1.0 Introduction

1.1 Background

Access to high quality open spaces and opportunities for sport and recreation can make an important contribution to the health and wellbeing of communities. The National Planning Policy Framework requires local planning authorities to set out policies to help enable communities to access high quality open spaces and opportunities for sport and recreation. These policies must be based on a thorough understanding of the local needs for such facilities and opportunities available for new provision. Whilst this Study will be used to inform the Council’s emerging Local Plan and corporate policies, Policy CSP11 in the adopted Council Core Strategy sets out the Council’s current strategic policy for site-specific infrastructure funding requirements and is therefore relevant in providing context.

Ethos Environmental Planning Ltd (in conjunction with Leisure and the Environment, and RQA Ltd) were commissioned by Tandridge District Council to undertake an Open Space, Sport and Recreation Facilities Assessment and Playing Pitch Strategy. The Study responds to national policy requirements and will inform the preparation of the Council’s emerging Local Plan.

1.2 The Open Space, Sport and Recreation Facilities Assessment

The Open Space, Sport and Recreation Facilities Assessment examines existing and projected needs for open space, sport and recreation provision, using a variety of data sources, together with independent investigation, stakeholder and community consultation and surveys. Analysis of the data gathered and the reporting of findings has followed appropriate national guidance.

In brief, the scope of the Study covers:

 Open space, including amenity and natural space, parks and recreation grounds, play space, allotments and burial grounds.

 Outdoor sports space.

 Built sports facilities (primarily sports halls and swimming pools).

1.2.1 How does this report relate to the Open Space, Sport and Recreation Assessment?

This Study: Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge, has been undertaken by RQA Ltd on behalf of Ethos Environmental Planning to inform the preparation of the Council’s new Local Plan and the Council’s decision-making process in relation indoor sports facilities provision up to 2033. It is one of 5 reports provided as part of the overall Tandridge District Council Open Space, Sport and Recreation Facilities Assessment (2017). It updates the Open Space, Sport and Recreation Typologies and Standards (August 2017) published as part of the Council's Garden Village Consultation and takes account of consultation responses received.

The Study has been carried out in-line with the National Planning Policy Framework (NPPF) (Para 73 and 74). The Study has primarily been affected by the revocation of Planning Policy Guidance Note 17 (PPG 17) from the new national policy framework. Whilst the government has not published anything specifically to replace this document (it does signpost the Sport England guidance for sports facilities assessments), there is, however, still a clear reference made in the new guidance to the principles and ideology established within PPG17. As such the underlying principles of this Study have been informed by the former guidance provided in ‘Planning Policy Guidance Note 17: Planning for Open Space, Sport and Recreation’, and its Companion Guide ‘Assessing Needs and Opportunities’, which is a tried and tested methodology and takes a consistent approach with many other local authorities.

It should be noted that this Study provides an evidence base for planning policy, and is not a strategy document. The recommendations (Section 5 of this assessment) include the basis for the formulation of policies related to indoor sports facilities that will be included within the Local Plan.

1.2.2 The Local Plan

The Council is preparing a Local Plan to deliver housing, employment and other types of development to meet local need up to 2033. The Council has already conducted two Local Plan consultations under Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012, the Local Plan Issues and Approaches Consultation (2015) and the Local Plan Sites Consultation (2016).

To guide the preparation of the Local Plan going forward the Council agreed a Preferred Strategy for the Local Plan. The Preferred Strategy sets out a hybrid approach seeking to deliver development in the short term, subject to meeting the exceptional circumstances test, on the edge of the district’s sustainable settlements in addition to a strategic development that accords with the principles of a Garden Village to meet long-term development needs.

A further Regulation 18 consultation was carried out between August and October 2017 to explore potential broad locations for a Garden Village. The Council will prepare a draft Local Plan, which is likely to be subject to public consultation in 2018.

The overall purpose of this Study is to undertake a review of needs and opportunities for indoor sports facilities in the district in accordance with the requirements set out in the National Planning Policy Framework (NPPF) and Sport England Guidance, taking account of best practice and, most importantly, local circumstances and judgements. This will inform:  The provision of indoor sports facilities in Tandridge District to meet the existing and future needs of the local communities;  The process of strategic site selection and the identification of a location for a new Garden Village and indoor sport provision as part of the Local Plan process;  An evidence base of need to support the funding and development of indoor sports facilities relating to existing and new population centres within the district;  Assessing provision standards to guide future Section 106 and Community Infrastructure Levy; and  A review of existing planning policies and provision standards.

1.3 The Study Area

1.3.1 Overview of Tandridge

Tandridge is a predominantly rural district. There are three main built up areas: , / in the north, and /Hurst Green/ just south of the . There are two larger rural settlements (excluded from the Green Belt) Lingfield in the south-east and Smallfield in the south-west. There are also a number of villages and some other smaller settlements and areas of sporadic development in the Green Belt. About 94% of the area is Green Belt. There are two Areas of Outstanding Natural Beauty (AONB), the Surrey Hills AONB in the north and the High AONB in the south-east.

1.3.2 Administrative Boundaries

In order to analyse the current provision and future requirements for indoor sports facilities across Tandridge, parishes have been used as the geographical areas. These boundaries are the basis for collating census data across the district. Of particular relevance to this Study are population statistics (Census, 2011), which have been used as the basis for much of the current and future assessment of need.

The district is dissected east to west by the M25, A25 and by rail linking through South and South Nutfield, and north to south by the M23 (as far as the M25), the A22 and the East Grinstead train-line. These cross routes offer access to indoor sports facilities within and outside the district for residents.

Indoor sports facilities are currently available to residents at various times within:

 The Tandridge Leisure Centre, the de Stafford Sports Centre (Dual Use Centre) and The Village Health Club (all operated by the Tandridge Trust on behalf of the Council);  Educational establishments;  Some of the larger community halls identified by parish councils; and  Private sector provision (member clubs).

Residents of the district may also travel into neighbouring local authority areas to utilise other accessible indoor sports facilities. A full list of all facilities within the district is set out at Appendix A.

1.4 Methodology

The methodology used to meet these aims and objectives for the Study draws from and adapts as appropriate Sport England’s ‘Assessing needs and opportunities guide for indoor and outdoor sports facilities (2014)’. The broad structure of the model is shown below:

1.4.1 Assessment

Stage A identified the broad method to be adopted for each Stage, the scope of indoor facilities and sports to be included and the consultation processes to be undertaken. The proposed new housing development areas being considered were identified and where local judgements would apply to local standards of provision. This stage identified a broad hierarchy of built facilities contributing to the district-wide provision of indoor sports facilities and opportunities.

Stage B is addressed within Section 2 and Section 3 of this Report. Section 2 considers needs, supply and demand. It also includes an audit of the supply, quantity and accessibility to the community of relevant existing built sports facilities within public, education and private sectors, both within and outside the district. A Condition and Fit for Purpose review of the Council’s main indoor sports facilities was undertaken to assess the quality of existing provision.

The findings from questionnaire consultations are summarised in Section 3, identifying the views of local residents, parish councils, schools and sports clubs on supply and demand, and follow up interviews were conducted with representatives of sports clubs, regional governing bodies of sport, and with leisure and community services officers.

Baseline information for this Study has been drawn from Sport England’s Active Places Power Database (Appendix F) and Market Segmentation tools, allowing forward projections of demand and estimated use of swimming pools and sports halls. The data has been checked and adjusted where appropriate as part of this more in depth study for the Council.

Stage C assessed the information from Stage B within strategic document and policy contexts for the provision of indoor sports facilities, including links with the council’s health and wellbeing agenda. Liaison with leisure officers established the context of existing levels and locations of provision, and issues relating to existing built facilities.

Section 4 addresses the assessment and application of standards of provision. Sports halls and swimming pools within and outside the district were mapped indicating 15-minute drive-time accessibility catchments, thereby identifying areas of the district where there is an existing under supply. Local circumstances such as Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 10 rural accessibility, community hall provision for indoor exercise activities and provision of facilities by neighbouring authorities were assessed.

Sport England guidance tools informed the establishment of local standards of provision of sports halls and swimming pools for Tandridge taking account of local circumstance and the hierarchy of provision of indoor sports facilities. Assessment and application of local standards are addressed within this section.

1.4.2 Application

The broader and specific application of assessments made in Stages B and C are considered within Sections 4 and 5 of the Study, including where indoor facilities might be protected or enhanced and where new provision should be made in relation to new housing development and the Garden Village options being considered. Suggested policy recommendations are included within Section 5.

1.5 Strategic Context 1.5.1 National Strategic Context National Planning Policy Framework (NPPF)

The NPPF sets out the Government’s planning policies for England and how they should be applied. The NPPF must be adhered to in the preparation of local and neighbourhood plans, and is a material consideration in planning decisions. This Study has been carried out in line with the National Planning Policy Framework (NPPF) (Para 73 and 74), which identifies:

 Para 17 - Achieving Sustainable Development - Core Planning Principles: Within the overarching roles that the planning system ought to play, a set of core land-use planning principles should underpin both plan-making and decision-taking.  Para 58 - Local and neighbourhood plans should develop robust and comprehensive policies that set out the quality of development that will be expected for the area.  Para 73 - Access to high quality open spaces and opportunities for sport and recreation can make an important contribution to the health and well-being of communities. Planning policies should be based on robust and up-to-date assessments of the needs for open space, sports and recreation facilities and opportunities for new provision. The assessments should identify specific needs and quantitative or qualitative deficits or surpluses of open space, sports and recreational facilities in the local area. Information gained from the assessments should be used to determine what open space, sports and recreational provision is required.  Para 74 – Existing open space, sports and recreational buildings and land, including playing fields, should not be built on unless: . An assessment has been undertaken which has clearly shown the open space, buildings or land to be surplus to requirements; or . The loss resulting from the proposed development would be replaced by equivalent or better provision in terms of quantity and quality in a suitable location; or . The development is for alternative sports and recreational provision, the needs for which clearly outweigh the loss.  Para 75 - Planning policies should protect and enhance public rights of way and access. Local authorities should seek opportunities to provide better facilities for users, for example by adding links to existing rights of way networks including National Trails.  Para 99 - Local Plans should take account of climate change over the longer term, including factors such as flood risk, coastal change, water supply and changes to biodiversity and landscape.  Para 109 - The planning system should contribute to and enhance the natural and local environment.

Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 11 1.5.2 Sporting Future -A New Strategy for an Active Nation (December 2015) Department for Digital, Culture, Media and Sport (DCMS)

This cross-government strategy seeks to address flat-lining levels of sport participation and high levels of inactivity in this country. Through this strategy, government is redefining what success in sport means, with a new focus on five key outcomes: physical wellbeing, mental wellbeing, individual development, social and community development and economic development. In future, funding decisions will be made on the basis of the outcomes that sport and physical activity can deliver.

It is the Government’s ambition that all relevant departments work closer together to create a more physically active nation, where children and young people enjoy the best sporting opportunities available and people of all ages and backgrounds can enjoy the many benefits that sport and physical activity bring, at every stage in their lives.

The Government is reaffirming its commitment to Olympic and Paralympic success but also extending that ambition to non-Olympic sports where it will support success through grassroots investment in those sports, and by sharing UK Sport’s knowledge and expertise. The strategy outlines what is expected of the sector to deliver this vision, and how the Government will support it in getting there.

Public investment into community sport is to reach children as young as five as part of a ground-breaking new strategy. The move will see Sport England’s remit changed from investing in sport for those aged 14 and over to supporting people from five years old right through to pensioners, in a bid to create a more active nation.

Investment will be targeted at sport projects that have a meaningful, measurable impact on how they are improving people’s lives – from helping young people gain skills to get into work, to tackling social inclusion and improving physical and mental health.

Funding will also be targeted at groups who have low participation rates to encourage those who do not take part in sport and physical activity to get involved. This includes supporting women, disabled people, those in lower socio-economic groups and older people.

1.5.3 Sport England Strategy – ‘Towards an Active Nation’ 2016-2021 In response to the Government’s strategy, Sport England’s new strategy vision is that that everyone in England, regardless of age, background or ability, feels able to take part in sport or activity. Sport England’s new vision and its supporting aims will therefore contribute to achieving the Government's objectives for sport. Key features of the new Strategy are:

 Dedicated funding to get children and young people active from the age of five, including a new fund for family based activities and offering training to at least two teachers in every secondary school in England to help them better meet the needs of all children, irrespective of their level of sporting ability.  Working with the sport sector to put customers at the heart of everything they do, and using the principles of behaviour change to inform their work.  Piloting new ways of working locally by investing in up to 10 places in England – a mix of urban and rural areas.  Investing up to £30m in a new volunteering strategy, enabling more people to reap the benefits of volunteering and attracting a new, more diverse range of volunteers.  Helping sport keep pace with the digital expectations of customers – making it as easy to book a badminton court as a hotel room. Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 12  Working closely with governing bodies of sport and others who support people who already play regularly, to help them become more efficient, sustainable and diversify their sources of funding.

1.5.4 National Governing Body (NGB) 2013-17 funding NGB 2013-17 funding is the centre-piece of Sport England’s strategy with over £450 million to be invested in work with NGBs. Young people (14-25 years old) will benefit from 60% of this investment. Programmes will include helping young people move from school sport into club sport and working with universities and colleges to create more sporting opportunities for students. Additional funding will be available to governing bodies that are successfully increasing participation.

1.6 Local Context 1.6.1 Tandridge District Council Corporate Priorities

The Council’s Key Corporate Objectives for 2017/2018 for making Tandridge a vibrant place to live, work and visit are to:

1. Provide high quality, customer friendly services; 2. Make efficient and effective use of resources; 3. Support residents and protect the local environment; 4. Work with local businesses to promote economic growth and employment; and 5. Work in partnership with other public services to deliver the best service possible.

While all of these are of relevance to the Open Space, Sport and Recreation Study, Objective 3 is of particular importance. The Council’s Corporate Plan sets out its direction and priorities for the next four years.

1.6.2 Wellbeing Space Strategy (2015) This strategy emphasises the key role that all kinds of open spaces can have in relation to improving health and wellbeing; and provides a plan as to how the Council and its partners can maximise that benefit for local people. It notes that by better understanding the district’s wellbeing issues, existing provision and what local communities want, the Council and its partners can target resource more effectively and where it will have the greatest impact.

The first part of the Strategy outlines national guidance and examples of best practice. The second part of the Strategy looks at what the district’s wellbeing needs are; and the third part at the open space that is currently provided. The Strategy then identifies whether there are opportunities for things to be done differently so that the Council and its partners can better provide open space that helps local residents and visitors lead healthier lives.

18% of adults living in Tandridge are currently classified as obese (national average is 23%) while 45% of adults living in Tandridge district are classified as overweight (national average is 41%). This therefore means that over 6 in 10 adults in Tandridge are either overweight or obese; 12% of Year 6 students in Tandridge are classified as obese.

The Wellbeing Strategy objectives for the district are at the heart of programmes and activities developed and delivered by the Tandridge Trust (and relevant partner organisations and programmes) at the Tandridge Leisure Centre, The Village Health Club and de Stafford Sports Centre. Such physical activity programmes may be linked by the Trust and GP referrals to the challenges of obesity, mental health, alcoholism and heart disease, for example.

1.6.3 Local Plan The emerging Local Plan and evidence base

The District Council is preparing a Local Plan that will look forward to 2033. The Local Plan will replace the Council’s planning policies currently set out in the Tandridge District Core Strategy (2008). It will set out a new development strategy for the district, allocate sites for housing, employment and open spaces and set out policies to be used in the assessment of planning applications. Identified development needs over the plan period, as set out in the Strategic Housing Market Assessment 2015 Objectively Assessed Need Technical Paper, is 9,400 homes, which translates into an annual housing requirement of 470 houses per annum5.

The Council has agreed a Preferred Strategy to guide its approach in developing the Local Plan. It outlines, in principle, the areas where development will be located and the approach to infrastructure, economic development and the natural environment.

The Council’s Preferred Strategy is infrastructure-led and sets out a hybrid approach to meeting development needs over the plan period. It seeks to meet development needs:

A) In the short term within and on the edge of sustainable settlements, and where exceptional circumstances can be demonstrated; and

B) In the long term through a strategic development that accords with the principles of a Garden Village.

Garden Village

In exploring potential locations for a Garden Village, the Council have sought to identify broad locations that can accommodate a minimum of 2,000 homes, including affordable and market housing, as well as commensurate employment space, open space, education and healthcare provision and supporting infrastructure. Sports and recreation space including built indoor facilities will also form part of the necessary community infrastructure in creating a balanced and sustainable community.

Potential locations for a Garden Village

At this stage, the Local Plan strategy does not set out in detail exactly where new development will take place, but sets the principles on which decisions will be based. Whilst the detailed assessment of development proposals submitted by site promoters, as well as further evidence base gathering and liaison with infrastructure providers, were ongoing at the time of preparing this report, the Council have identified three broad locations where a potential Garden Village could be accommodated: Blindley Heath, South Godstone and Redhill Aerodrome.6

5 The Council’s Objectively Assessed Need (OAN) for housing will be updated prior to the submission of the Local Plan to the Planning Inspectorate. Any update will need to be mindful of both the existing methodology for assessing OAN set out in the Planning Practice Guidance (PPG) and the Government’s recent consultation on a standardised methodology for assessing housing need. Accordingly, it is likely that the Objectively Assessed Need for housing over the plan period will be subject to change.

Potential Garden Village locations

The Council will determine the preferred location for the Garden Village, which will be subject to consultation as part of the draft Local Plan. The potential Garden Village locations that are being explored could potentially accommodate development, ranging from 3,000 to 8,000 dwellings. Using a household size of 2.3 persons/dwelling7, this could mean a potential Garden Village population of between 6,900 to 20,700. A Garden Village anywhere within this range would generate significant additional demand for sports and recreational opportunities.

The potential opportunities (need and demand) linked to population growth and the provision of indoor sports and leisure facilities in these potential Garden Village locations, also in the context of existing geographical gaps in provision, are identified in Sections 2 and 4 of this report. This assessment will also take account of the impacts of indoor sports centres located outside the Tandridge District boundary on residents and accessibility within the district.

The scale of potential new development on individual sites and within the Garden Village will have important implications in parts of the district in respect of demand for sports and recreation provision; notwithstanding the impact of future development, the character of the local authority’s population continues to change and this has a profound effect on the types of sport, play and leisure activity appealing to local people.

Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 15 1.6.4 Population growth New housing development needed up to 2033 amounts to 9,400 new dwellings7. Based on an average household size of 2.3 persons/dwelling8 this would produce an increased population of c. 21,620. Potential sites that accord with the Council’s Preferred Strategy are being considered and three potential options are being explored that may be able to accommodate a new Garden Village.

Changing local population and age structure to 2033

The emerging local plan has a time-frame of 2013 to 2033. However, in this report the base date for estimates of population is 2017, as this allows for the most current assessments to be made of participation rates and levels within the existing population; these are then used to help project future demands to 2033.

