Pagalungan Municipality

Brief Overview of the Context and Province Area: 898.76 km 2 Population: 39,653 people st Pagalungan was part of municipality in North Income: 1 class Number of barangays: 12 before it became a regular municipality of Main activities: Major producer of rice, province on August 18, 1947 by virtue of Executive coconut, corn and aqua-marine products. Order No. 41 issued during the administration of then President Manuel A. Roxas. The first appointed and elected mayor was the late Gorgonio P. Initan, a former public school teacher. Presently, the mayor of Pagalungan is a former armed combatant and a former Chieftain of Dimalasak, Datu Salik P. Mamasabulod. The municipality experience series of armed conflict in the area due to politics and clashes of family clans. On December 24, 2017, the flood continued to rise up to two meters high. All of the 12 barangays in the Municipality of Pagalungan are affected by Typhoon Vinta (known as Tembin internationally). This represents a total of 6,304 families and 31,617 individuals.

Findings

‹ The population affected by the flooding is the same population that was affected by the armed conflict in the area. ‹ No death was reported, but an 8 year-old boy was rescued from drowning by the Barangay Rescue Team in Brgy. Damalasak and immediately brought to nearest hospital for proper medication.

Shelter ‹ According to the Municipal Disaster Risk Reduction and Management Officer of Pagalungan, all of the 12 barangays, inhabited by a total of 6,304 families, are affected by floods caused by Typhoon Vinta. ‹ IDPs have been staying in Barangay road in Damalasak, some of them built temporary shelters using tarps.

WASH

‹ IDPs staying in Brgy. Road using tarps do not have sufficient access to safe water and sanitation facilities. ‹ Not all IDPs have kitchen utensils and gallon or basin to fetch water from the communal hand pump. They borrowed these or shared with the nearby houses or fellow IDPs. ‹ The water from communal hand pump is only used for washing their clothes, they are advised not to use the water for drinking. ‹ There are signs of Open Defecation. ‹ No reported diarrhea cases from the local health unit but IDPs are already complaining of LBM cases.

Food Security and Livelihoods

‹ Aside from agricultural products, 2 residential houses were damaged. ‹ An undetermined number of Cows and Carabaos died due to the flash flood in Brgy. Layog, Pagalungan. ‹ During the assessment, the MDRRMO provided a Food Packs that contains: • 5kg of Rice • Noodles • Canned goods

Logistics

‹ The phone networks both for Smart and Globe are functional. ‹ Barangay Damalasak is the only passable area in Pagalungan aside from the national highway.

Education ‹ Both primary and secondary schools suspended their classes.

Recommendations To address the immediate needs of the affected population, continuous relief aid is necessary. Hygiene kits are needed and hygiene promotion is crucial at this stage, especially when it comes to proper waste disposal. Indeed, all sanitation facilities were drowned and there are already signs of open defecation. Information should also be disseminated on how to treat water at house level to avoid diarrheal cases. Livelihoods were damaged, cash assistance would also be a big help for the affected population to cater to their basic needs.
