REPORT Proposals have been received to establish a Chinese Section Memorial Kiosk and a Chinese Anzac Memorial at the Lawrence Cemetery. This report considers these proposals and seeks feedback from the Lawrence/Tuapeka Community Board (LTCB) on the proposals.

RECOMMENDATIONS

1 That the Lawrence/Tuapeka Community Board receives the ‘Chinese Section Memorial Kiosk Proposal and Chinese Anzac Memorial Proposal – Lawrence Cemetery’ report.

2 That the Lawrence/Tuapeka Community Board agrees/does not agree with the proposals to establish a Chinese Memorial Kiosk and a Chinese Anzac Memorial in the Lawrence Cemetery.

1. Background

The Service Delivery Committee is delegated to monitor activities under the delegated areas of responsibility which includes Cemeteries. However, where we have Community Boards, such as in the Lawrence/Tuapeka area, they are involved in many development and improvement projects such as the proposed projects in the Lawrence Cemetery. These fit within the role of the Community Board in Councils delegation manual as outlined overleaf and as such they are referred to the LTCB for comment. The request may be referred to the Service Delivery Committee for a final decision if required.

There have been a number of developments and projects ongoing in the Chinese section of the Lawrence Cemetery – such as the relocation of older burials from adjacent and offsite locations.

Proposals to construct an Information Kiosk and an Anzac Memorial have been received and these are attached.

Adrienne Shaw will be in attendance to speak to this item.

2. Discussion

Due to the proposed projects being development projects at a public cemetery it is appropriate for these to be considered by the Lawrence/Tuapeka Community Board. This should take into account other projects that are underway in the area and any perspectives from the wider community on the proposals.

The initial response to the proposal was not a unilateral no as suggested in the attached correspondence. The response suggested that a proper process be followed and that the proposal be considered by the LTCB as representatives of the community and having been involved as a community board in cemetery projects for many years.

1 LAWRENCE/TUAPEKA COMMUNITY BOARD MINUTES The minutes of the meeting of the Lawrence/Tuapeka Community Board held on 27 January 2021 were presented for the Board’s confirmation.

2 WORK IN PROGRESS The Service Delivery Administrator submitted a report that updated the Community Board on progress in relation to issues that had been raised at previous meetings.

2.1 Gabriel’s Gully Walkway Agreements have been drawn up and sent to Chairman and Councillor Foster for comment. Members are to look at what signage is required before deciding on stiles versus gates.

2.2 Extension of Cycle Trail Grading up to the first tunnel has been completed. The big tunnel is almost open. There is still quite a bit of work to be completed to finish the trail to and the trail may not be completed prior to the end of the year.

2.3 Peace Garden The oak tree will be removed by Powernet when they are next in the area. The working bee will take place once it is cooler.

This item will stay on the WIP until completed.

2.4 Hospital Creek/Wetherstons Creek There is a maintenance programme for Hospital Creek. Wetherstons Creek is owned by ORC and requires maintenance. The Community Board will contact the contractor to arrange this.

2.5 Steep Street Domain The picnic setting has not been made. This will be an autumn project.

2.6 Tuapeka Transport Ltd – Transfer Site and Entranceways This was covered in the Service Delivery Update report.

2.7 Boarded up Shop – Ross Place No comment was made on this item.

2.8 Speed Limit Reviews This is to stay on the WIP until the speed reviews have been completed in 2021.

2.9 Sale of Unused Council Land To stay on the WIP for LTCB decision in conjunction with community plan.

2.10 Zig Zag Track Maintenance The Community Board will need to look at making a submission to the LTP to include funding for this community project.

2.11 Zone 6 Community Boards Conference Gore – 22-24 April 2021 Councillor Foster, Suzanne Stephenson and Lindy Chinnery are interested in attending some of this conference.

2.12 Ross Place Planter Boxes L Chinnery has spoken to the shop owners who have agreed to water planter boxes outside their premises. Two of the remaining volunteers will continue to monitor and water any planter boxes needing attention.