Whilst there is an overall growth in the population generally, the greatest numerical increases are in the older age groups and especially within those in the post retirement age groups. Generally, it is the younger adult age groups between 16 and 45 years of age that have the greatest propensity to participate in sports and active recreation. Whilst these age groups will continue to grow within the local authority, the proportion of older age groups (55 years +) will form a much larger component of the future population, and this will have implications for the way in which sport and recreation facilities are planned.

The following chart shows the changing local population and age structure forecast to 2033:

8 The Council’s Objectively Assessed Need (OAN) for housing will be updated prior to the submission of the Local Plan to the Planning Inspectorate. Any update will need to be mindful of both the existing methodology for assessing OAN set out in the Planning Practice Guidance (PPG) and the Government’s recent consultation on a standardised methodology for assessing housing need. Accordingly, it is likely that the Objectively Assessed Need for housing over the plan period will be subject to change. Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 16 Trend-based population growth will also be focused on the key built-up areas within the district. In terms of population growth arising from new housing stock, much of the anticipated population change up to the year 2033 may be accommodated on sites to be allocated on the edge of the sustainable settlements in Tandridge, including Caterham, Whyteleafe, Warlingham, Oxted, Smallfield, Lingfield and Godstone, as well as in the later plan period in the new Garden Village (which is yet to be determined).

1.6.5 Health and Deprivation Context

Public Health England have published the 2017 Health Profile for Tandridge9. In summary, the health of people in Tandridge is generally better than the England average. Tandridge is one of the 20% least deprived districts/unitary authorities in England, however about 11% (1,600) of children live in low income families. Life expectancy for both men and women is higher than the England average.

The Census 2011 gives insights into the general health of residents. The percentage of people in bad health in Tandridge is lower than the England and South East levels, but slightly higher than the Surrey percentage, as shown in the table below.

Index of Multiple Deprivation (IMD) Analysis

The Indices of Deprivation 2015 provide a set of relative measures of deprivation for small areas (Lower- layer Super Output Areas) across England, based on seven different domains of deprivation:

• Income Deprivation • Employment Deprivation • Education, Skills and Training Deprivation • Health Deprivation and Disability • Crime • Barriers to Housing and Services • Living Environment Deprivation Each of these domains is based on data from the most recent time point available; in practice, most indicators in the Indices of Deprivation 2015 relate to the tax year 2012/13. The Index of Multiple Deprivation (IMD) combines information from the seven domains to produce an overall relative measure of deprivation. The map below shows the IMD rank for each LSOA within the district, where 1 is most deprived and 10 is least deprived.

IMD Ranks in Tandridge District

Consistent with the relatively high levels of affluence enjoyed by local residents, rates of regular participation in sport and active recreation are generally higher, and often significantly higher, than the national averages for England. While much of the district might be considered quite well off compared with most other parts of the country, some parts do not fare so well, and the contrast is stark with the juxtaposition of areas of corresponding wealth and deprivation. Research has shown that there is a high correlation between levels of deprivation, and participation levels in sport and recreation.

Less affluent communities are more price sensitive in their use of sports facilities and may be less mobile to access more distant facilities. Both affluent and less affluent communities are likely to be targeted by the Council’s and the Trust’s health and wellbeing programmes.

Many agencies, groups and organisations have shared aspirations in respect of the ‘health agenda’ and great potential exists for collaboration between public and voluntary sectors, as well as social and commercial enterprises to realise these aspirations within the indoor sports facility environment; much work in this area is promoted and delivered by Tandridge Trust within the council’s leisure and sport centres.

The various factors considered above suggest that major determinants in the demand for sports and active recreation into the foreseeable future within the district will be:

 Building upon already strong participation rates; Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 18  A trend towards more elderly residents, which will challenge the upward progression of participation in some sports’ key age groups; and  Landscape and environmental constraints impacting on the ability to provide new land-extensive facilities and associated infrastructure in certain locations. Both new housing development and ‘organic’ growth will affect sport participation and indoor facility needs, demand and supply in range of different ways and locations within the district. Indoor sports provision must also take account of leisure trends such as extreme sports – indoor and outdoor – for younger age-groups, new fads and fashion in fitness gym activities, and innovative provision of physical activity opportunities for an increasingly ageing sector (age 65 plus), for example.

2.0 Need, Demand and Supply Within this Section, the review:

 Sets out a hierarchy of indoor sports facility provision and how this overlays on the existing and potential spread of facility requirements for the future;  Identifies and maps indoor sports facilities accessible to the local communities within Tandridge district (also within adjacent local authorities) see Appendix A. For the main swimming pools and sports halls, we have indicated their approximate drive-time catchments and thereby potential gaps in provision across the district, now and in the future;  Includes a Condition and Fit for Purpose Matrix for the main built sports facilities at Appendix B. These assessments are based upon visual inspection and assessment by the consultant and Tandridge Trust; a technical/structural Condition Survey has been commissioned by the Council;  Provides an overview of the larger community halls within the district including comments and aspirations of the parish councils survey;  Considers availability of indoor sports facilities for community use.

Indoor sports facilities are provided within public, education and private sectors, impacting upon their accessibility which may be linked to availability including opening hours, cost, membership arrangements and quality of the facility. Assessment of availability by residents of Tandridge, and therefore the level of actual supply, will therefore depend upon arrangements for secured community use, through a Community Use Agreement, for example.

As for the Playing Pitch Strategy, ‘community use’ is essentially a term that is used to describe the extent to which a given sport or recreation facility is available for use by members of the general community, either on a pay-as-you go informal basis, or as part of an organised club or group.

In practice, the above definition of community use will include a wide range of management regimes where admission policies and priorities will span informal ‘pay-as-you-go’ access by individuals within the general community through to use by organised clubs and groups by booking or longer-term agreements, for example for those facilities operated by the Tandridge Trust. The de Stafford Sports Centre is ‘dual use’ sports facilities where the school’s use of time and space is the priority during school term-time. Other schools may offer opportunity for community access to their sports facilities at their discretion and is therefore not secured.

In making assessment within this review, different facilities will therefore have diverse value, because of their varying scale, location, and management/pricing policies. The preferences of individual residents or sports clubs/community groups to utilise local community halls, or accessible leisure centres, or private/commercial facilities must be considered within the overall hierarchy of provision.

2.1 A hierarchy of provision in Tandridge District

The range of indoor sports facilities provided within public and education sectors that are available to the residents of a local authority can be sub-divided into the following hierarchy, from local community to sub- regional facilities. These are complemented by facilities within the private and/or voluntary sectors, either within or outside the boundary of the district.

Indoor sports facilities within Tandridge, in public and private sectors, could be categorised selectively within the above hierarchy framework. Some of these could of course ‘double up’ in category where they have a wider than local or district-wide attraction (such as the lagoon at Tandridge Leisure Centre).

A hierarchy of provision in a given area is tailored according to local issues and circumstances including identification of existing and potential gaps in local sports and community hall provision. This hierarchy approach lends further support for the provision of sports facilities and leads to recommendations within a Built Sports Facilities Strategy for the geographical sub-areas of the district. Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 21 It provides a broad structure by which indoor (and outdoor) sports facilities provision and accessibility may be measured. By overlaying housing development options advised by the Council (yet to be determined), and applying local standards of provision (adjusted for local circumstances and judgements), the review identifies anticipated levels of need and demand.

Appendix A contains an audit of indoor sports facilities accessible to residents of Tandridge (within and outside the Tandridge district boundary). Schools indoor sports facilities and larger centres in neighbouring authorities are also shown within this section of the report.

We have then shown (Section 4) for sports halls and swimming pools, a 15-minute drive-time catchment. This identifies the areas of the district where there may be gaps in provision (including outside the 15-minute drive-time catchment of neighbouring authority facilities); however, some of the larger community halls offer spaces for exercise classes, or martial arts, or short mat bowls, for example.

2.2 Scope of existing provision Built sports facilities are accessible to residents of the district through a number of different sectors, including local authority and parish provision, education establishments, privately owned and operated facilities, and through voluntary clubs.

Within Tandridge District, public sector built sports facility provision includes Tandridge Leisure Centre, de Stafford Sports Centre (dual use with ) and the Village Health Club; there is significant use of village and community halls in the parishes (see Appendix D). Many residents may use public sector facilities for their sport and recreation located outside the district boundary when more convenient in terms of activity or access.

2.2.1 Public and education sectors Educational establishments are increasingly the provider of indoor sports halls and synthetic turf pitches, available for community use (outside their priority teaching and learning requirements). While this may not provide secured community use of the facility, it provides access frequently through sports clubs or community groups for sport and exercise activities.

Dual use sports facilities are operated in partnership between the school or college and Tandridge Council though the Tandridge Trust (de Stafford School).

Primary schools also play a role in local community provision for sport in their small halls. They are increasingly the focus of community sports and leisure activities such as dance, martial arts, fitness and exercise classes, where management and security issues can be overcome. Teaching pools may be let out to organised groups by arrangement. Primary school facilities are not subject to dual use or community use agreements and as such the level of and continued use by the community is not ‘secured’.

The growth of community access to education facilities has been encouraged by Government programmes and funding delivered through Sports College status, Sports Co-ordinator programmes and Sport England initiatives for example. The previous Government’s Building Schools for the Future programme (secondary schools), no longer in place, provided opportunity for the capital development or improvement of sports facilities within school grounds, nationally prioritised. However, austerity measures have cut back on such programmes. Closer links between school, clubs and the community are becoming stronger, attracting funding through Sport England initiatives which remains an important route and opportunity to develop and secure additional built sports facility accessible to residents.

The facilities audit identifies the main secondary schools and colleges offering community access to their sports facilities (see Appendix A).

