Schools Capital Programme 2019/20-2021/22 Today’s report seeks Cabinet approval to fund the main design phase for the following 3 major school capital projects: ➢ Bristnall Hall Academy ➢ Q3 Langley Academy ➢ West Bromwich Collegiate Academy All building work requires completion by August 2021 in order to support the provision of a sufficient number of year 7 places for 2021/22 New Primary School Places provided from 2011 to present ➢ Focus since 2011 has been on the primary sector ➢ 26% increase in birth rate over 10 years ➢ Since 2011: 38 expansions of existing primary schools including 13 “bulge” expansions providing 5000 new, primary places ➢ Excellent record of expanding “good” or “outstanding” primary schools An example of investment in the primary sector is St Matthew’s CE Primary School featured on the following slide …… St Matthew’s CE Primary School (1 form expansion) – Scheduled completion January 2020 New Secondary School Places provided School New Places Ormiston Sandwell Community Academy 150 RSA Academy 300 Q3 Academy Langley - Phase 1 630 Q3 Academy Langley - Phase 2 480 West Bromwich Collegiate Academy 300 Future Basic Need requirements ➢ Birth rate now reducing and plateauing at a lower rate ➢ Primary capacity has increased from 29,757 in 2011 to 34,695 (14.2% increase) in September 2019 ➢ Focus is now moving to expanding provision in the secondary sector Investment at Q3 Academy Langley (1,110 places) and West Bromwich Collegiate Academy (300 places) can be seen in the following slides ……. Q3 Langley Academy – Phase 1 opened September 2016 (630 new places) Q3 Langley Academy – Phase 2: New Specialist Teaching Block July 2019 (provided 480 additional places) Q3 Langley Academy – Footprint for Phase 3: two new Teaching Blocks (New build required for 2021/22 to provide 390 places to complete the school’s capacity) New West Bromwich Collegiate Academy – opening 1st September 2019 Phase 1: has provided 300 of the school’s total capacity of 750 places. Phase 2 will provide the remaining 450 places needed to complete for 2021/22. A completed project Shireland Collegiate Academy is an example of recent investment by the Authority to provide 275 new school places in Smethwick. A new teaching block was completed at the Academy in July 2019. An external photograph of the block is provided in the next slide. Today’s Cabinet report will take forward that continued investment in the secondary school estate. Shireland Collegiate Academy – New Teaching Block August 2019 (275 place expansion) Future Report to Cabinet Approval to the report recommendations by Cabinet today will ensure the funding of the detailed design stage for all three projects. Detailed designs will be undertaken to fully determine the capital cost for each project to inform a future report to Cabinet seeking approval to fund the construction works. The report will be presented late 2019 / early 2020 to ensure a start on site in May / June 2020. .