2.13 Lawrence CHU Picnic Setting L Chinnery declared a conflict. The Committee is to connect with Bernadette. An alternate option is to use posts and a sail cloth

3 SERVICE DELIVERY UPDATE

The Group Manager Service Delivery submitted a report on activities in respect to the Service Delivery Department.

The Chief Executive advised that Henri van Zyl has been appointed as Transportation and Facilities Operations Manager. He is also responsible for parks and reserves. Henri will attend a community board meeting in the future.

The following items were discussed:

• The provision of rubbish bins for Motor Caravan Assn members.

• The Waste Minimisation Officer will run a 2.00pm workshop prior to the next community board meeting to confirm what can and cannot go into the transfer station.

7 MAYORAL UPDATE His Worship the Mayor Bryan Cadogan gave a verbal update on the following – • LTP Process • Soapbox sessions about to start. • District valuations 70% difference between top and bottom due to urban and rural valuations, putting pressure on rates increases in urban areas. • Three waters reform. • Jobbortunities. • Ruth Ratclifffe working on a play in April with drug and alcohol dependent prisoners on remand.

REPORT

1 Transportation & Facilities

1.1 Metalling and Grading

The metalling and grading of the network is a priority at the moment in preparation for the winter. The aim is to have the right amount of metal on the roads to have enough bearing capacity and not to get slushy and slippery. The cleaning of water tables and drains is also part of the activities ongoing at the moment.

Work is programmed to stabilise and level two slips on Ardrossan Street.

1.2 Road Safety

Staying Safe Courses for April are getting underway, with a few registered but will need to double the numbers for the courses to go ahead. So far we have 1 for Lawrence and 4 for and we need at least 10 in each area, 5 for Balclutha and 7 for Milton with 15 required in these two towns.

Street Smart is underway on 29 April at Teretonga for Young Drivers to learn some new skills.

The Right Track has begun its 3rd cycle in for recidivist offenders. This goes for 9 sessions with the 3rd session this Wednesday night at Dunedin Central Fire Station.

Lawrence/Tuapeka Community Board – 14 April 2021 Service Delivery Update 52 Road Safety Week is on the week of 17 May. With the Balclutha Police we are putting out a colouring competition for juniors, a Design a Road Safety Poster for middle school and hopefully a 30 second safety advert or poster design for high schools. We are also hoping to display the winners and some road safety messaging/information at a display at the Elizabeth Street Plaza in Balclutha on the Wednesday of Safety week.

2 Greenspace The damaged picnic table in the Lawrence Playground has since been replaced with a more durable table.

3 Three Waters

3.1 Lawrence Wastewater Treatment Plant As part of the stimulus funding, the design and procurement works has been ongoing for the following:

• Inlet Screen to the Oxidation Pond;

• Baffling in the Pond to increase the residence time;

• Fencing around the Pond.

ORC have conducted the audit – Site generally maintained to the standard and received positive comments. There are some long-term maintenance issues have been highlighted which is already being addressed.

3.2 Development Plans for Greenfield Borefield Progressing Two full production test bores will now be drilled, one at the existing /Pomahaka Bore field and the other to the North of Allan Grange road. Beca is providing a bore and wellhead design and a drilling contractor is currently being organised for this work.

3.3 Capital Work The Gabriels Gully pump station will now be completed in June.

The new section of sewer main on Campbelton Street and across the State Highway will now occur in April.

3.4 Commercial water metering Contractor is currently installing meters with backflow preventive devices at the commercial properties.

3.5 Lawrence Transfer Station After further consultation with RTL, the roading team and WasteCo, the proposed location now will be opposite to Solway street in the RTL Transport yard.

4 Community Housing – Bernadette The Community Housing units in Lawrence continue at 100% occupancy with no change in tenancies. All Lawrence CHUs will have new locks installed in early April with a master key being held at the Lawrence Service Centre/Library.

5 Service Requests There have been 3 service requests lodged by Community Board members since the last meeting on 3 March 2021.

These were for Roading (1), Greenspace (1) and Kerbside (1) with 2 complete and 1 received.
