1) RULES a) The regatta will be governed by the General Sailing Instructions of the ONZK 2019 available on http://bit.ly/ONZK2019GSI where there is no limitation on spinnakers, gennakers or code zero’s in the CR class (this modifies the CR class rules §9.3.c). b) Pertaining to the IRC classes: The ONZK GSI replaces IRC Rule 22.4.2 on crew weight with “The maximum number of crew that may sail aboard a boat shall be the Crew Number printed on her certificate, without weight limit. This crew number may be exceeded as long as the total crew weight does not exceed 85kg multiplied by the Crew Number”. Rule 22.4.2 is further amended for the Dover Straits Race: “The allowed crew weight is increased with 20kg per crew member born in 2001 or later.” With this measure the RNSYC aims to stimulate the inflow of young sailors into longer distance races at sea. c) This Notice of Race and the Sailing Instructions (In the event of a conflict between this Notice of Race, the Class Rules and the Sailing Instructions, the Sailing Instruction shall prevail). d) If there is a conflict between languages the English text will take precedence. 2) ELIGIBILITY, ENTRY AND CLASSES a) IRC and CR measured boats with a valid measurement certificate may enter before May 29th, 2019, 22.00h by means of a completed digital entry form on the website manage2sail.com . b) All boats shall submit a copy of their measurement certificate and complete/update their crew list (first name, last name, gender, birthday, country, Identity Card Number, Yacht club, personal emergency contact phone) in their Entry form on https://www.manage2sail.com before Wednesday May 29th, 2019 22:00h. This crew list will also serve as a test case for the Maritime Police and will be accepted as your Schengen declaration. c) The rating bands and class flags for the IRC class will be: i) IRC 1 (TCC ≥ 1,045) White Class Flag ii) IRC 2 (1,000 ≤ TCC < 1,045) Yellow Class Flag iii) IRC 3 (TCC < 1,000) Purple Class Flag iv) The white, yellow and purple class flags for the IRC classes will be available against a deposit of € 10 at the race office. d) The rating bands and class flags for the CR class will be as defined in the CR Rules 2019: i) CR 1&2 (TCF > 1.000) Code flag “W” ii) CR 3&4 (TCF ≤ 1.000 AND > 0.930) Code flag “K” iii) CR 5&6 (TCF < 0.930) Code flag “V” e) The class flag for Dual Handed will be a light green Flag, available at the Race Office against a deposit of € 10. f) In case of insufficient entries classes may be combined. 3) REMINDER RRS77 Every boat shall carry a sail number. A boat which does not carry a sail number, shall not be recorded at the finish. 4) ENTRIES, REGISTRATION, INSPECTION AND DISTRIBUTION OF TRACKING DEVICES a) All entries shall be made by on-line registration on manage2sail.com. By registering, you are on the waiting list. After payment, your entry will be final. b) Only online safe payment via the manage2sail.com-button “Pay” and choosing “Mollie” will be accepted (redirecting you to Mollie for payment with Credit card, Bancontact and very shortly also Bank wire). c) Entry fee for the complete series is: i) € 120 for yachts IRC 1-2 ii) € 100 for yachts IRC 3 iii) € 100 for yachts CR 1-2-3-4 iv) € 80 for yachts CR 5-6 v) € 50 for yachts sailed single or double handed d) Payments in cash or any other method than Mollie will be raised by € 20 handling & risk costs. (except for food orders)

e) Registration, collection of tracking devices and inspection on Wednesday May 29th, 2019 from 16.00 h till 22.00 h Local Time (GMT +2) in the clubhouse of the RNSYC Oostende. There should be someone aboard the boats for possible inspection of the safety equipment for at least 2 hours during registration time. f) Each sailor under 18 years old on the first day of the regatta shall bring at registration a completed parent/guardian consent form. For the duration of the regatta, the sailor shall be supervised by the responsible adult named on the parent/guardian consent form.

5) SCHEDULE a) Wednesday May 29th: i) The club restaurant-kitchen will be open till midnight, Giant brochette (mixed) 350g, mixed salad, choron sauce and fresh fries or Fish & Chips with fresh tartar sauce at € 22 p/p, only on reservation via manage2sail.com before May 28th 12:00 am ii) The weather forecast will be analysed and explained by meteorologist Fritz Buyl at 22:30 h local time. (GMT+2). b) Thursday May 30th: i) Full English breakfast available at € 10 p/p in the Royal Temple Yacht Club from 8.00 to 11.00 am, only on reservation and payment via manage2sail.com or at registration ii) Sailors briefing and free Breakfast (Croissants and several other pastries, coffee, tea and orange juice) at the RNSYC clubhouse at 6.30 am local time. (GMT+2) iii) Racing: The first warning signal for the race Ostend-Ramsgate on Thursday May 30th will be given at 07.55 h Local Time (GMT +2.) c) Friday May 31th: i) Racing: the first warning signal of the Euro regatta (local race round the cans) will be given at 13.25 h local time (GMT+1). More info on www.rtyc.be ii) Prize giving Ceremony of both the Euro regatta and the race Ostend Ramsgate at 18:30 h local time (GMT+1) in the bar of the RTYC d) Saturday June 1st: i) Racing: the first warning signal of the race Ramsgate-Ostend (finish line will be at the buoy Middelkerkebank S, 4 NM North of Nieuwpoort) will be announced on the official race board in Ramsgate before the prize giving on Friday. ii) 20:00 h local time (GMT+2): Prize giving dinner: our famous North Sea buffet (hot and cold at € 30, - p/p to be reserved and paid via manage2sail or at registration on Wednesday) with all the goodies from the sea, accompanied by custom salads, vegetables, sauces and bread. iii) 22:30 h local time (GMT+2): Prize giving of the race Ramsgate-Ostend and lottery prize draw of a new Spinnaker tailor cut for your yacht (see §14 Prizes). 6) MEASUREMENTS a) Each boat shall have a valid IRC or CR measurement certificate that is issued by their National Rule Authority before Friday May 24th, 2019. No alteration in a boat’s TCC or TCF will be permitted after this date, except as result of a rating protest or to correct Rating Authority errors. 7) SAILING INSTRUCTIONS a) The sailing instructions will be available from May 24th, 2019 at www.manag2sail.com under the button “Notice Board”. Hardcopies on paper will not be distributed, but one copy will be displayed at the Notice Board in the RNSYC. 8) VENUE a) Attachment 1 on page 4 shows the mooring places, the car parking facilities, the location of the RNSYC clubhouse and some hotels in the neighbourhood. b) Charts C30 WGS 84 and Chart “Vlaamse Banken” will be used. You can order a C30 chart via the entry- form and your chart will be at your disposal on Wednesday May 9 at registration. 9) THE COURSES Dover Strait Race 2019 – Notice of Race - Page 3 of 6 Royal North Sea Yacht Club Oostende