2.2.2 Private sector The private sector offers substantial access to indoor sports facilities, frequently via membership or day membership arrangements. These may be located within or outside the Tandridge district boundary but are available and accessible to residents, including for example fitness clubs, hotel leisure clubs, sports clubs (with membership), holiday parks, or other types of sports facility.

The provision of fitness gyms in the private sector is, in the main, complementary to the quantity, quality and cost of provision within the public sector, although there may be competition for some customer market segments. While fitness gyms play an important role in helping to deliver health and wellbeing initiatives (hospital rehabilitation, GP Referral schemes, cardio programmes) as well as general fitness and improved health, they also provide a much-needed income to support provision of other facilities within the public and education sectors.

2.2.3 Voluntary sector The voluntary sector has been identified by Government (Gameplan, 2002, the Framework for Sport, 2004) and by Sport England (Youth Sport Strategy 2012-2017 Creating a Sporting Habit for Life), as providing very substantial access to sporting opportunities and activities through the development of sports club activities and partnerships, although usually without the resources to provide and maintain state of the art built facilities.

Some clubs have however been able to achieve improved facilities, in partnership or through their own resources, such as the Limpsfield Club in Oxted.

Voluntary sports clubs frequently give access to the community through membership schemes.

2.2.4 Neighbouring authority indoor sports facilities Significant district-wide facilities are located outside Tandridge district boundary and are accessible to many local residents within a 20 minute or more drive-time and may be visited subject to the particular activity of interest:

Account must be taken of access to the above facilities, including scope and condition of provision, and future plans of the neighbouring authorities, when determining the preferred location for a Garden Village in Tandridge.

2.3 Condition and Fit for Purpose

Appendix B contains a Condition and Fit for Purpose Matrix for the main facilities operated by Tandridge Trust as assessed by the consultant and the Trust representative following industry norms and scoring system. It should be noted that the Council has commissioned a technical and structural condition survey of sports facilities managed by Tandridge Trust.

The process considers the facility provision from a number of perspectives, but most importantly from the perspective of the customer and provision for individual sports. The assessment considers the actual and evident condition of the individual indoor sports facilities and equipment, their ability to deliver the activity intended satisfactorily, and their location and dimensions, for example. Account is taken of access to and around the facility including by those with physical or other impairments affecting mobility.

Set out below are some of the findings extracted from the detailed analysis and scoring contained in Appendix B. These facilities are currently managed by the Tandridge Trust. Discussions regarding a possible ‘merge’ with an established ‘social enterprise’ trust at the time of writing could generate investment into these facilities.

Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 25 3.0 Local Needs Assessment 3.1 Introduction The Community and Stakeholder Consultation Report (October 2017) examines local need for a wide range of different types of recreational facilities. It draws upon a range of survey and analytical techniques including a review of consultation findings from relevant studies, questionnaire surveys and one to one stakeholder interviews. The work was undertaken from February to July 2017.

Questionnaire surveys were undertaken looking at the adequacy of current provision in terms of the quantity, quality and access, in relation to the various typologies of indoor sports facilities. The surveys (with detailed responses for indoor sports facilities shown in the appendices) were:

• Community consultation - household survey - (Appendix C); • A survey of parish councils - (Appendix D); • A survey of schools and colleges (within this section); • A survey of sports clubs - (Appendix E). In addition to the above, a series of one to one stakeholder telephone interviews were undertaken with regional representatives of Active Surrey and National Governing Bodies of Sport, and with Council leisure officers concerned with the delivery of leisure, community services and wellbeing. Site visits to indoor sports facilities were also undertaken.

The objectives of the consultation process were to ascertain the perceived and actual issues in Tandridge linked to the location, typology, access, quality and quantity of provision of built sports facilities – at the current time, and linked to the impacts, location, scale and timing of proposed new housing development in the district. Key findings from the above surveys are summarised in the following paragraphs.

3.2 General community consultation 3.2.1 Household survey

Analysis of responses to the Household Survey linked to indoor facilities is contained at Appendix C. In summary, key findings with regard to usage, quality, quantity and accessibility included:

Frequency of use

 Sport and Leisure Centres are used regularly by significant numbers (54% of households report using them at least monthly - many more regularly); as are the District's gym/health and fitness facilities (48%). 45% of respondent households make use of swimming pools at least monthly and 44% use village halls/community centres;

 In terms of indoor facilities, the most frequently visited by regular users (at least weekly) are the gym/health and fitness facilities (75% use these at least weekly of which 12% make use almost every day).

Quantity

 A clear majority of households reported that overall there are currently enough of all of the various kinds of indoor sport and leisure facilities; most notably in relation to village halls/community sports centres (75%); swimming pools (71%); and gym/health and fitness facilities;

Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 26  The two kinds of facility where a significant minority of respondent households believe that overall there is a need for more are sports/leisure centres and specialist indoor sports facilities such as an indoor bowls centre and tennis centre. Quality  In broad terms respondent households appear quite satisfied with the quality of indoor sports and recreation provision. All are commonly rated as being of average or better quality;

 The indoor facilities most commonly regarded as being of good or very good quality are swimming pools (50%); sport and leisure centres (48%); and gym/health and fitness facilities (47%); for village halls and community centres (42%);

 The quality of specialist sports centres was not rated quite as highly. Similarly for village halls and community centres.

Accessibility

 Where households make use of the opportunities identified, 65% of users are prepared to travel up to 15 minutes to use some facilities such as specialist indoor sports facilities. 18% of these would travel up to 20 minutes and 12% more than 20 minutes;

 In the cases of swimming pools and sports leisure centres, 59% of users are prepared to travel up to 15 minutes to make use of such facilities. For swimming pools 29% would travel up 20 minutes. For sports/leisure centres 23% would travel up 20 minutes. Only around 7% of users would travel for longer than this to use such facilities;

 In contrast, for significant numbers of residents, some indoor facilities need to be much more locally accessible before they will be used. For example, 64% of users of village halls and community centres would not wish to travel more than 10 minutes, of which 24% would expect to travel 5 minutes or less.

Mode of travel

 In relation to indoor sports and recreation facilities respondents are more likely than not to drive to all facilities except village halls and community centres; most notably in the cases of specialist sports facilities (64%) and swimming pools (59%);

 Walking is the preferred mode of travel for a clear majority of respondent households accessing village halls and community centres (63%);

 For a small but significant minority, access by cycling is important. For example, 8% prefer to cycle to their local sport/leisure centre, gym, and specialist indoor sports centre. 4% make use of the bus/other transport mode to visit any specialist indoor sports facility.

Priorities

• For indoor sports and leisure facilities in general, fewer households highlighted high priority needs. Improvements to swimming pool provision gained the highest proportion of high priority ratings.

• Following this, improvements to sport and leisure centres are rated as a high priority by 23% with an additional 40% of medium priority ratings. Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 27 The findings above linked to quality, frequency and areas for improvement, suggest that most regular users and respondents consider that they are receiving value for money for their visits to swimming pools, sports centres and fitness gyms.

3.3 Neighbouring Local Authorities and Parish Councils

3.3.1 Neighbouring local authorities – Cross-boundary issues

Section 3.2 of the Community and Stakeholder Consultation Report (October 2017) reviewed feedback from neighbouring local authorities in relation to the status of their open space strategies/associated studies and any cross-border issues of significance. The variety of documents and strategies in place (and their relevance to current planning policy) is considerable, embracing green infrastructure studies, open space strategies, and sport, recreation and play strategies. The approach adopted by each authority is very much locally derived. Many authorities are currently involved with commissioning new open space related studies or updating previous strategies that are out of date.

With respect to indoor sports facilities, within Section 2 this report identifies the significant sports and leisure centres offering facilities and activities which are accessible to residents of Tandridge district.

3.3.2 Parish Councils

General overview

Section 3.2 of the Community and Stakeholder Consultation Report (October 2017) provided findings from the parish councils’ survey undertaken for the study. 17 of the 21 local parish councils responded as detailed in Appendix D. 10 of the 17 parish councils that responded were directly responsible for the management of various local spaces and outdoor recreational facilities. 10 of the local councils that responded noted that that there was a need for additional or improved open space, play, sport and recreation facilities within their parish.

Three parishes (, Crowhurst and Lingfield) reported that they own or manage indoor facilities. Management Committees have been set up to run many of the Parish village or community Halls. Many of the village or community halls are suitable for exercise, dance or martial arts classes. Only a large hall would accommodate badminton (Warlingham Church Halls for example). Local community halls and school halls play a significant role in the level of provision for indoor sport and exercise across the district as well as facilities located outside Tandridge district.

Tabled below are comments from the parish council responses related to indoor sports facilities including needs and aspirations where identified:

Bletchingley Stychens Lane Hall can accommodate badminton and other indoor activities take place at the Village primary school, the Village Hall and at Hawthorns School (sports hall and swimming pool).

Burstow The Centenary Hall includes large and small halls and function room.

Caterham Valley Offers a range of facilities that can accommodate health, wellbeing and fitness classes; improvements are sought to the Soper Hall and the Miller Centre. Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 28 Crowhurst Crowhurst Village Hall is leased to the Council and can accommodate table- tennis and exercise classes; building refurbishment and more car parking is required, especially for larger events. In addition to their Village Hall which is heavily used, residents can access indoor facilities at Imberhorne School in Mid-Sussex. Additional hall space is needed.

Horne There are no indoor sports facilities identified for community use; there is a dispute concerning the sale of the Parish hall.

Lingfield Lingfield and Dormansland Community Centre offers an opportunity for a range of exercise and fitness classes; an indoor/short mat bowls facility would be desirable.

