Schools Capital Programme 2019/20-2021/22

Today’s report seeks Cabinet approval to fund the main design phase for the following 3 major school capital projects:

➢ Bristnall Hall ➢ Q3 Langley Academy ➢ West Bromwich Collegiate Academy

All building work requires completion by August 2021 in order to support the provision of a sufficient number of year 7 places for 2021/22 New Primary School Places provided from 2011 to present ➢ Focus since 2011 has been on the primary sector ➢ 26% increase in birth rate over 10 years ➢ Since 2011: 38 expansions of existing primary schools including 13 “bulge” expansions providing 5000 new, primary places ➢ Excellent record of expanding “good” or “outstanding” primary schools

➢ Birth rate now reducing and plateauing at a lower rate ➢ Primary capacity has increased from 29,757 in 2011 to 34,695 (14.2% increase) in September 2019 ➢ Focus is now moving to expanding provision in the secondary sector

Investment at Q3 Academy Langley (1,110 places) and West Bromwich Collegiate Academy (300 places) can be seen in the following slides ……. Shireland Collegiate Academy is an example of recent investment by the Authority to provide 275 new school places in . A new teaching block was completed at the Academy in July 2019. An external photograph of the block is provided in the next slide.

Approval to the report recommendations by Cabinet today will ensure the funding of the detailed design stage for all three projects.

Detailed designs will be undertaken to fully determine the capital cost for each project to inform a future report to Cabinet seeking approval to fund the construction works.

The report will be presented late 2019 / early 2020 to ensure a start on site in May / June 2020.
