Introduction Background 1.1. In line with its policy objectives, Metro is keen to improve access to the rail network in North and West Yorkshire by investigating the feasibility and financial viability of constructing new railway stations. 1.2. Metro undertook a feasibility review in 2009 that considered the viability of 30+ possible new railway station sites across the North and West Yorkshire region. That study included high-level demand forecasts and a review of each site‟s location in terms of access and potential physical constraints (gradient, track curvature, land availability etc.) 1.3. In the five years since that study was completed, growth on the rail network has continued and there are a number of committed and planned infrastructure schemes across the region that are likely to impact upon the conclusions of the 2009 study. Study Context 1.4. Atkins has worked in partnership with Metro to prepare this updated study into the feasibility of opening further stations at sites across the region‟s rail network. This assessment is a refresh of Metro‟s 2009 work, utilising updated data sources and taking into account new rail projects and development planning proposals which have been committed in the intervening years. 1.5. Sites include those from the 2009 study, but with a number of further locations that have been identified in the meantime. The study provides a current, evidence-based sift of possible new station locations, with a recommendation to take forward further business case development work for a small number of selected sites. Station locations that are assessed to have a low potential, or to have insurmountable constraints are considered not worthy of further assessment unless there is a significant, fundamental change in circumstance in the future. Report Structure 1.6. Site Locations 2.1. 61 locations across North and West Yorkshire were identified by Metro and partners for consideration in this study, as listed in Table 2-1. Sites are grouped based on their location on the rail network. Sites along each line have been considered holistically, within the context of the whole network‟s operations. 2.2. Sites include those reviewed in Metro‟s 2009 study, and new sites which have been identified in the intervening period. 2.3. Plans showing the location of each of site are shown as a part of the Stage 1 assessment results presented in Chapter 3.     An introduction to the The Meanwood Valley has long been celebrated as a ‘green artery’ in Leeds, bringing rural countryside into the heart of the city. In this green corridor is a rich mosaic of habitats, including woodland, lowland heath, meadow, watercourses and ponds. Though much of the valley is readily accessible from local urban areas, it provides an excellent opportunity to experience and enjoy wildlife in often seemingly-remote surroundings. The valley is centred on two watercourses, the topmost being Adel Beck which rises in Bramhope, but which gives way to Meanwood Beck just south of the Outer Ring Road. The becks are home to fish, such as stone loach and bullhead, as well as the native white-clawed crayfish, which is sadly now threatened. Keep your eyes open when walking near the becks and you may be lucky to spot one of our resident kingfishers or otters. Where the becks flow between boulders and within the woodland, the cool, moist conditions provide the perfect habitat for ferns, liverworts and mosses. In contrast, the poor, free-drain - ing soils and open and exposed conditions at Adel Moor are ideal for heather and if you’re particularly lucky, you may spot the com - mon lizards which live here. Small ponds along the valley are also the breeding grounds of frogs, toads and newts, including the protected great crested newt. The woodlands that cover much of the green space in the valley provide wonderful scenes of carpets of ground flora in spring and rich colours in the autumn. Mammals such as roe deer, stoats and several species of bats make the woodland their home, together with a wide variety of bird species, from house sparrows and long-tailed tits to jays, red kites and all three native woodpecker – the great spotted, lesser spotted and green woodpecker.

In a magazine interview (RAIL 897, 29 Jan’2020) Haines had said the scope of TRU could depend on the high-speed rail proposal “Northern Powerhouse Rail” (NPR). The campaigners say NPR is decades away and will not benefit stations on regional routes that desperately need investment now. West Yorkshire Police receive reports of crimes that have occurred following a victim having their drink spiked, crimes such as rape, sexual assault, violence with or without injury and theft. West Yorkshire Police take all offences seriously and will ensure that all reports are investigated.     Barnsley Rail Vision 2018 to 2033 Getting Barnsley on Track Key Messages 1 Barnsley Rail Vision Getting Barnsley on Track Foreword The 1980’s and earlier rail rationalisations were particularly savage in disconnecting Barnsley Dearne Valley and the former coalfield communities of South East Wakefield and the ‘Five towns’ from the direct inter-city and inter-regional rail network. This had the further consequence of those communities being marginalised by subsequent rail investment. Today Barnsley Dearne Valley passengers experience poor rolling stock deployed on routes with low line-speeds and journey times that compare poorly against car travel. The Barnsley Rail Vision is welcomed as setting out a strategy for re- connecting Barnsley and its neighbouring Wakefield and Kirklees communities more directly to inter-city and inter-regional rail services. Delivering the vision will enable the Barnsley Dearne Valley economy – 10th most populous built up area in the Northern Powerhouse – deliver its full potential to both Sheffield and Leeds City Regions and the Sheffield- Barnsley-Wakefield-Leeds growth corridor. We look forward to promoting to key stakeholders full awareness of the rail vision and its importance to the national and sub-national economy and urging them to ensure inclusion of its aspirations in their own infrastructure and operational investment strategies. In particular HS2, Northern Powerhouse Rail, Network Rail and inter- city/inter-regional franchise investment strategies must provide excellent, high quality services linking Barnsley Dearne Valley and its Wakefield and Kirklees neighbouring communities and into the national high speed networks.