Nutfield The Eugene Bann Indoor Tennis Centre in South Nutfield (Crab Hill Lane) has two indoor and three outdoor courts, with local community access.

Warlingham Swimming pools at Green Acres Sports Club and Warlingham School are not currently available for community use; badminton and short mat bowls are played in two church halls; the need for a dedicated sports hall, gym and public swimming pool is identified by the parish council. Whyteleafe Whyteleafe School has a swimming pool; the need for a public multi-use indoor space is identified.

In summary, the sectors of the community most commonly identified as being poorly served in relation to their needs were children, young people/teenagers, older people and sports teams. The needs and aspirations that individual parishes identified were very varied. The more frequently highlighted typologies are village hall improvements, additional space, indoor bowls, youth club space, sports halls and swimming pools.

3.4 Schools The six secondary schools within Tandridge District are:

 De Stafford School (Academy)  Oxted School (Academy)  Warlingham School (Academy)  Caterham School (Independent)  Lingfield College - Notre Dame (Independent)  (Independent)

Their indoor facilities, offering varying restricted community access, mainly to clubs, are listed in Section 2.

In response to the consultation questionnaire, all the schools confirmed that it was their intention to maintain community use for the next two years.

 Caterham School noted that they have requests from many outside groups/clubs for the use of their facilities which cannot be accommodated at peak times (sports hall, artificial turf pitch), with availability at off-peak times; there is a swimming academy open to the community;  Lingfield College noted that there are times when their facilities are not being used when they would be happy for additional community use, such as during school holidays; Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 29  Warlingham School also has spare capacity for community use;  The Secondary Schools did not identify plans for indoor sports facility developments although future opportunities at de Stafford School were discussed with Tandridge Trust (see below).

There is reluctance by schools to enter into secured community use agreements, preferring to retain control over the level and nature of community use offered.

3.5 Sports clubs

The level of use of indoor sports facilities for different sports is largely driven by local sports clubs, their achievements and ambitions, frequently supported by their Regional Governing Bodies of Sport, Active Surrey and/or the local authority.

The following eight clubs responded to the consultation questionnaire:

Netball club: Oxted School, Bluehouse Lane, Oxted  Lingfield Running Club: Victoria Sports & Social Club 54 High St Lingfield RH7 6AA  Warlingham Squash and Racketball Club: Church Lane, Warlingham, Surrey, CR6 9PR

Some of the common and key issues raised are highlighted below while the detailed responses covering membership, school links, venue issues, aspirations and barriers to development are included at Appendix F.

Plans, aspirations and barriers

Club Facility plans and aspirations The club has been in great demand for many years by young gymnastics and requires dedicated facilities for the sport. It has identified The Arc’s vacant indoor hall, managed Caterham by the Caterham Barracks Community Trust. But renovation and a reasonable rent is Gymnastics not forthcoming. The club, and the sport, requires permanent facilities, permanent storage, in order to meet its very considerable demand and success. Girls Attack! Would like improved access to outdoor and indoor courts, not having to rely on schools Netball with restricted community access. There is a shortage of indoor facilities. Lingfield Considering installing changing facilities/showers but funding and design an issue. Running A purpose-built Dojo would be heavily used for a range of martial arts and exercise Oxted Karate classes across all ages and abilities, guaranteeing access and affordability.

All clubs identify shortage of training and match facilities and hire costs as barriers to increasing their membership levels.

Membership ranges from 20 (Tatsfield Badminton) up to 180 (Warlingham Squash). Five of the clubs report an increase in membership over the last three years. Only two report a decrease - Tatsfield Badminton and Tatsfield Martial Arts. Reasons given for fluctuations in membership include:

 Ageing membership or limited court time to support numbers;  The level of media coverage of national teams and marketing and promotion of the club;  The success or otherwise of junior sections and their links with local schools; and  The quality and availability of indoor sports facilities.

Quality of sports facilities

The overall quality of facilities the clubs use varies quite considerably. For example, Sama Karate and Tatsfield Badminton rate overall quality as being very good. But most other clubs rate overall quality as no better than adequate. Caterham Gymnastics and Tatsfield Martial Arts rate many aspects of their facilities as being poor.

The most common issues of quality are changing and showering facilities which five of the club’s rate as poor or very poor. However, most of the clubs think that the quality of their facilities provides good value for money to their playing membership; and the availability of facilities when needed is good

3.6 Community and leisure services

Discussion with the Council’s Chief Community Services Officer and with Directors of Tandridge Trust identified the following key points concerning current and future indoor sports facilities provision:

Community and Comments from: Leisure Officers Paul Barton - Chief Community Services Officer

The Council’s objectives to meet the wider health and well-being agenda linked to open space and recreation are being met through the many targeted programmes being delivered by the Tandridge Trust at the larger sports centres, and also by the many and varied exercise classes taking place with community halls and school sports halls across the district.

There is a need for investment in the Council’s indoor sports facilities; additional facilities will be needed to accommodate demand from an increasing population linked to new housing development including the potential Garden Village, subject to the selected location; it is important that local new housing communities have access to indoor spaces where exercise classes, fitness programmes, yoga, short mat bowls and other physical activities can take place.

The district lacks a 6 or 8 lane 25m pool with secured community use for competition swimming. Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 31

Negotiations are progressing with an established Leisure Management ‘social enterprise’ Trust to merge with Tandridge Trust to manage the Council’s sport and leisure centres, also to secure short and longer term capital investment in the facilities.

Ongoing discussions are also exploring the possibility of The Arc facilities, located close to The Village Health Club in Caterham and including a vacant sports hall (currently under the management of Caterham Barracks Community Trust), becoming part of the Council’s offering through the new Trust.

The Council manages a number of ‘pavilions’ supporting grass pitches and potential indoor sports activity, requiring investment; this may be included within the current negotiations mentioned above.

Tandridge Trust Comments from:

Mark Symons, Chief Executive, and Chris Cole, and Operations Manager

Outlined the many achievements of the Tandridge Trust linked to the three main sports centres in the district (Tandridge Leisure Centre, de Stafford Sports Centre adjacent to de Stafford School, and The Village Health Club); Tandridge Trust was established in September 2000 to manage the Council’s sports and leisure facilities and it delivers significant sport, health and exercise programmes for community benefit.

The Trust delivers varied programmes of activity across all age-groups and abilities to meet the demands of individuals, sports clubs and community groups.

The main indoor sports facilities were reviewed in the contexts of condition and maintenance and fit for purpose (see Appendix B), and a growing population across the district (acknowledging that the precise locations of substantial new housing are still to be determined).

There are currently constraints in meeting facility demands of some indoor sports such as gymnastics, competition swimming, indoor bowls and badminton.

The proposed ‘merging’ of the Tandridge Trust with an established regional social enterprise Trust offers potential investment opportunities in the short and longer term to improve indoor sports provision across the district.

Comments and views from representatives of these bodies are set out below:

3.7.1 Active Surrey (the County Sports Partnership)

Active Surrey prioritises initiatives linked to the objectives of the Surrey Physical Activity Strategy 2015 – 2020 which are: Start Moving, Move Every Day and Stay Moving. Targets identified by the strategy are:

 20,000 more adults being active for 150 minutes each week  20,000 more adults playing sport once per week  20,000 more children and young people in regular sports activities/events.

Active Surrey is focusing its activities and priorities on links with local authorities. Key indoor sports in Tandridge district where facility issues and concerns have been identified by sports clubs include gymnastics, basketball, swimming and diving, netball, table-tennis, indoor bowls. There is an identified need and demand for a dedicated gymnastics facility in the district; gymnasts with elite aspirations need to travel outside the district for more specialised facilities. Limpsfield Tennis and Squash Club and Caterham Rifles both have issues regarding necessary improvements required for their ageing facilities.

Access to suitable facilities for physical activity particularly within or close to the more rural areas of the district is an important issue to be addressed by the Council. Schools play an important role in the provision of indoor facilities for community clubs, but these are not ‘secured’ and could change from year to year.

There is limited provision for competitive swimming and diving; a Garden Village could provide the catalyst of a new swimming pool to accommodate this, subject to detailed analysis.

3.7.2 Swim England - Surrey ASA

Swim England has produced a new Strategy document - Towards a Nation Swimming 2017-20 - which identifies as its main objectives, to:

 Improve the infrastructure of support personnel and facilities to sustain the development objectives of the sport over time; and  Improve talent identification, development and success through investment in the infrastructure of facilities and leadership.

There is a real need in Tandridge for an 8 lane x 25m pool with a movable floor, to accommodate competitive swimming, public swimming and teaching, waterpolo and synchronised swimming - there is also no diving facility in Tandridge. While existing facilities satisfy local casual swimming demand (including leisure swimming in the Tandridge Leisure Centre Lagoon), the facilities restrict the development potential of competitive swimming in the district.

With poor transport communication in the district, a new swimming pool should ideally be located centrally; this could be located close to a Garden Village settlement. There is an expressed and demonstrated under Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 33 supply of swimming pool provision currently, so there will be an even greater need and demand with new housing development for all levels of and age-groups over time.

3.7.3 Surrey Squash Association

The main focus for squash in Tandridge is at the Limpsfield Club in Oxted which has 6 squash courts (1 glass back); this members’ club includes 15 tennis courts plus mini-tennis courts, 2 badminton courts, exercise classes and martial arts, short mat bowls and table-tennis.

Squash became less popular in England with the closure of many facilities some 20-25 years ago (with the rise in popularity of fitness clubs), and this has been reflected in Tandridge; the sport is becoming increasing popular once again and there are no squash courts in the south or north of the district (only in Oxted).

