He is being assisted by two Ministers of State, Prof. Sher Singh and Shri Bhagwat Jha Azad. 2. Scope and Functions: The Government of India has seve­ ral responsibilities in education, some directly specified in the Constitution and others implied. The Constitution makes the Union Government directly responsible for the Central Uni- \ ersities, for all institutions of national importance, for the en­ richment, promotion and propagation of Hindi, for the coordina­ tion and maintenance of standards in higher education, for scien­ tific and technological research and for education in international relationships which includes the welfare of Indian students abroad and cultural and educational agreements with other countries. The vocational and technical training of labour is concurrent res­ ponsibility; and so is social and economic planning which includes educational planning. The Centre also has special responsibi­ lities for the education of the scheduled castes and tribes. 3. In addition, the Government of India also undertakes the collection and dissemination of educational information for the country as a whole. It also strives to provide stimulating national leadership in educational development and financial assistance to State Governments for their educational programmes. 4. Organisation : The work in the Ministry was reorganised into 7 Bureaux and 2 Units. A copy of the Administrative Chart of the Ministry is attached at the end. A list of attached and subordinate offices and the autonomous organisations under the administrative control of this Ministry is given in Annexurc I. 5. Departmental Council: Under the schemes of Joint Con­ sultative Machinery and Compulsory Arbitration, a Departmen­ tal Council for the Ministry and the Department of Social Welfare is functioning under the chairmanship of the Secretary, Ministry of Education. It consists of the Chairman and 16 members, 8 cach from the “official” and the “staff” side. An Under Secretary ("Administration) is the Secretary (official side) of the Council. 6. The Council was inaugurated on 19th January, 1967 at New Delhi. Its formation has gone a long way in promoting f harmonious relations between the Government and its employees During 1967, five meetings of the Council were held and a Joint Committee was constituted to study and report on the mattter of revision of pay-scales of the employees of the Survey of Indha. 7. Planning: A series of Working Group meetings were h(eld to discuss State Annual Plans for 1968-69. This tprptfjded an occasion to review the progress of education in the country diur- ing 1966-67 and 1967-68. It was found that, due to the diiffi- cult economic conditions that prevailed in the country during tiis period, the total Plan outlay for education had fallen far shiort of the original expectations. Consequently, provision of teachteis and other facilities was not commensurate with the expansion tlhat took place and most of the schemes of qualitative improvemient had to be drastically reduccd or put off. 8. Fourth Five-Year Plan: It has now been decided to treat 1966-67, 1967-68 and 1968-69 as annual plan years and to be;gin a new fourth Five-Year Plan from 1969-70. Action for the preparation of the new Plan has been initiated. The States and Territories have been requested to prepare a long-term plan of educational development on the basis of the recommendations, of the Education Commission and to draw up the new fourth Fi:ve- Year Plan against its background. 9. Report of the Education Commission: The Report of the Education Commission (1964-66), submitted to Government in June 1966, was very widely discussed during the year by the pness, public, teachers’ organisations, universities and State Govern­ ments. 10. State Education Ministers’ Conference: The Conference of State Education Ministers was held in New Delhi from 2l8th to 30th April, 1967, to discuss the recommendations of the Eidu- cation Commission. After detailed consideration of some of the recommendations, the Conference unanimously adopted resolutions on various subjects, such as (i) the neighbourhood school system, (ii) work-cxperience, (iii) medium of education at the university stage, (iv) pay scales of school teachers, (v) teachers’ status and teacher education, (vi) priorities in eduica- cation, (vii) the structure of educational system, (viii) tal<ent- intensive programmes, (ix) N.C.C. and National Service Corps and Sports programmes, (x) Centre-State relations in educational finance, (xi) moral education, and (xii) teaching of languages' at the school stage. 11. Committee of Members of Parliament on Education : The Report of the Education Commission was also discussed during the year by a Committee of Members of Parliament on Education which consisted of the representatives of all the major political parties. The Committee held a series of meetings from 7th April to 29th June, 1967, and finally submitted a report to the Government on 24th July, 1967. The report of the Com­ mittee has since been discussed by both Houses of Parliament and also by the State Governments. 