NHAI has been assigned the work of Consultancy Services for Preparation of DPR for Additional Cross Drainage structures across water tank areas i.e Bridges, Culverts etc on the basis of Order of NGT & Revised MoEF Clearance for the section of Kerala / Tamil Nadu border to Villukkuri section from km 43/0 to km 70/250 of NH-47 and Villukuri to Kanyakumari from Km. 70.250 to Km. 96.714 section of NH-47 & Nagercoil to Kavalkinaru from Km. 0.000 to Km. 16.376 section of NH-47B under NHDP Phase-III in the State of Tamil Nadu on EPC Mode(as per Annexure I). 2. Proposals are hereby invited from eligible Consultants for preparation of Detailed Project Report of <Project Description>. The Letter of Invitation (LOI) and Terms of Reference (ToR) including Request for Proposal (RFP) is available online on e- tender portal of https://etenders.gov.in .The document can also be downloaded from NHAI website (www.nhai.org). Cost of the Document in the form of a Non- refundable document fee of Rs.5,000 (Rupees Five Thousand only) in the form of Demand Draft favoring 'National Highways Authority of India' and payable at New Delhi must be furnished in a separate envelop while submitting the proposal. 3. The RFP has also been uploaded on “INFRACON” (www.infracon.nic.in). As such before submitting the proposal the Consultant shall mandatorily register and enlist themselves (the firm and all key personnel), on the MoRTH portal “INFRACON” and furnish registration details along with its RFP. A copy of Infracon Operation Procedure is also enclosed for bidder’s reference. 4. All the bidders registered on Infracon shall form a Team on Infracon and which would be assigned unique Infracon Team ID. Bidders while submitting the proposal shall quote the Infracon Team ID. 5. Introduction 1.1 The National Highways Authority of India (NHAI) has been constituted through an Act of Parliament for faster, economical and quality Road Construction work throughout India. The National Highways Authority of India (NHAI) has been entrusted with the assignment of Preparation of DPR for Additional Cross Drainage structures across water tank areas i.e Bridges, Culverts etc on the basis of Order of NGT & Revised MoEF Clearance for the section of Kerala / Tamil Nadu border to Villukkuri section from km 43/0 to km 70/250 of NH-47 and Villukuri to Kanyakumari from Km. 70.250 to Km. 96.714 section of NH-47 & Nagercoil to Kavalkinaru from Km. 0.000 to Km. 16.376 section of NH-47B under NHDP Phase- III in the State of Tamil Nadu on EPC Mode. NHAI now invites proposal from Technical consultants for carrying out detailed project report as per details given in Annexure-1. 1.2 A brief description of the assignment and its objectives are given in the Appendix-I, “Terms of Reference”. 1.3 The NHAI invites Proposals (the “Proposals”) through e-tender (on-line bid submission) for selection of Technical Consultant (the “Consultant”) who shall prepare detailed pr oj ec t report (DPR). The consultant should have expertise in carrying out the similar kind of job, in similar geographical location (particularly for hill road projects). Consultants are here by invited to submit proposal in the manner as prescribed in the RFP document. A Consultant with “a Particular Team” may submit proposals for more than one package. However, a Consultant is not allowed to bid for a package with more than one team. For the sake of clarity, it is mentioned that one consultant cannot submit two proposals/ bids for the same package. A consultant (either as sole or as in JV/Association) can be awarded only upto 2 packages. A Consultant with “a Particular Team” may submit only one “proof of eligibility (Part 1)” and “Technical Proposal (Part II)” for any number of packages applied for by them. However, the packages for which a Consultant with “a Particular Team” applies should be clearly mentioned. Financial proposal for each package are to be submitted separately. Financial proposal are only to be submitted online and no hard copy of the financial proposal should be submitted. The most preferred bidder (H-1) for each package would be determined on the basis of Quality and Cost as mentioned in the RFP. Award of work to a Consultant with “a Particular Team” either as sole or as in JV/Association shall be limited to one package only. Joint venture 5 shall not have more than two firms In case, a Consultant with “a Particular Team” turns out to be the most preferred bidder (H-1) in more than one package, the package which is to be awarded to this Consultant with “a Particular Team” shall be determined on the basis of least cost to NHAI considering the financial quote of H-1 bidder and H-2 bidder limited to those packages, which shall be worked out as per the procedure given in the RFP. The consultants are hereby invited to submit proposals in the manner prescribed in the RFP. 1.4 The consultants shall submit proposals either in sole capacity or in JV or in Association. Joint Venture/Association shall not have more than two firms. Any entity which has been barred by the Ministry of Road Transport and Highways (MORTH) or its implementing agencies for the works of Expressways, National Highways, ISC and EI Works and the bar subsists as on the date of application, would not be eligible to submit the bid, either individually or as a member of a Joint Venture. 1.5 To obtain first hand information on the assignment and on the local conditions, the consultants are encouraged to pay a visit to the client, local State PWDs and the project site before submitting a proposal and attend a pre- proposal conference. They must fully inform themselves of local and site conditions and take them into account in preparing the proposal. 1.6 Financial Proposals will be opened only for the firms found to be eligible and scoring qualifying marks in accordance with Para 5 hereof.

    PUBLIC OUTREACH PROGRAM Outreach service of Rajas Dental College to benefit the Society We render the needs of the rural community surrounding our institution through Oral Health screening camps both in Kanyakumari and Tirunelveli districts. Each year around 5,000 plus individuals get benefited from these camps and the treatments are offered at free of cost. We cater the needs of around 4,000 school students every year by conducting school camps with an emphasis on educating school students on maintenance of Oral Health care and create awareness on associated disorders. We run two fully functional satellite clinics at Radhapuram Village Tirunelveli District, and at Vetturnimadam, Nagercoil. Every year around 2000 individuals get benefitted. In addition we have memorandum of Understanding with Organisations of diverse horizons like (CAST old age home, Vivekananda Kendra, Peace assembly of god, Blind school, Tirunelveli to name a few...). MOBILE DENTAL UNIT We regularly conduct Oral Health awareness campaigns on “Anti tobacco day”, “World Oral Health day” & “World health day” by means of social mob or flash mob to procure public attention. We do spread oral and general health related messages through pamphlets, signature campaigns along with public addressing aids. RAJAS GO GREEN INITIATIVE “Rajas go green initiatives” are strictly adhered in our camps .we were the first to distribute bio- degradable pen & seed pencil to Dental, Pharmacy, Nursing students and the teaching staff of the Rajas dental college & hospitals. CLEAN HANDS HEALTHY LIFE PROGRAM “Clean hands healthy life” is yet another initiative we established to educate individuals on proper hand washing protocol .Posters on the same were distributed to schools and colleges around Tirunelveli & Kanyakumari districts.