Squash should be considered as part of the facility mix for new indoor sports facilities as a requirement to accommodate the need of the rising and additional population from the new housing developments planned, including potentially in the centre of the district subject to the site determined for a Garden Village.

3.7.4 Surrey County Badminton Association (Badminton England)

Badminton is a popular activity played at most sports hall facilities in the district (with or without secured community use); it is played at a recreational individual programme and club level; demand outweighs allocated time and space at peak times at many of the facilities; few, but some community halls can accommodate badminton at a local level. Demand will inevitably increase substantially with the proposed increase in population in the district and additional sports hall facilities and badminton allocation will be required to accommodate this.

There is currently no focus on Tandridge by Badminton England for regional competition.

3.7.5 Surrey Basketball Association (England Basketball)

Laura Doherty, Relationship and Co-ordination Manager (South)

Basketball has a strong profile in the districts surrounding Tandridge, namely Sevenoaks, Croydon, , Crawley, where basketball programmes and teams have developed and these are centered on larger sports and leisure centres.

The development of basketball is constrained in Tandridge due to the size and availability of sports halls although clubs and schools have achieved success where this is played; top players might gravitate towards the bigger clubs in neighbouring authorities.

With the potential of new housing and a growing population, Basketball England supports a central location for a new sports hall facility, and highlights the need for significant time and space allocation.

Basketball England has a ‘Playball’ initiative with funding available for basketball equipment aimed at introducing children and adults to the sport.

The regional governing body does not identify any significant need or demand for volleyball courts within Tandridge District; clubs were not identified nor programmes to promote the sport in Tandridge.

However, any new sports halls should include floor sockets for volleyball posts so that this sport can be promoted in the future should demand be identified. The sport has a higher profile and popularity in Reigate and Banstead.

3.7.7 British Gymnastics – Surrey Gymnastics

Neil Moulster, National Facilities Manager (South East)

The national picture reflects 12-14% per annum growth in club membership with waiting lists increasing substantially; clubs are struggling to keep pace, the larger clubs require dedicated facilities to accommodate demand and to improve performance levels (male and female). About one third of existing clubs nationwide have dedicated facilities, while others are subject to availability of time, space and storage within sports halls (usually leisure centres and school premises).

British Gymnastics supports the use of existing spaces such as former industrial units on a long-term lease as a dedicated gymnastics centre as this provides greater opportunity and a more economic scenario for club development. An Olympic Gymnastics set-up for artistic gymnastics would require some 6,000 sq.ft. or more.

The main clubs providing for Tandridge District residents are Caterham, Sovereign, Velocity and Spectrum. Facility provision for gymnastics in Tandridge District is unsatisfactory and does not meet the growing demand and resurgence in the sport. There is no sports hall at Tandridge Leisure Centre in Oxted, and limited access to the sports hall at de Stafford Sports Centre in Caterham.

There is a strong need and demand expressed by the Caterham Gymnastics Club for a dedicated gymnastics centre; there is a need for the gymnastics clubs in Tandridge to link into the structured development of gymnastics and dedicated facilities within in the sub-region in order to co-ordinate and manage successfully the growth of the sport.

The growing population and new housing development will place additional demands on the sport. Suitable sites for a dedicated gymnastics centre drawing participants from other sports hall gymnastics clubs across the district should be identified, with a facilities development plan in place for this sport.

3.7.8 Surrey Indoor Bowls Association

Mike Lambert, Secretary

Indoor Bowls Centres accessible to residents of Tandridge residents are located in Redhill (near The Donyngs Leisure Centre - 6 rinks), Old Coulsdon (3 rinks), Horsham (8 rinks) and Crawley K2 (6 rinks). Bowlers might travel up to 20 miles to play at their preferred centre.

There is no identified need or demand for an indoor bowls centre in Tandridge District, however short mat bowls takes place in a number of locations within sports centres or larger community halls. This is an unregulated activity with no governing body, but becoming increasingly popular.

3.7.9 Tennis Surrey (LTA) (no Development Officer in place)

There are no plans identified for additional indoor tennis courts to be established in Tandridge District. The Eugene Bann Tennis Centre in South Nutfield has 2 indoor tennis courts and there is provision at Woldingham School. 4.0 Assessment of Local Standards

This section draws together issues and assumptions from the preceding demographic analysis and consultations and overlays findings using Sport England’s facilities calculator and market segmentation tools. This enables assessment of local standards of provision for sports halls and swimming pools to which local circumstances and judgements will be applied.

4.1 Sport England’s Active People and Market Segmentation Web Tools

The detailed data sets are shown in Appendix F from Sport England’s Active People, and Market Segmentation web tools, and combines it with ONS based population estimates and projections for the local authority. Estimates are produced of current and potential participation levels for individual activities and sports amongst the adult population (16 years and older). The criterion for determining the level of participation using the Active People survey data, is ‘at least 30 minutes for once a week’, for each defined activity.

The Active People and Market Segments data are explained in Appendix F. Within this report 2017 is the relevant date for estimates of population, as this allows for the most current assessments to be made of participation rates and levels within the existing population; these are then used to help project future demands. The ONS data suggests that:

 Between 2017 and 2033 the overall district population will increase from 87,451 to 100,454;  The adult component of the current population (i.e. 16 years +) is estimated to be 70,840, which is 81% of the total population. The percentage of the projected population that is likely to be 16 years and over is forecast to remain the same at 2033, which will yield an adult population in 2033 of 81,923;

The identified housing need up to 2033 is 9,400 additional dwellings10. Based on an average household size of 2.3, this would generate 21,620 residents living in these new dwellings, of which 17,512 are projected to be adults, based on the above assumptions. These population figures are used as a basis for the following activity-by-activity comments.

For the Swimming Pools and Sports Halls identified within Appendix A and below, the following maps show 15-minute drive-time catchments. Based on 2011 Census data (the latter being the only data available for local catchment analyses), it is estimated that:

 c. 61,000 residents are outside the catchment of the only large pay and play sports hall in the district (de Stafford Sports Centre); and  c. 48,000 residents are not within reach of either of the two pay and play pool complexes (de Stafford Sports Centre and Tandridge Leisure Centre);

The catchment of venues outside Tandridge District cover approximately one third of the district predominantly to the south. For both typologies, gaps in accessible provision are shown centrally, to the north-east and a small area to the south-east of the district.

4.2 Assessment of Local Standards

The report has demonstrated the importance of applying local circumstances and judgements in seeking to deliver local standards of provision. For example:

 The role that education facilities can play in delivering acceptable local standards of provision to different areas within the district, if subject to binding community use agreements;  The role of adjacent neighbouring local authority facilities (see Appendix A) generating cross- boundary use due to greater accessibility;  The role of private sector facilities (such as the Limpsfield Centre in Oxted);  The popularity of particular sports within areas (such as gymnastics in Caterham); some sports are constrained through lack of local facilities or sports development and could flourish should facilities be provided;  Rural accessibility issues, often met by investment in Village Halls; and  Through changes in the geo-demographic make-up of the population and new housing development proposals.

Sports halls and swimming pools are basic components of community indoor/built sports provision. They are essential elements of the overall community sporting infrastructure and they are often part of larger complexes, such as leisure or sports centres, which accommodate other facilities and associated activities. They are usually a district-wide facility (see Hierarchy of Facilities in Section 2) which can offer economic, health and social benefits greater than if the elements stand in isolation.

For the purpose of the standard, two basic components are covered in this report; indoor swimming pools and sports halls. However, the Study covers many other forms of sports provision that might be integrated with sports halls and swimming pools to provide greater multi-functionality, attractiveness for use and economies of scale. Examples are discussed in Section 3 (Community and Stakeholder Needs Assessment), and earlier within Section 2.

The figure for swimming pools covers indoor pools and is based on the three local authority leisure centres with assured/secured community use. There are other pools within Tandridge District operated by schools or commercial clubs, but these are not available through assured community use agreements. There are other sports halls, but these are either unavailable for community use on a secured basis or are single court venues that can be better described as ‘activity halls’.

Based on the assessment of local needs (Community and Stakeholder Consultation Report, October 2017, and Section 3 of this report), the audit of existing provision (Appendix A), new standards of provision for swimming pools and sports halls have been developed. These are set out and justified below.

The standards have been developed in line with the NPPF and comprise the following components:

4.2.1 Quantity standards

These are determined by the analysis of existing quantity, consideration of existing local and national standards and benchmarks and evidence gathered from the local needs assessment. It is important that quantity standards are locally derived and are realistic and achievable. The recommended standards need Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 39 to be robust, evidence based and deliverable through new development and future mechanisms for securing contributions through on site provision and the Community Infrastructure Levy (CIL).

The recent household survey (Community and Stakeholder Consultation Report, October 2017) suggested a clear majority of households reported that overall there are currently enough of all of the various types of indoor sport and leisure facilities; most notably in relation to village halls/community sports centres (75%); swimming pools (71%); and gym/health and fitness facilities (71%).

However, development needs of the scale identified in the OAN Technical Paper 2015 will generate substantial additional demand for leisure or sports centres. The application of the Sport England Facility Calculator suggests that the quantity components of a standard for leisure centres to guide provision relating to housing growth should be as set out below:

In relation to major housing allocations, sometimes it may be important to provide new provision on-site. However, in some instances and, subject to good access, it may be more appropriate to provide through the improvement and expansion of existing facilities elsewhere11.

The level of provision of secured community accessible indoor sports facilities according to the above local standards, for a total existing population of c. 18,700 in Tandridge District (2016 estimate), is c. 905 sq.m. of water area and 24 badminton court units for sports halls. However, the actual level of shortfall or surplus of provision according to the local standard is mitigated by cross-boundary use of indoor facilities located in accessible neighbouring local authorities, as shown Section 2 (Local Needs Assessment).

