Welcome to the Tetbury and Tetbury Upton Neighbourhood Plan. The Tetbury Neighbourhood Plan Working Group have carried out a huge amount of work to produce this Neighbourhood Plan which encompasses all the key planning issues that will affect the town in the future. Neighbourhood Plans are a new type of planning document following on from The Localism Act (2011) which introduced Neighbourhood Development Plans as policies that focus on local planning and give communities the opportunity to become involved in their future. For some years now Tetbury has been discussing what shape the town should take into the future, ‘Planning for Real’ was probably the first public consultation that gave townspeople the opportunity to describe their forward vision and following this there have been a number of public consultations and workshops that have contributed to the content of this plan. Discussions have also taken place with planning professionals, landowners, developers, local organisations, local health professionals, neighbouring parish councils and the District Council. The proposals that result from these discussions are in this document and they will determine the way that our town can develop into the future. The Tetbury community now has a chance to approve the plan in a referendum. Tetbury Town Council is very grateful for the huge amount of work carried out by the Neighbourhood Plan Working Group without their commitment and dedication we would not have such a quality document that reflects joint working between many local organisations and the community consultations.

In 1995, the Environment Act provided for a National Air Quality Strategy requiring local authorities to carry out Reviews and Assessments of the air quality in their area for seven specific pollutants. These are; carbon monoxide (CO), benzene, 1, 3-butadiene, nitrogen dioxide (NO2), lead, sulphur dioxide (SO2) and PM10 (Particles under 10μm in diameter). This Air Quality Progress Report concluded the following: Five sites in the town of Lydney exceeded the nitrogen dioxide annual mean objective of 40μg/m3. These sites are within the Lydney Air Quality Management Area, which was declared in July 2010. No other pollutants exceeded their respective annual mean concentrations. There are no other road traffic sources of concern within Forest of Dean District Council‟s administrative area.     ‘The Battle for May Hill’ by Marion Shoard Published in the Newsletter of the Friends of the Dymock Poets, Issue no. 59, Summer 2013 May Hill is probably the most important geographical feature for the Friends of the Dymock Poets. The poets derived their inspiration from the countryside around them. As they walked and talked together along the field paths and lanes, they constantly got their bearings from that unmistakable, reassuring upturned saucer with its fuzz of pines atop – May Hill. As Edward Thomas recalled in his essay about the Dymock country, ‘This England’: ‘Again and again we saw, instead of solid things, dark or bright, never more than half a mile off, the complete broad dome of a high hill six miles distant, a beautiful hill itself, but especially seen thus, always unexpectedly, through gaps in this narrow country, as through a window’. Several FDP walks have taken in May Hill, where members have read aloud ‘Words’, the delightful poem which Edward Thomas composed from its slopes while on a cycling trip with John Haines, the Gloucester solicitor and amateur botanist who joined the poets on many of their walks-talks. In view of this connection, when FDP member Alexander Maltby, who lives on May Hill, contacted the FDP about a plan to build a five-bedroom mansion on an isolated site on its slopes, the committee was concerned. Alas, we do not have the capacity to check every planning application, so we can deal only with selected cases. Barbara Davis and I were the first committee members to go and visit the site, and this is the submission which Jeff Cooper, our chair, sent in on behalf of the FDP to Forest of Dean District Council, which will grant or withhold planning consent.
