Washington, D.C. 20024 202.554.7753 Dear Fellow Warrants: During this past week I had the honor and privilege to go to the Chief Warrants and Warrant Officers Association Annual meeting. Saturday night I was officially sworn in as your newest Vice President. With this role and responsibility I am now fully engaged in making the most of our organization and bringing membership to its highest levels. Membership did very well over the past year but much of that was drastically diminished by failed setup of allotments. I will not be able to increase interest and preach the warrant officer association driving factors without each and every one of you helping me within your local areas. We need to take the time to reach out to our new appointee’s, and our active duty and explain to them how much good this association does and how much their support does to help this association continue its mission. In support of increasing and maintaining membership over the foreseeable future I challenge you to the following: Every association member in good standing attempt to register one new member. Create or install an active duty membership representative at each chapter. This will be a person that can keep up with the local membership, represent the association to new members/appointees, and work with the Chief Warrant and Warrant Officers Association to reach out to members at large. My goal here is to not send these new warrants to Chief Warrant Officer Professional Development (CWOPD) in order to learn about our association and possibly join. I want to send them to CWOPD having already joined and ready to help support those that have not yet joined. This is your association, our association. In order for it to thrive and grow we will need for all members to help out and together make this the most influential and insightful association within the Coast Guard.     U.S. Coast Guard History Program The United States Coast Guard in South East Asia During the Vietnam Conflict by Eugene N. Tulich, USCG FOREWORD In brief, the Coast Guard Historical Monograph Program, of which this publication is the first product, is simply the publishing of worthy historical works by Coast Guardsmen in the field of Coast Guard history. All that is essential for this experimental program’s continued success is the willingness of enough Coast Guardsmen to undertake the task of researching and writing a concise narrative of specific segments in the vast treasure trove of little-known Coast Guard history. The idea for this program was conceived by Captain B. L. Meaux, U. S. Coast Guard, Chief, Public Affairs Division, Coast Guard Headquarters, in mid-1973. Primarily, his rationale for initiating this program was: (1) to insure the preservation of as much Coast Guard history as possible in order that no important phase of it may be lost; (2) to stimulate interest in Coast Guard history among Coast Guardsmen, the academic community, and the general public, (3) to attempt to convince many individual Coast Guardsmen that the preservation of Coast Guard history in a narrative form is primarily their responsibility, since no one else can tackle this job with the same sense of identity, interest, or knowledge of the subject; (4) to record the brave deeds and honorable service of past Coast Guardsmen so that they can be compared to current and future performances; and (5) to use history as a means of fostering esprit de corps, as well as building and maintaining Coast Guard traditions.

    USCGC CAMPBELL (WMEC 909) Kittery, Maine USCGC CAMPBELL (WMEC-909), commissioned on August 19, 1988, is the sixth cutter to bear the name CAMPBELL. Four were named for George Washington Campbell, Secretary of the Treasury in 1814. One was named for James Campbell, Postmaster General in 1863. The current CAMPBELL, the ninth of the Coast Guard Famous Class of cutters, is named to honor the great tradition of her forebears, particularly USCGC CAMPBELL (W-32). The first CAMPBELL, a schooner, patrolled the Chesapeake Bay from 1830 through 1834. The second CAMPBELL saw service in the Gulf of Mexico from 1834-1839. The third CAMPBELL, built in 1848, was considered the finest example of the sailing cutter; sleek and trim in appearance, she was deemed “Queen of Sailing Cutters.” The fourth CAMPBELL patrolled New England waters from 1853-1875. The fifth CAMPBELL, W-32, was built in the Philadelphia Navy Yard in 1936. She served for forty-six years spanning World War II, the Korean and Vietnam Wars, and saw exclusive action as convey escort during the Battle of the Atlantic during 1942-1943. Of note, W-32 engaged several enemy submarines and rammed and sank U-606 in February, 1943. Sailing on her in battle was “Sinbad,” the Coast Guard’s famous mascot that served 11 years with CAMPBELL until his retirement in 1951. W- 32 was “Queen of the Fleet” when decommissioned in 1982. The sixth and current CAMPBELL (WMEC 909) continues the historic tradition of more than 190 years of cutters that have displayed her name. CAMPBELL was originally homeported in New Bedford, MA in 1988.