Some of the new/improved sports facilities that will be required in Tandridge commensurate with new housing development might be jointly provided with schools. Where provision is likely to be managed by a club or school, it must be subject to binding community use agreements.

4.2.2 Accessibility standards

These are established based on the needs of existing and potential users. Spaces likely to be used on a frequent and regular basis need to be within easy walking distance and to have safe access. Other facilities where visits are longer but perhaps less frequent, for example, Tandridge Lagoon, or an indoor bowls centre, can be further away. Consideration is also given to existing local or national standards and benchmarks.

The recent household survey (Community and Stakeholder Consultation Report, October 2017) suggested that for swimming pools and leisure centres nearly 60% of users are prepared to travel up to 15 minutes to make use of such facilities. For swimming pools 29% would travel up to 20 minutes. For sports/leisure centres 23% would travel up to 20 minutes. Only around 7% of users would travel for longer than this to use such facilities. In contrast, for significant numbers of residents, some indoor facilities need to be more locally accessible before they will be used. For example, 64% of users of village halls and community centres would not wish to travel for more than 10 minutes, of which 24% would expect to travel for 5 minutes or less.

Assessing Needs and Opportunities for Indoor Sports Facilities in Tandridge – December 2017 40 An appropriate access standard is therefore justified as 10-15-minute drive-time (or ideally the equivalent time by foot in built up areas).

Facilities Local accessibility standards

Swimming pools 15-minute drive-time (or equivalent time walking/cycling within built up areas). This will extend to a 30-minute drive-time (or more) for a leisure pool with water features such as at Tandridge Leisure Centre (Lagoon). Sports halls 15-minute drive-time (or equivalent time walking/cycling within built up areas). Fitness Gyms and Studios 15-minute drive-time (or equivalent time walking/cycling within built up areas).

4.2.3 Quality standards

The standards are derived from the quality audit, existing good practice and from the views of the community and those that use the spaces. In addition, the Study includes a Condition and Fit for Purpose Matrix (including quality scores against each of the different elements of the facility) (See Appendix B). Quality standards should be achievable and should reflect the priorities that emerge through consultation. A condition survey of the Council’s built sports facilities is being undertaken by the Council at the time of writing.

The standards that have been proposed are for minimum guidance levels of provision. Different geographical areas may enjoy or require levels of provision exceeding minimum standards. This does not necessarily mean there is a surplus, as all such provision may be well used.

There are no national and local standards for the provision of leisure or sports centres. However, Sport England provides an online ‘Facilities Calculator’ offering guidance on the levels of provision of sports halls and swimming pools that might be generated expressly from a given population.

The recent household survey (Community and Stakeholder Consultation Report, October 2017) suggested that respondent households appear quite satisfied with the quality of indoor sports and recreation provision; all are commonly rated as being of average or better quality. The indoor facilities most commonly regarded as being of good or very good quality by nearly half the respondents are swimming pools, sport and leisure centres, and, gym/health and fitness facilities.

Quality standards for outdoor sports facilities should be consistent with design guidance promoted by both Sport England and relevant National Governing Bodies of Sport.

Where leisure centres are likely to be (jointly) controlled by a club, school, or other than by a local authority, they must be subject to binding community use agreements. Any ‘social enterprise’ Trust managing the facilities on behalf of the Council must include agreement to deliver the Council’s community use, sports development, health and wellbeing programmes.

4.3 Application of local standards

It is appropriate for local judgements and circumstances to be applied to the need generated by new housing development within and accessible to identified locations. Appropriate account would need to be taken of:

Based upon the local standards for sports halls and swimming pools, and potential numbers of dwellings for a possible Garden Village location (yet to be determined), the sports facility need generated is calculated as follows:

5.0 Strategic Policy Recommendations

This section sets out strategic options and policy recommendations for indoor sports facilities within Tandridge. It draws on all the previous steps of the Study to bring together informed recommendations with local judgements, and addresses the specific requirements of the study brief.

New development, CIL and developer contributions

Policy CSP11 in the adopted Tandridge District Council Core Strategy sets out the Council’s strategic policy for site-specific infrastructure funding requirements.

The Council does not have in place an adopted Planning Obligations Supplementary Planning Document. However, a statement on CIL and S106 dated August 2013 was produced to clarify the use of planning obligations. A Planning Obligations and Community Infrastructure Guidance Note builds and expands on this and clarifies the use of planning obligations within the context of the Council’s Community Infrastructure Levy (CIL), which has been in place since June 2014.

The Council currently seeks provision of on-site or site related informal open space, land, play facilities and recreational equipment on large housing sites through planning obligations, whilst formal sports land and facilities not on or related to large strategic sites as well as improvements to informal open space, play facilities and recreational equipment across the district is funded through CIL. The Council’s CIL has been in place since 2014 and is intended to be reviewed towards the end of 2018 to take account of strategic infrastructure necessary to support growth over the Local Plan period.

5.1 Strategic Options

This section outlines higher level strategic options which may be applicable at parish and district wide level. The strategic options address four key areas:

1) Existing provision to be protected; 2) Existing provision to be enhanced; 3) Identification of areas for new provision; 4) Facilities that may be surplus to requirement.

5.1.2 Delivering Strategic Options

The abolition of regional spatial strategies, and the move towards localism, puts more focus on local authorities to work with local communities to make decisions and deliver services, rather than relying on national or regional guidance. This will clearly impact on how some of the recommendations in this Study will be delivered and the local authority role may move from that of ‘deliverer’ to ‘facilitator’. The aim will be to work with community organisations to make local decisions about how facilities and services will be provided. Organisations such as residents’ groups, voluntary organisations, sports clubs and societies will all have a key role in this.

Although it is up to local communities to define their own priorities within neighbourhood plans, the information provided within this Study will form a good basis for potential future strategies and will inform any decisions related to the delivery of indoor sports facilities. In addition, the recommended policies within this Study may form the basis of any indoor sports facility policies adopted by the Council. Delivery opportunities should be progressed in consultation with education, voluntary and private sector organisations where appropriate. 5.2 Existing provision to be protected or enhanced

Existing indoor sports facilities with assured community use at Tandridge Leisure Centre, de Stafford Sports Centre and The Village Health Club serve an existing need and demand (including de Stafford School) and their level of facility provision and locations should be protected. It is critically important that the provision of new or enhanced facilities meet future housing development needs and avoid deficiencies in accessibility, quality or quantity.

Negotiations with a social enterprise Trust to manage the Council’s community assured facilities should seek to protect their long-term sustainability through investment in the buildings, plant and facilities by the contractor and the Council as appropriate.

Within the education sector, the Council should seek to secure community use agreements for the on-going access to Indoor sports facilities with relevant schools or colleges in order to protect access by community clubs and organisations.

This report identifies the importance of community halls in the provision of locally accessible exercise and/or martial arts classes for example, and the potential to enhance/refurbish existing pavilions for similar activities.

The following general policy recommendations are suggested:

Indoor sports facilities (protecting and enhancing existing, and provision of new facilities):

ISF1 Existing indoor sports facilities which are critical to avoiding deficiencies in terms of quality, quantity or access should be protected unless suitable alternative provision can be provided which would compensate for any such deficiencies.

ISF2 The Council should seek to facilitate and secure community access to existing indoor sports facilities in partnership with the private, education and voluntary sectors where appropriate by negotiating secured community use agreements.

ISF3 Community halls play an important role in the provision of indoor sports spaces accessible by local communities and should be protected and enhanced particularly where servicing more rural catchments, where access to leisure centres is more difficult.

ISF4 Pavilions within the district should be protected and enhanced where appropriate to provide local access to improved indoor sport and exercise spaces.

ISF5 Where new housing development is proposed, consideration should be given to improving existing indoor, community accessible sports facilities, or the provision of new facilities, within the parish the development is located, taking account of access to and condition of sports facilities, and any future plans for provision, in neighbouring local authorities.

5.3 Identification of areas for new provision

New provision will be required where there is new housing development and a planned increase in population and/or an existing deficiency in supply or access to facilities exists. In areas where there is a quantitative deficiency of provision but no accessibility issues, increasing the capacity of existing provision may be considered. Alternatively, in areas where facilities or activity spaces do not meet the relevant quality standards, qualitative enhancements will be required.

The quantitative local standards that should apply for new provision are:

The Garden Village locations that are being explored might accommodate varying scales of development, ranging from 3,000 to 8,000 dwellings. Using a household size of 2.3 persons/dwelling12, this could mean a Garden Village size of between 6,900 and 18,400. A new Garden Village anywhere within this range would generate significant additional demand for sports and recreational opportunities. If the figure of 4,500/10,350 residents is used it would generate a demand for the following:

5.4 Capital cost estimates and grant funding

The estimated capital cost of indoor sports facilities at a given time are published by the Royal Institute of British Architects (RIBA) and/or Sport England, subject to a range of variable considerations, delivered through competitive tendering processes. The annual revenue costs over time for the management, maintenance and eventual replacement of such facilities are calculated and included as part of Community Infrastructure Levy negotiations.

Grant funding may be available through combinations of National Lottery distributing bodies, Sport England, environmental and commercial enterprises and Trust funds, for example, to assist with the capital costs of new build infrastructure, and their longer-term revenue costs. Local authorities and management contractors are able to acquire bank loans on terms allowing upfront capital investment.

It is interesting to look at the frequency with which regular users of facilities visit them as for some facilities this is not immediately obvious from looking at the overall figures.

A clear majority of households reported that overall there are currently enough of all of the various kinds of indoor sport and leisure facilities; most notably in relation to village halls/community sports centres (75%); swimming pools (71%); and gym/health and fitness facilities.