The courses to be sailed will be 60 to 80 nautical miles. 10) TIME LIMITS The time limit for boats to arrive at the finishing line in Ramsgate is Friday May 30th at 11.00 pm Local Time (GMT+1) 11) BERTHING Yachts shall be kept in their assigned places in the Ostend and Ramsgate docks. The instructions of the harbour masters must be strictly followed. 12) Radio Communications The VHF channel used for information by the race committee will be channel 13 for the starting procedure in Ostend and channel 72 during the rest of the Race. 13) PRIZES a) Prize giving ceremony for Ostend-Ramsgate will take place in the clubhouse of the RTYC on Friday May 31st at 18.30 h Local Time (GMT+1). Prizes will be given to the first three boats of each starting group with 6 or more competitors, First boat for smaller starting groups. b) Prize giving ceremony for Ramsgate-Ostend will take place in the clubhouse of the RNSYC on Saturday June 1st at 22:30 h Local Time (GMT+2). Prizes will be given to the first three boats of each starting group with at least 6 boats, or to the first boat for starting groups with fewer boats. c) Spinnaker prize: The RNSYC will provide an exceptional prize for the years to come. All participants competing in the race Ostend Ramsgate or the return race Ramsgate Ostend can win by lottery draw a spinnaker, tailor cut for their boat to their wishes. This action is supported by among others "Wittevrongel Sails", “North Sails” and "Lefebvre UK Sails". This prize provides a spinnaker or gennaker, up to a maximum surface of 100 m2. For larger spinnakers, the winner will have to pay a supplement to the sailmaker chosen. To qualify for the prize, a member of the crew, registered on the crew list (or a representative of the boat for UK yachts) must be personally present at the prize giving ceremony on Saturday June 1st at 22:30 h. The allocation is done by lottery among all participants where the race declaration of the race "Ostend Ramsgate" and / or "Ramsgate Ostend" serves as a raffle ticket, so anyone who participates in both series has double chances. 14) DISCLAIMER OF LIABILITY a) Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”. b) Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in an event, each competitor (parent for minors) agrees and acknowledges that: i) they are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in an event; ii) they are responsible for the safety of themselves, crew and their boat and their property whether afloat or ashore; iii) they accept responsibility for any loss, damage, personal injury or death to the extent caused by their own actions or omissions; iv) their boat is in good order, equipped to sail in the event and they are fit to participate; v) the provision of a race management team, patrol boats and other officials and volunteers by the event organizer does not relieve them of their own responsibilities; vi) the provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; vii) their boat is adequately insured. c) Nothing done by the organizers can reduce the responsibility of the skipper and crew of a boat, nor will it make the organizers responsible for any loss, damage, death or personal injury, howsoever it may have occurred, as a result of the boat taking part in racing. d) Boats in danger or MOB: crews are also reminded of their primary responsibility to offer assistance to any man overboard or boats in danger at any time. If they stand by or assist, redress can be requested. 16) INSURANCE Dover Strait Race 2019 – Notice of Race - Page 4 of 6 Royal North Sea Yacht Club Oostende

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of € 1.500.000, 00 (one and a half million Euro).

17) FURTHER INFORMATION a. Parking in Ostend: i. Free parking on the Montgomery quay is available by supplementing a police document with your license plate and placing it behind the windshield of your car ii. There is also the possibility to leave your car behind on the free parking area at The Eastern Harbour Bank on the Esplanade Square and use the free service that constantly sails off between 6:30 and 20:50 pm from the Aquarium of the “Visserskaai” on 300 meters walk from the club. iii. Furthermore, paying car park is available underground at the Visserskaai against a € 22,50 / per day. b. Moorings in Ostend and Ramsgate: Mooring in the RNSYC Montgomery Dock of Ostend is included in the registration fee from Saturday, May 25th to Thursday, May 30th and from Saturday, June 1st to Sunday June 9th. Given the Ramsgate Marina is run by public authorities, there are NO FREE BERTHS IN RAMSGATE. c. Nearby recommended hotels in Ostend: i.