12 Central Advisory Board of Education: During the year under review, the CABE held its 33rd Session on August 22 - 23, 1967. The Board discussed the recommendations of the Education Commission and the draft Statement on National Policy on Education prepared by the Committee of Members of Parliament on Education. 13. Vice-Chancellors’ Conference: The fifth Conference of Vice-Chancellors was held at New Delhi on September 11-13, 1967 to consider the recommendations of the Education Com­ mission relating to higher education. The Conference broadly approved of the recommendations. 14. In the light of these discussions, steps are being taken to formulate a National Policy on Education. 15. Review of Standing Charges: The budget estimates for the year 1968-69 relating to the grant of Secretariat proper, in­ cluding the provision for permanent establishments, were dis­ cussed in detail in a meeting of the Internal Economy Committee. As against the budget estimates of Rs. 94.14 lakh, the revised estimates and budget estimates for the grant as a whole have, with the assistance of Associate Finance, been arrived at Rs. 93 64 lakh and Rs. 97.61 lakh respectively. 16. Budget ■. As against the total sanctioned grant of Rs. 130.61 crore for the Ministry as a whole (including the provisions made for the Ministry of Education in the Demands operated by the Ministries of Home Affairs and Finance) for the year 1967-68, both Plan and non-Plan, the revised estimates for 1967-68 and budget estimates for 1968-69 proposed to be provided amount to Rs. 143.48 crore (provisional) and Rs. 149.78 crore (provisional) respectively. CHAPTER II SCHOOL EDUCATION School education is essentially a responsibility of State Gov­ ernments whose programmes for its expansion and improvement receive Central aid. The programmes directly undertaken by the Government of India in this field are broadly restricted to a few special schemes, research and training activities. The Union Government also provides financial assistance to voluntary educa­ tional organisations engaged in carrying out significant experi­ ments in school education.     In Memory ±ombhu Mitra 1914²1997 Spoken-word 45 rpm gramophone records were once a prized possession in many Bengali middle- class households of Calcutta that dabbled in high cul- ture. There were a handful of elocutionists who released albums of poetry quite regularly. Among the many albums in our record collection was one that featured baritone artists reciting some of the best specimens of Bengali poetry. But there was one voice among them whose timbre was of a different sort. To my adolescent ears it was not particularly pleasurable to hear, but singular in its tenored nu- ances, in its intensity of expression and clarity of pronunciation. It was ±ombhu Mitra’s rendition of a poem by the Bengali pantheist poet, J }ban nda D s. There was something in Mitra’s vocalization that stirred my adolescent spirit. I had never known me- chanically reproduced spoken words to engender such intense emotions. My elders told me I was un- fortunate to have missed seeing Mitra in action onstage. He had retired just a few years before I was of age to see and make sense of a play. Then, a few years later, there was news that Mitra was coming out of retirement to play the title role in Bertolt Brecht’s Life of Galileo under the direction of the East German director Fritz Benevitz. I stood in line for a whole night to get tickets. The experience of seeing Mitra live was indescrib- able. This was my first Brecht play and was it a grand introduction! Mitra’s depiction of Galileo from late youth to senility was a display of such amazing dexterity in vocal as well as physical acting, such richness of characterization, replete with details and subtleties, that I simply had to see the play again the next night.

The term, ‘Stream of consciousness’ is first found in the book, The Principles of Psychology (1890), penned by philosopher and psychologist William James. However, May Sinclair, in a literary article, published in The Egoist on April 1918, first applied the term stream of consciousness while discussing the novels of Dorothy Richardson. Since then many authors have used this literary device to discover the inner thoughts of the human mind. Amid them, Dorothy Richardson, James Joyce and Virginia Woolf have used it more prominently than others. In Bengali literature, Buddhadeva Bose, according to many critics, for the first time, adeptly manipulated stream of consciousness technique in Rat Bhore Brishti. The way Bose applied it to his novel is very similar to the way James Joyce and Virginia Woolf did so in their novels. The article examines how Buddhadeva Bose, directly being influenced by Virginia Woolf and James Joyce, wrote his stream of consciousness novel, Rat Bhore Brishti. It will encapsulate that though Bose followed Woolf and Joyce in using the technique in the novel, he brought some remarkable changes in applying so.

