Minutes of an Ordinary Meeting of Sitlington Parish Council held at St Luke’s Church Hall, Overton on 5 September 2017 at 7.15pm Present: Councillor M Strong (Chair), Councillor T Allott (Vice Chair), Councillor R Aspinall, Councillor W Newsome, Councillor A Shaw, Councillor A Balmforth, Councillor S Tyrrell, Councillor F Cronin and Councillor A Crow In Attendance: Parish Clerk (Mrs S Earnshaw) PC J May, Police Safe Scheme Parish residents: One The meeting was preceded by the opportunity for parishioners to put forward comments to the Parish Council. 17/57 Welcome and apologies The Chair, Councillor Strong, welcomed everyone to the meeting. Councillor M Whelan and Councillor W Newsome had submitted their apologies and the reason was accepted by Council. Apologies from District Councillor Binns and District Councillor Barker were also noted. 17/58 Declarations of Interest and Dispensations Councillor Cronin and Councillor Shaw declared an interest in Agenda Item 7 (Grant applications). 17/59 Public Admissions to Meetings Act (1960) There were no items that would require the public or press to be excluded. 17/60 Minutes of the Ordinary Parish Council meeting held on 4 July 2017 It was proposed by Councillor Newsome, seconded by Councillor Allott and resolved that the minutes of the Parish Council meeting held on 4 July 2017 be accepted. 17/61 Sitlington Development Group meeting – 4 September 2017 The notes from the Sitlington Development Group meeting held on 4 September 2017 were accepted. It was proposed by Councillor Shaw, seconded by Councillor Allott and resolved that the following recommendations be approved: • Clerk to report fly tipping at site identified • Clerk to request instances of fly tipping in the Parish from Wakefield Council • Clerk to investigate cost of notices relating to commencement of work on “Phase 1” at Emroyd Common • Approval be given to employ a suitably qualified person for strimming under powerlines and within the “triangle” area 1 3 October 2017 CHAIR • Clerk to liaise with Councillor Aspinall and Groundworks to arrange a start date for Phase 1 • Clerk to liaise with Councillor Aspinall regarding publicity for the SUEZ Communities Trust grant award. • Councillor Aspinall updated members present on the Phase 1 work currently being undertaken by Groundwork at Emroyd Common. The Clerk was asked to identify and make contact with the utilities on the “triangle” area at the junction of Sandy Lane and the A642, with regard to the proposed Memorial. 17/62 Finance 17/62.1 It was proposed by Councillor Balmforth, seconded by Councillor Aspinall and resolved that the minutes of the Finance Committee meetings held on 25 July 2017 and 29 August 2017 be accepted and that payments made in July 2017 and August 2017 and to date in September, as per the payments schedule, along with all receipts, should be accepted. 17/62.2 The budget monitor for the year up to 31 August 2017 was noted. Councillor Cronin and Councillor Shaw declared an interest in the next item and did not take part in discussions. 17/63 Grant applications It was proposed by Councillor Newsome, seconded by Councillor Crow and resolved that the grant applications as follows be approved: Friends of Netherton Village Hall - £85 – Local Government Act 1972, S144 Middlestown Ladies Guild - £150 – Local Government Act 1972, S137 17/64 To receive reports, if any, from members attending meetings of the follow outside bodies and also consider any events or activities by these organisations which could be included in the Chair’s monthly article in the Wakefield Express: 17/64.1 Management Committee for the “Coxley Project”, the Education Resource Centre and Gallery in Coxley Lane (Cllr Tyrrell): Nothing to report. 17/64.2 Denby Grange Miners Welfare Scheme Committee (Cllr Cronin/Cllr Allott). Councillor Cronin reported on the current use of the facilities and submitted information on the receipts and payments from 1/1/17-4/9/17. There is a Bollywood Night on 18 October to raise funds. Tickets are £18 each. 17/64.3 Local Liaison Committee of the National Coal Mining Museum (Cllr Aspinall) Nothing to report. 17/64.4 Thornhill Charities (Cllr Aspinall/Cllr Shaw). Councillor Shaw reported that the Walker & Greenwood Educational Charity is currently making small grants available to university students. There is a forthcoming meeting of the Thornhill Poors Charity. 2 3 October 2017 CHAIR 17/64.5 Wakefield Council Town & Parish Council Liaison Group (Cllr Strong/Cllr Allott). The Clerk submitted a written report on the last meeting. 17/64.6 Yorkshire Local Councils’ Association Wakefield Branch (Cllr Strong/Cllr Crow). Additionally, risk assessment within councils extends to the public funds that they hold and having knowledge of how to apply risk assessment theory to all council risks is an important 4 3 October 2017 CHAIR aspect of council administration It was proposed by Councillor Strong, seconded by Councillor Crow and resolved that Councillor Allott and the Clerk should attend the Cemetery Management training on 20 September 2017. 17/66 To consider planning applications made since the last meeting: 17/66.1 APP NUMBER
