It is not only home to parliament, the Monarchy and Royal Parks, but also world class tourist attractions, London’s two International shopping centres, the highest number of historic buildings in the country, over 250,000 residents, and more businesses than the City and Canary Wharf combined. Westminster accommodates the lively West End, and areas dominated by offices and commercial uses; by nationally important tourism and cultural uses, and world famous specialist uses; all sitting cheek by jowl with residential areas and essential local community facilities. Westminster City Council is committed to providing an excellent service to this wide and varied community. In this plan we will build on the things we value: we will improve our neighbourhoods; provide enhanced opportunities for our local communities; and deliver sustainable economic growth. We will make Westminster the foremost world class city, with exemplary sustainable design. We are moving into a new era, where everyone can and should expect the best. Westminster’s City Plan will rise to the challenge of managing this unique and complex environment for the next 20 years. It sets out a vision for the future of our unique city: a future of opportunity, improvement, and carefully managed growth and change. Westminster’s City Plan has been produced in conjunction with key stakeholders, partners and the local community, and is the ‘spatial expression’ of our vision of the future, including priorities for delivering a better city and better lives and the delivering the Sustainable Community Strategy. It has been written to see us through the next 20 years, whatever they may hold: environmental challenges: complex and changing economic circumstances: and outstanding international events, to further enhance Westminster’s and London’s world class city status: to recognise its global importance: and increase its international competitiveness. I would like to thank all those involved in the production of this document and in the development of Westminster. Johnson: Social Contract and Energy in Pimlico ORIGINAL ARTICLE District heating as heterotopia: Tracing the social contract through domestic energy infrastructure in Pimlico, London Charlotte Johnson UCL Institute for Sustainable Resources, University College London, London, WC1H 0NN, UK Corresponding author: Charlotte Johnson; e-mail: [email protected] The Pimlico District Heating Undertaking (PDHU) was London’s first attempt at neighborhood heating. Built in the 1950s to supply landmark social housing project Churchill Gardens, the district heating system sent heat from nearby Battersea power station into the radiators of the housing estate. The network is a rare example in the United Kingdom, where, unlike other European states, district heating did not become widespread. Today the heating system supplies more than 3,000 homes in the London Borough of Westminster, having survived the closure of the power station and the privatization of the housing estate it supplies. Therefore, this article argues, the neighborhood can be understood as a heterotopia, a site of an alternative sociotechnical order. This concept is used to understand the layers of economic, political, and technological rationalities that have supported PDHU and to question how it has survived radical changes in housing and energy policy in the United Kingdom. This lens allows us to see the tension between the urban planning and engineering perspective, which celebrates this Johnson 1 system as a future-oriented “experiment,” and the reality of managing and using the system on the estate. The article analyzes this technology-enabled standard of living as a social contract between state and citizen, suggesting a way to analyze contemporary questions of district energy.

Published December 2002 © Westminster City Council Department of Planning & Transportation, Development Planning Services, City Hall, 64 Victoria Street, London SW1E 6QP www.westminster.gov.uk PREFACE Since the designation of the first conservation areas in 1967 the City Council has undertaken a comprehensive programme of conservation area designation, extensions and policy development. There are now 53 conservation areas in Westminster, covering 76% of the City. These conservation areas are the subject of detailed policies in the Unitary Development Plan and in Supplementary Planning Guidance. In addition to the basic activity of designation and the formulation of general policy, the City Council is required to undertake conservation area appraisals and to devise local policies in order to protect the unique character of each area. Although this process was first undertaken with the various designation reports, more recent national guidance (as found in Planning Policy Guidance Note 15 and the English Heritage Conservation Area Practice and Conservation Area Appraisal documents) requires detailed appraisals of each conservation area in the form of formally approved and published documents. This enhanced process involves the review of original designation procedures and boundaries; analysis of historical development; identification of all listed buildings and those unlisted buildings making a positive contribution to an area; and the identification and description of key townscape features, including street patterns, trees, open spaces and building types.

Strategic issues The principle of the redevelopment of the estate at the density proposed has been supported to date, noting that there is no net loss of housing or affordable units. Further information has been provided in relation to the proposed affordable housing provision and it has been demonstrated that the maximum reasonable amount is being proposed. Clarification has been provided in relation to outstanding issues raised at Stage 1 and the scheme is in accordance with the London Plan. The Council’s decision In this instance Westminster City Council has resolved to grant permission. Recommendation That Westminster Council be advised that the Mayor is content for it to determine the case itself, subject to any action that the Secretary of State may take, and does not therefore wish to direct refusal or direct that he is to be the local planning authority. The Commission reported in early 2013, and a partnership of local and regional agencies and business and resident stakeholders has been formed to address the challenges raised and deliver change . Conceived as the starting point for our response to the strategic issues and opportunities highlighted by the West End Commission, this booklet differs from others in this series as it brings forward fresh thinking around our approach to the West End and invites an open and forward-thinking debate around its future. The West End is incredibly successful, but we must work to ensure it remains one of the greatest places in the world for culture, entertainment, shopping, eating out, working and living. The West End is made up of distinctive and unique places, borne out of their layers of history: it is that eclectic mix and small-scale reinvention which makes the West End the destination of choice. We need to plan proactively to meet the West End’s challenges: bringing forward more floorspace to meet the demands for housing and a whole range of businesses through sensitive development; providing the infrastructure and networks needed in the 21st century; and managing the pressures generated by success to enable the West End to function properly. Thanks to the Community Infrastructure Levy (CIL) there is now a growing pot of money that we are inviting local groups to bid for to make real and lasting improvements they would like to see in their neighbourhoods. The CIL is a charge applied to development to help fund both strategic and local infrastructure projects in Westminster. Some of the funds that are collected are called the `neighbourhood portion’ which is for local people to propose where they want to see things made better. The Council currently has just over £6m in this pot which is now open for community bids, although there is not an equal split in terms of the amount available for each area. The way the system works is that where there’s more development there is a larger pot of money to spend in that area. There are currently funds available so that nearly every part of the city can benefit from neighbourhood CIL projects. You can see how much money is available in each area in Appendix A. What’s most exciting about neighbourhood CIL projects is that it is for local people to come together and put forward proposals, through an application process, for what they want to see improved in their area with support from the Council to make it happen.