If Nabannna, which came out in 1948 broke new grounds in many ways, Char Adhyay {1951) followed by Raktakarabi (1954), Bisarjan (1961) and Raja (1964) showed the way in which a Tagore play, hitherto widely denounced as unstageable because of its abstractions, can be performed with success on stage without making any substantial departure from the source. While through Tagore’s plays, he was trying to find an expression of the complete man in all contexts of history, Mitra’s Dashachakra (1952) and Putul Khela (1958), adaptations of Ibsen’s An Enemy of the People and Doll’s House, being specimens of the earliest such adaptations for the modern stage, clearly contributed among other playwrights to resist any tendency of cultural insularity of the Bengali stage, though suiting the themes for the dominantly middle class Bengali audience. His translation of Sophocles for the first time for the Bengali stage created new interest in classical drama and set the stage for many such future adaptations. Mitra was always aware of the potentialities of the indigenous forms of drama and Chand Boniker Pala (1978), which was written at a later phase of his life and was meant more for audio presentation than for the stage, takes up a well known story from a Mangalkavya and treats it with a subliminal intertextual link with the Orpheus theme to lend it with themes and motifs at once contemporaneous and eternal for all ages and all times.

Pandit Ravi Shankar—Tansen of our Times Pandit Ravi Shankar died a few months ago, just short of his 93rd birthday on 7 April. So it is opportune that we remember a man whom I have rather unabashedly called the Tansen of our times. Pandit Ravi Shankar was easily the greatest musician of our times and his death marks not only the transience of time itself, but it also reminds us of the glory that was his life and the immortality of his legacy. In the passing of Robindro Shaunkar Chowdhury, as he was called by his parents, on 11 December in San Diego, California, we cherish the memory of an extraordinary genius whose life and talent spanned almost the whole of the 20th century. It crossed all continents, it connected several genres of human endeavour, it uplifted countless hearts, minds and souls. Very few Indians epitomized Indian culture in the global imagination as this charismatic Bengali Brahmin, Pandit Ravi Shankar. Born in 1920, Ravi Shankar not only straddled two centuries but also impacted many worlds—the East, the West, the North and the South, the old and the new, the traditional and the modern.

    SETTING THE STAGE: A MATERIALIST SEMIOTIC ANALYSIS OF CONTEMPORARY BENGALI GROUP THEATRE FROM KOLKATA, INDIA by ARNAB BANERJI (Under the Direction of Farley Richmond) ABSTRACT This dissertation studies select performance examples from various group theatre companies in Kolkata, India during a fieldwork conducted in Kolkata between August 2012 and July 2013 using the materialist semiotic performance analysis. Research into Bengali group theatre has overlooked the effect of the conditions of production and reception on meaning making in theatre. Extant research focuses on the history of the group theatre, individuals, groups, and the socially conscious and political nature of this theatre. The unique nature of this theatre culture (or any other theatre culture) can only be understood fully if the conditions within which such theatre is produced and received studied along with the performance event itself. This dissertation is an attempt to fill this lacuna in Bengali group theatre scholarship. Materialist semiotic performance analysis serves as the theoretical framework for this study. The materialist semiotic performance analysis is a theoretical tool that examines the theatre event by locating it within definite material conditions of production and reception like organization, funding, training, availability of spaces and the public discourse on theatre. The data presented in this dissertation was gathered in Kolkata using: auto-ethnography, participant observation, sample survey, and archival research. The conditions of production and reception are each examined and presented in isolation followed by case studies.
