CALL TO ORDER Call to Order by Commission Chair Bill Zimmerman at 6:00PM. 2. PRESENTATIONS 4.1 Staff Introductions: Parks & Landscape Maintenance Supervisor - Bryce Howell Parks & Landscape Maintenance Specialist – Joseph Powell 5. APPROVAL OF MEETING MINUTES 5.1. Minutes of August 18, 2016 o Motion to approve minutes of the August 18, 2016 meeting with the noted modifications was made by Commissioner Rosen o Motioned seconded by Commissioner Holcomb. o Motion approved unanimously 6. AGENDA APPROVAL OR MODIFICATIONS None. 7. PUBLIC COMMENTS (Non-agenda items only) Mr. Bill Wright expressed his concern about trees. He is wondering what the city is doing about educating homeowners, HOAs, property owners, and landscapers about the tree ordinance. What is being done about enforcing the ordinance? Community Services Department (CSD) Director explained how the City handles the Ordinance and the enforcement of it. 8. DISCUSSION ITEMS 8.1. 2016 Menorah Lighting Event Discussion Discuss City sponsorship of a Menorah Lighting special event in the City of Menifee in conjunction with the annual Christmas Tree Lighting event, at the request of Commissioner Rosen. CSD Director Robert Lennox provided background information regarding the proposed Menorah Lighting event and provided options to the Commission. The Commission held a brief discussion regarding the topic. Commissioner Rosen suggested that the Menorah Lighting event take place at the Countryside Marketplace for 2016, as in past years, and be placed on the City’s Community Calendar. He also requested that staff consider scheduling future Christmas Tree Lighting events on any day other than Saturday in order to combine both events. Public Speaker: Mr. Bill Wright expressed his opposition against the Menorah Lighting Event in the interest of being inclusive and maintaining the separation between church and state. The City should change the name of the Christmas Tree Lighting event to “Holiday Tree Lighting” event for the same reasons and refrain from including religious symbols at City events. 8.2. Policy Recommendation: Alcohol Vending at City Sponsored Events Review and consider recommendations to City Council on the preferred City policy regarding the sales and consumption of alcoholic beverages at City Sponsored special events. Community Services Department Director Robert Lennox provided staff report. After some discussion regarding the topic, the Commission decided on two options. 1. 3 out of 2 Commissioners were in favor to recommend that City Council authorize the sale of alcohol with a cup limit not to exceed two (2) cups per person, 21 years of age or older, for authorized events less than four (4) hours in duration, but no cup limit for authorized events exceeding four (4) hours in duration. 2. 2 out of 3 Commissioners were in favor to recommend to City Council to authorize the sale of alcohol with a cup limit not exceed two (2) cups per person, 21 years of age or older, for authorized events less than four (4) hours in duration, and a cup limit not exceed four (4) cups per person 21 years of age or older for authorized events greater than four (4) hours in duration by a 2-3 vote. 8.3. Quimby Excess Parkland Dedication Credit Policy Review Discuss potential changes to the City’s Quimby Ordinance No. 2016-193 regarding modifications to Section 9.55.115 “Procedure for Credit of Excess Park Dedication”; and City of Menifee Parks, Recreation, and Trails Commission Agenda September 1, 2016 Page 2 Provide direction to staff to return to Planning Commission and the Parks, Recreation and Trails Commission with a proposed amendment to the code, pending legal review by the City Attorney. Purpose The WFTDI Skatepark Risk Management Guidelines have been developed in order to increase awareness and help reduce the risks to individuals and organizations from damages and unexpected injuries for those who participate in the sport park skating on quad roller skates. A skatepark is defined as a purpose-built, recreational area having structures and surfaces made for roller-skating. A skatepark ​ may contain half-pipes, spine transfers, handrails, funboxes, vert ramps, pyramids, banked ramps, full pipes, pools, bowls, snake runs and stairsets. These guidelines include minimum standards and ​ recommendations for WFTDI insured members and may be considered best practices for all skatepark roller skaters. The following guidelines apply to all activities, expositions and tournaments when WFTDI Skatepark Insurance is in effect. Compliance with these guidelines is a condition of coverage of the WFTDI Skatepark Insurance General Liability and Personal Accident policies. Noncompliance with the WFTDI Skatepark Risk Management Guidelines is grounds for denial of insurance coverage.

