In 1995, the Environment Act provided for a National Air Quality Strategy requiring local authorities to carry out Reviews and Assessments of the air quality in their area for seven specific pollutants. These are; carbon monoxide (CO), benzene, 1, 3-butadiene, nitrogen dioxide (NO2), lead, sulphur dioxide (SO2) and PM10 (Particles under 10μm in diameter). This Air Quality Progress Report concluded the following: Five sites in the town of Lydney exceeded the nitrogen dioxide annual mean objective of 40μg/m3. These sites are within the Lydney Air Quality Management Area, which was declared in July 2010. No other pollutants exceeded their respective annual mean concentrations. There are no other road traffic sources of concern within Forest of Dean District Council‟s administrative area. SYNOPSIS This thesis considers the development of 'provided 1 schooling for working class children in Birmingham between 1781 and 1851. The opening chapters critically examine the available statistical evidence for schooling provision in this period, suggesting how the standard statistical information may be augmented, and then presenting a detailed chronology of schooling provision and use. The third chapter is a detailed survey of the men who were controlling and organizing schooling during the period in question. This survey has been made in order that a more informed examination of the trends in schooling shown by the chronology may be attempted. The period 1781-1851 is divided into three roughly equal periods, each of which parallels a major initiative in working class schooling; 1781-1804 and the growth of Sunday schools, 1805-1828 and the development of mass day schooling through monitorial schools, and 1829- 1851 and the major expansion of day schooling.

    LETTERS FROM A YOUNG PAINTER ABROAD: JAMES RUSSEL IN ROME, 1740-63 by JASON M. KELLY INTRODUCTION AMES RUSSEL was an English artist and antiquary who lived in Rome between 1740 and 1763. At one time he was among the foremost ciceroni in Italy. His patrons included Richard Mead Jand Edward Holdsworth. Andrew Lumisden, the Secretary to the Young Pretender, wrote that Russel was his 'ingenious friend' .1 Despite his centrality to the British Grand Tour community of the mid-eighteenth century, scholars have virtually ignored him. Instead, they favour his fellow artists, such as Robert Adam and William Chambers, and other antiquaries, such as Thomas Jenkins, James Byres and Gavin Hamilton.2 Nevertheless, Russel's career gives insight into the British community in Italy at the dawn of the golden age of the Grand Tour. His struggles as an artist reveal the conditions in which the young tyros laboured. His rise to prominence broadens what we know about both the British and Italian artistic communities in eighteenth-century Rome. And his network of patrons reveals some of the familial and political connections that were neces­ sary for social success in eighteenth-century Britain. In fact, the experience ofJames Russel reveals the importance of seeing Grand Tourist and expatriate communities as extensions of domestic social networks. Like eighteenth-century sailors who went to sea, these travellers lived in a world apart that was nevertheless intimately connected to life at home.3 While many accounts of the Grand Tour mention Russel in passing, only Frank Salmon and Sir Brinsley Ford have examined his work in any detail.4 Part of this is due to the fact that his artistic output was relatively small.
