There are now 53 conservation areas in Westminster, covering 76% of the City. These conservation areas are the subject of detailed policies in the Unitary Development Plan and in Supplementary Planning Guidance. In addition to the basic activity of designation and the formulation of general policy, the City Council is required to undertake conservation area appraisals and to devise local policies in order to protect the unique character of each area. Although this process was first undertaken with the various designation reports, more recent national guidance (as found in Planning Policy Guidance Note 15 and the English Heritage Conservation Area Practice and Conservation Area Appraisal documents) requires detailed appraisals of each conservation area in the form of formally approved and published documents. This enhanced process involves the review of original designation procedures and boundaries; analysis of historical development; identification of all listed buildings and those unlisted buildings making a positive contribution to an area; and the identification and description of key townscape features, including street patterns, trees, open spaces and building types. -

St John's Wood
St John’s Wood Area Guide St John’s Wood lies within the City of Westminster in the North West London. Once part of the Great Middlesex Forest, the area was one of the first London suburbs to be developed from the early 19th century onwards, mainly with low density “villa” type housing. St. John’s Wood was once part of the Great Forest of Middlesex, its name derived from its mediaeval owners, the Knights of the Order of St John of Jerusalem. After the Reformation and the Dissolution of monastic orders, St John’s Wood became Crown land, and Henry VIII established Royal Hunting Grounds in what became known as Marylebone Park, to the north of which lay St John’s Wood. The area remained in agricultural use until the end of the eighteenth century, when plans for residential development first appeared. Building began in 1809 in Alpha Road, on the southern boundary of St John’s Wood. One of the first London suburbs to be developed, it was a unique pattern of development and mainly planned with a large amount of low density, semi-detached villas, abandoning the familiar terraced house. Although many of the original houses and gardens disappeared during the twentieth century, through bomb damage and the building of new roads, railways and schools, much of the original character of the area remains. In the 1960s, most of St John’s Wood was designated a Conservation Area and its houses listed by English Heritage. It remains a highly desirable residential location, and one of the most expensive areas of London. -

Westminster Abbey Civic Service attended in Civic State by The Lord Mayor of Westminster Councillor Audrey Lewis and Councillors of the City of Westminster Sunday 6 th July 2014 11.00 am THE CITY OF WESTMINSTER Westminster first achieved the status of a city in 1540 when, for only ten years, it became a bishopric. Its first recorded civic administration dates from 1585, in the reign of Queen Elizabeth I, when an Act authorised the establishment of a Court of Burgesses ‘for the good government of the City of Westminster’. While Queen Elizabeth I was creating mayors elsewhere in England, she was concerned that a mayor in Westminster might challenge the authority of the monarch in her own capital city, and she therefore appointed instead the High Steward of Westminster Abbey as Chairman of her newly created Court of Burgesses. The first High Steward to chair the new Court of Burgesses was the Queen’s First Minister, William Cecil, Lord Burleigh. The Court of Burgesses was an administrative body which dealt with public health and morality, planning permissions, the prevention and punishment of crime, and the regulation of weights and measures. It comprised twelve Burgesses appointed by the Dean—one for each ward. However, when the London Government Act of 1899 created twenty-eight Metropolitan Borough Councils, each having an elected Mayor, Aldermen, and Councillors, the authority of the Dean and the High Steward in secular affairs ceased. The last High Steward who was also effectively Mayor was Lord Salisbury, who was then also Prime Minister. The Duke of Norfolk was the first Mayor of Westminster. -

planning report D&P/3170/02 18 December 2013 Tollgate Gardens, Maida Vale in the City of Westminster planning application no. 13/05695 Strategic planning application stage II referral Town & Country Planning Act 1990 (as amended); Greater London Authority Acts 1999 and 2007; Town & Country Planning (Mayor of London) Order 2008 The proposal Estate regeneration comprising retention of Tollgate House, demolition of Godwin and Wingfield House and redevelopment of buildings up to 9 storeys to contain 248 residential units, together with a new community centre, landscaping, parking and public realm works. The applicant The applicant is Westminster City Council and the architect is BDP. Strategic issues The principle of the redevelopment of the estate at the density proposed has been supported to date, noting that there is no net loss of housing or affordable units. Further information has been provided in relation to the proposed affordable housing provision and it has been demonstrated that the maximum reasonable amount is being proposed. Clarification has been provided in relation to outstanding issues raised at Stage 1 and the scheme is in accordance with the London Plan. The Council’s decision In this instance Westminster City Council has resolved to grant permission. Recommendation That Westminster Council be advised that the Mayor is content for it to determine the case itself, subject to any action that the Secretary of State may take, and does not therefore wish to direct refusal or direct that he is to be the local planning authority. Context 1 On 15 July 2013 the Mayor of London received documents from Westminster City Council notifying him of a planning application of potential strategic importance to develop the above site for the above uses. -

Domestic 4: Modern Houses and Housing Listing Selection Guide Summary Historic England’s twenty listing selection guides help to define which historic buildings are likely to meet the relevant tests for national designation and be included on the National Heritage List for England. Listing has been in place since 1947 and operates under the Planning (Listed Buildings and Conservation Areas) Act 1990. If a building is felt to meet the necessary standards, it is added to the List. This decision is taken by the Government’s Department for Digital, Culture, Media and Sport (DCMS). These selection guides were originally produced by English Heritage in 2011: slightly revised versions are now being published by its successor body, Historic England. The DCMS‘ Principles of Selection for Listing Buildings set out the over-arching criteria of special architectural or historic interest required for listing and the guides provide more detail of relevant considerations for determining such interest for particular building types. The first defines the types of structures included in it, before going on to give a brisk overview of their characteristics and how these developed through time, with notice of the main architects and representative examples of buildings. May mo(u)rn: transitional spaces in architecture and psychoanalysis — a site-writing Jane Rendell, The Bartlett School of Architecture, University College London Abstract Addressing the architectural concept of the ‘social condenser of a transitional type’, the research traces this idea’s progress from the Narkomfin Communal House in Moscow (1928–29), to Le Corbusier’s Unité d’Habitation in Marseilles (1947–52), to the Alton West Estate in London (1954–58). At the same time, with reference to the work of Sigmund Freud, D.W. Winnicott, André Green and Jean Laplanche, the research investigates the inherently spatial vocabulary of psychoanalysis, in particular notions of the transitional space of the ‘setting’. This physical and psychic scene of the psychoanalytic encounter is shown to offer new approaches for understanding relationships between subjects, objects, concepts and sites in architectural historical research and practice. **** This essay is woven together out of three transitions: a sequence of theoretical insights drawn from psychoanalysis concerning the transitional spaces which exist in the relationships between a subject and his/her objects; alongside a series of transitions from one architectural space to a second and then a third; and next to a third strand — one which narrates the story of an arts and crafts building in London’s green belt and the photographs of modern architecture I found within it — which aims to dissolve the frame of the story by recounting the writing and rewriting of this essay in response to its many tellings.1 The psychoanalytic strand charts a particular set of ideas around transitional objects and spaces: starting out with Sigmund Freud’s reflection on how the first object is also the lost object in his work on mourning and melancholia; before moving to D. -
