPOSED FACILITY UPGRADE REPORT OF: Sport, Leisure & Facilities Manager REPORT OVERVIEW EXECUTIVE SUMMARY This report has been prepared to seek Council endorsement to execute a Grant Funding Agreement with the Australian Federal Government’s Department of Health to upgrade the existing change-room facilities at Chris Green Oval located at 39 Boundary Road, Beenleigh Qld 4207 and demolish dilapidated assets. Criteria: Policy development and decision-making - For the benefit of the local government area CORPORATE PLAN PRIORITY Quality Lifestyles RECOMMENDATIONS IT IS RECOMMENDED: 1. That the Sport, Leisure & Facilities Manager be delegated authority to enter into discussions and negotiations to finalise all associated terms and documents of the 'Grant Agreement' on behalf of Council with the Australian Government Department of Health in relation to the $600,000 funding commitment for the Chris Green Park change-room upgrade project. 2. That the Sport, Leisure and Facilities Manager be delegated authority to execute the funding 'Grant Agreement', and all associated terms and documents on behalf of Council with the Australian Government Department of Health in relation to the $600,000 funding commitment for the Chris Green Park change-room upgrade project, following finalisation of Clause 1 above. 3. That the Sport, Leisure Facilities Manager be delegated authority to demolish community facilities, as detailed in the report of the Sport, Leisure & Facilities Manager dated 9 September 2020. Existing Lessee Report Page 1 of 9 Page 3 of 64 CITY LIFESTYLE 9 SEPTEMBER 2020 PURPOSE OF REPORT/BACKGROUND Facility Details Chris Green Park is currently leased by the Logan Lighting Football Club Inc (LLFC) and is situated within Lot 1 SP199750, 39 Boundary Street, Beenleigh QLD 4207 (refer Table 2). The LLFC have approximately 1,055 participants and operate over two Council owned facilities with their main facility located at Cornubia Park in Shailer Park. At Chris Green Park, the club have access to 2 senior fields and 2 modified junior fields. Current Lease term: 30/7/15 to 29/7/20 (Lease currently under renewal) Location: 39 Boundary Street, Beenleigh QLD 4207 RPD: Lot 1 on SP199750 Owner: Logan City Council Figure 1: Aerial Photograph of Logan Lightning Football Club Inc - Chris Green Park - Lease Boundary Report Page 2 of 9 Page 4 of 64 CITY LIFESTYLE 9 SEPTEMBER 2020 Figure 2: Aerial Photograph of Logan Lightning Football Club Inc - Chris Green Park – Existing Infrastructure Existing Facilities The Chris Green Facility transferred to Logan City Council from the Gold Coast City Council in 2008 as part of the Logan Government Area Council Amalgamations. The facility consists of two distinct structures, being the clubhouse and change-rooms/canteen. Council’s Financial Assets Register has the written down value of both the change-rooms and clubhouse facility combined as $1,198,456. The clubhouse comprises the club room and function space constructed from brick with a high steel frame including an incomplete mezzanine floor above the bar. The mezzanine floor above the bar is used for storage only. The club have in recent years completed some cosmetic upgrades to the club room and function space. The club have indicated their preference is to retain the clubhouse structure if possible. Further assessment of the clubhouse will be required to determine if it is more cost effective to demolish and replace the clubhouse as part of the overall project or if it is more cost effective to retain the existing structure. The change-room, canteen and end of the facility is constructed from brick and timber with the top floor construction incomplete. The second storey of the structure includes the home team change- room with the balance of the structure left incomplete. A structural audit completed in 2015 included the following recommendation: ‘It is recommended that the unused upper floor area of the two storey section not be developed and used without an investigation to determine the suitability of the floor structure for the use intended. The use planned at some time in the future may not be the same as what was planned when the building was first envisaged. The new use may involve heavier floor loadings.’ Report Page 3 of 9 Page 5 of 64 CITY LIFESTYLE 9 SEPTEMBER 2020 The club continue to use the outdated change-room facilities on the ground floor and also operate a canteen from the ground floor of the structure. The facilities have a dilapidated appearance and do not meet the minimum standards required for football and will therefore be demolished. Change-room Facilities Federal Government Funding In September 2019, Council were notified by LLFC that they had received a financial commitment for funding towards the upgrade of the change-room facilities at Chris Green Park through the Australian Federal Government Department of Health. In April 2020, the Department contacted Council seeking if Council would be supportive of receiving the approved funds being redirected from LLFC to Council. As part of Council communications with LLFC, Council is informed that actual funding that the club was successful in securing is up to $600,000 from the Australian Government to complete the project. Report Page 6 of 9 Page 8 of 64 CITY LIFESTYLE 9 SEPTEMBER 2020 During this time, the Federal Government and LLFC have been liaising in regard to their funding agreement and guidelines. The LLFC have indicated to both Council and the Australian Government’s Department of Health officers that LLFC confirm their intention and desire is for Council to take on Project Management responsibility for the project and to enter into directly with the Department for the funding. The basis of the LLFC seeking for Council to receive the funding directly and be appointed project manager is in part due to the club’s own admission and most recent difficult and challenging management of their Cornubia Park Clubhouse project. The Australian Government have indicated their support for this arrangement and are seeking Council confirmation through execution of a Grant Agreement direct with Council for up to $600,000. Following, Council’s consideration of this matter, Council Officers will confirm the exact details and further negotiate favourable terms to Council relating to the advised $600,000 funding. The terms of the Grant Agreement including confirmation of project scope and project timelines are still to be negotiated by Council with the Australian Government. Delivery of the project will be managed by Council’s Community Infrastructure Program. Asset Replacement Reserve for Sport and Recreation Facilities As detailed in the ‘Any Previous Council Decisions’ section of this report, the Sport, Leisure and Facilities Branch have an operational budget to systematically replace assets that have reached the end of their useful life or no longer meet the needs of the community. To date, Council have successfully delivered a New Clubhouse and Change-rooms at Usher Park and have partitioned funding towards the completion of a new clubhouse facility at Noffke Park utilising funding from the Asset Replacement Reserve for Sport and Recreation Facilities. It is proposed that the additional funding required to complete the replacement of the change-room facilities at Chris Green Park will be derived from the Asset Replacement Reserve for Sport and Recreation Facilities.