The two kinds of facility where a significant minority of respondent households (30%) believe that overall there is a need for more are sports/leisure centres and specialist indoor sports facilities such as indoor bowls and tennis centres.

In broad terms respondent households appear quite satisfied with the quality of indoor sports and recreation provision. All are commonly rated as being of average or better quality.

The indoor facilities most commonly regarded as being of good or very good quality are swimming pools (50%); sport and leisure centres (48%); and gym/health and fitness facilities (47%).

The quality of specialist sports centres was not rated quite as highly (34% being rated as good or very good). Similarly, for village halls and community centres (42%).

1.5 Access Issues (Geographical)

An important component of this study is to develop and recommend a series of local standards of provision for different types of open space, sport and recreation opportunity. The following provides a means to gauge people’s willingness to travel to use different types of opportunity (which might be by car, foot, bike, public transport). Where appropriate, these results will feed into the determination of the “access” element of local standards.

In looking at the travel times in the first set of charts below it should be noted that these do not specify the mode of preferred travel (this is covered by the next set of charts).

Where households make use of the opportunities identified 65% users are prepared to travel up to 15 minutes to use some facilities such as specialist indoor sports facilities. 18% of these would travel up to 20 minutes and 12% more than 20 minutes.

In the cases of swimming pools and sports leisure centres 59% users are prepared to travel up to 15 minutes to make use of such facilities. For swimming pools 29% would travel up to 20 minutes. For sports/leisure centres 23% would travel up to 20 minutes. Only around 7% of users would travel for longer than this to use such facilities.

In contrast, for significant numbers of residents, some indoor facilities need to be much more locally accessible before they will be used. For example, 64% of users of village halls and community centres would not wish to travel for more than 10 minutes, of which 24% would expect to travel for 5 minutes or less.

It is clear from the above that for both indoor and outdoor facilities there is great variance in respondents’ apparent willingness to spend time travelling to different types of opportunity. In drawing up the “access” element of specific local standards for different kinds of open space/facility it is clearly very important to take careful note of all of these findings (combined with the preferred mode of travel options discussed below). In relation to indoor sports and recreation facilities respondents are more likely than not to drive to all facilities except village halls and community centres; most notably in the cases of specialist sports facilities (64%) and swimming pools (59%).

Walking is the preferred mode of travel for a clear majority of respondent households accessing village halls and community centres (63%).

For a small but significant minority access by cycling is important. For example, 8% prefer to cycle to their local sport/leisure centre, gym, and specialist indoor sports centre. 4% make use of the bus/other transport mode to visit and specialist indoor sports facility.

It is not of course surprising that in broad terms walking is the predominant mode of travel to facilities such as local parks, children’s play areas, recreation grounds, and other informal recreation areas. In contrast, motorised transport is more common for larger and more specialised facilities such as swimming pools and leisure centres which may be some distance removed from many potential users. It is however of great importance when it comes to drawing up the access element of local standards in terms of whether access thresholds should primarily be provided in terms of walking, cycling or drive times.

1.6 Key Issues and priorities for improvement

Households were also asked what their priorities for improvement in provision were. Findings are illustrated on the table below. Respondents were asked to rate the need for new or improved facilities by indicating priorities at three levels – high, medium or low.

For indoor sports and leisure facilities in general, fewer households highlighted high priority needs. Improvements to swimming pool provision gained the highest proportion of high priority ratings (29%) along with an additional 30% of medium priority ratings.

Following this, improvements to sport and leisure centres were rated as a high priority by 23% with an additional 40% of medium priority ratings.

1.7 Kind of Improvement Needed

Associated questions asked households to indicate whether the kind of priority need was primarily for more facilities, improved quality of existing, or improved access. In relation to the priorities noted above these findings are shown in the charts below:

 In general, for all the typologies of indoor sport and leisure facilities (other than specialist facilities) more households highlight the primary need being improvements to existing facilities rather than for additional facilities/improved access.  For specialist indoor sports facilities nearly twice as many respondents suggest that the primary need is for additional facilities (45%) rather than improvement to existing facilities (25%); but this category also has the highest proportion of responses indicating no improvements needed (27%).

In relation to built facilities varied needs were identified by the different parishes ranging including village hall improvements, additional space, indoor bowls, youth club space, sports halls and swimming pools. Specific points highlighted are noted below.

Caterham Valley Soper Hall and the Miller Centre. The village hall needs refurbishment and some investment in upgrading the facilities. If this was done it would be more attractive and would be used more often as the location is Crowhurst fantastic. Also, the car park is too small for larger events, cars end up being parked on the road, which is very dangerous as cars drive very fast. The current facility is heavy utilized and additional Hall space might be used but difficult to Felbridge know whether it would be viable. Horne Horne Parish are in dispute regarding the sale of the Parish Hall Lingfield An indoor bowls facility would be desirable Indoor facility for Youth Club. The Lloyd Hall Management Committee do not allow the Hall Outwood to be used for indoor games such as table tennis, so the Youth Club has now had to close Tatsfield The village Hall is virtually fully booked during term time. Junior sections and links with schools

 Five of the clubs have active junior sections: Tatsfield Badminton Club; Caterham Gymnastics Academy; Sama karate organisation; Girls Attack! Netball club; and Warlingham Squash and Racketball Club.  Five of the clubs have links with schools as noted below: . Oxted Karate - the club is based at Oxted School. . Caterham Gymnastics - we are linked with St. Francis School and would like to gain strong links with more schools, both primary and secondary. Netball - we provide free coaching to several schools in the area and also have strong links with various Tandridge District Schools through long term coaching and sports involvement. . Quality

 The overall quality of facilities the clubs use varies quite considerably. For example Sama Karate and Tatsfield Badminton rate overall quality as being very good. But most other clubs rate overall quality as no better than adequate. Caterham Gymnastics and Tatsfield Martial Arts rate many aspects of their facilities as being poor.  The most common issues of quality are changing and showering facilities which five of the clubs rate as poor or very poor.  Most of the clubs think that the quality of their facilities provides good value for money to their playing membership; and the availability of facilities when needed is good.

Plans, aspirations and barriers for development

Club Facility Plans and aspirations

Would prefer to be in our own area but there are no facilities available for us and we have been searching desperately for years.

We have given a proposal to Caterham Barracks Community Trust in order that we would fund the renovation costs of Phase 2 in exchange for rental of the facility (The Arc) and the cost of the renovation deducted from our rental over the first year or 2. They have refused on the Caterham basis that they want £50k - £70 K per annum in rental!! This is unrealistic and £9k per annum Gymnastics has been offered. We were promised the space 20 years ago and are still desperate for this facility. The trust was set up in order to help provide facilities which would benefit the local community which we would definitely achieve. The Arc is an ideal facility for us and has been sitting empty for 20 years. We have offered to fund and oversee the required refurbishment.

We would like our proposal to be discussed sensibly at Committee level. We are really interested in getting some public netball courts sorted out so we don't have to Girls Attack! rely on schools for their facilities (and their prices). There are no courts we can use that are Netball available outside school premises.

Lingfield Running Considering installing changing facilities/showers but funding and design an issue.

Oxted Karate A proper Dojo to create the atmosphere of the Japanese Martial Arts.

Club Barriers to Development

The main barrier we have is the desperate need for a permanent facility which we can rent for a reasonable cost or even buy for an affordable mortgage cost. We require a larger space that Caterham we can have access to during the day to help the special needs and pre-school requirements Gymnastics and during the evening for school children teenagers and adults and on Saturdays Sundays in order to hold competitions and events which will in turn help to fund raise for better equipment.  Shortage of good quality indoor facilities and a shortage of suitable training facilities. We take part in Regional competitions and our gymnasts need more time to train and a much larger / permanent venue to train in so that we can purchase proper equipment for them to train on. Currently we do not have the space or storage space for the correct equipment, yet Caterham we have still manged to produce Regional Champions. There is a great need for this facility as Gymnastics we are very behind as a region in this sport facility wise! We have the autistic society and brain injury unit and other special needs schools who would love to send their students to improve their quality of life in all areas and help rehabilitate some, but we have to decline every time as we do not have this facility. Girls Attack! We would like to attract more members, provide more community coaching like Team Netball Tandridge. Involve more elderly in Walking Netball and fun team fitness. Oxted Karate We would like to attract more members and open clubs in other areas, schools, towns etc.

Appendix F Sport England Active People and Market Segmentation Analysis

Introduction

The following uses data from Sport England’s Active People and Market Segmentation web tools, and combines it with ONS based population estimates and projections for the local authority. Estimates are produced of current and potential participation levels for individual activities and sports amongst the adult population (16 years and older). The criterion for determining the level of participation using the Active People survey data, is ‘at least 30 minutes for once a week’, for each defined activity.

The ONS data suggests that between 2017 and 2033 the overall District population will increase from 87,451 to 100,454. The adult component of the current population (i.e. 16 years +) is estimated to be 70,840, which is 81% of the total population. The percentage of the projected population that is likely to be 16 years and over is forecast to remain the same at 2033, which will yield an adult population in 2033 of 81,923.

The identified housing need up to 2033 is 9,400 additional dwellings13. Based on an average household size of 2.3, this would generate 21,620 residents living in these new dwellings, of which 17,512 are projected to be adults, based on the above assumptions.

These population figures are used as a basis for the following activity-by-activity comments.

Keep fit and gym activities

The Active People survey data suggests that adult participation in these activities (which also includes aerobics and dance) has fluctuated markedly over 10 years within the District. The highest level was recorded 16.7%, which works out at 11,830 adults.