    etnies Skatepark of Lake Forest Stephen Kelly, Editor Photo by Guy Nelson Lake Forest, Calif., pop. 78,000, packs 6,274 people per square mile into this most densely populated city in south Orange County. Incorporated in Dec. 1991, the city has expanded to encompass the communities of Foothill Ranch and Portola Hills. The “Lake” in the city name is really two artificial lakes around which are built custom homes and condos. The forest part is what is left over of 400 acres of eucalyptus trees planted in the 1900s by a landowner for a lumber operation. Historic photo—Sat. SITE Design Group of Solana Beach, Calif. designed the skate surfaces, California Skateparks of Ontario, Calif. constructed it and the Rabben/Herman Design Office of Newport Beach provided the landscape architecture. Just about everywhere you go in Southern California you’ll see kids on skateboards, often on the sidewalks, or at office parks or just about any hard surface. These spaces often prohibit skateboarding, and so it’s important they have a place to go, to practice their skills, have fun and just hang out. To design and construct the skate park, the city created a public-private partnership with etnies, a manufacturer of skateboard shoes and clothing that had recently relocated to Lake Forest.

Eight male elite BMX riders volunteered for the study. Each rider performed three, 10 second maximal sprints on an Olympic standard indoor BMX track. The riders’ bicycles were fitted with a portable SRM power meter. Each rider performed the three sprints using gear ratios of 41/16, 43/16, 45/16 tooth. The results from the 41/16 and 45/16 gear ratios were compared to the current standard 43/16 gear ratio. Statistically significant differences were found between the gear ratios for peak power (F(2,14) = 6.448; p = 0.010) and peak torque (F(2,14) = 4.777; p = 0.026), but no significant difference was found for time to peak power (F (2,14) = 0.200; p = 0.821).

    CU Cycling New Rider Handbook Cycling at the University of Colorado Boulder has a long history of success. Since 1988, the year of the first Collegiate National Championships, University of Colorado Boulder has produced over 65 individual National Champions and taken home 12 Team Event National titles (Road Team Time Trial and Track Team Pursuit). Additionally, we have won the Overall Team Omnium at 12 National Championships. This exciting event will go down in history at the awesome Waukegan BMX track located at Henry Pfau Callahan Park and is expected to draw many spectators and participants. The one full-day event will kick off at 11:00 a.m. Saturday. Athletes from all over Illinois will compete for 2007 NBL State points and awards of the day. Rok obhajoby disertační práce: 2011 Abstrakt: V naší práci se zabýváme problematikou specifických aspektů sportovních subkultur ve vztahu k učení, motivaci a adherenci k dané pohybové aktivitě. Zkoumanou skupinou je subkultura bajkerů. Účastníky výzkumu jsou jezdci a jezdkyně ve věkovém rozpětí 17 aţ 35 let, kteří na vysoké či špičkové výkonnostní úrovni provozují downhill, tedy sjezd, downhill freeride, fourcross, slope style, freestyle a flatland biking. Sběr dat proběhl prostřednictvím focus groups, individuálních rozhovorů a zúčastněného pozorování. K zpracování dat byl pouţit program ATLAS.ti 5.0 Analýza a interpretace dat byla realizována tvorbou zakotvené teorie. Výsledkem práce teoretický model, který interpretuje zkoumané jevy jako součást procesu negociace retence a apropriace kulturního kapitálu v síti kontextuálních vztahů, které jsou tvořeny koncepty kmenové učení, lifestyle a rizikový sport.
