2019/2020 - 87 2019/2020 - 87 Minutes of the Meeting of the Parish Council held on the 15th October 2019 at the Village Hall, Great Barford. Councillors present: Graham Pendrey (Chair), David Garrard, Duncan Edgar, Derrick Folbigg, Ann Lovesey MBE, Peter Ward, Di Ames, Tim Wood, Stuart Southall Apologies: Noreen Byme, James Rudgley In attendance: Councillor Stephen Moon, Councillor Phillippa Martin-Moran-Bryant Clerk: Joanne Lee MINUTES 1. Receive and approve apologies for absence Noreen Byrne, James Rudgley 2. Declarations of interest in any matter - being prejudicial or personal. To consider the granting of any dispensations. None 3. Confirm the minutes of the following meetings: Full Council Meeting _17th September 2019 Planning Committee _1st October 2019 Highways Committee - 1st October 2019 Parks and Open Spaces Committee _1st October 2019 Allotments Committee - 1st October 2019 Finance Committee - 1st October 2019 Public Participation - Standing Orders will be suspended for a period to allow members of the public to address the Council 4. Highways 4.1 Discuss and agree revised design plans for 59 High Street and possibly agree a new location. The comments from Bedford Borough Council after the initial design investigations were indicating that due to a number of issues this would lead to a significant increased in cost and could exceed £100,000. This was discussed and agreed this was too expensive. The Parish Council agreed that the possibility of extending the path outside 59 High Street so the crossing could be lined up with the path opposite should be investigated. Action Clerk to contact Bedford Borough Council with Parish Council suggestions. 4.2 Discuss and agree a local resident's request to reinstate double yellow lines outside 6 High Street. .. 1 C~,f? Irutia : :. 201912020 - 88 The Parish Council discussed and agreed that the double yellow lines should not be reinstated outside 6 High Street as these were necessary for Post office customer parking restrictions. It was agreed that the current parking bays were the most suitable parking option. Action Advise resident of the Parish Council's decision. 4.3 Discuss and agree the New Proposed waiting restrictions for New Road, Great Barford. The Parish Council discussed and agreed that the new proposed waiting restriction plans were acceptable. Action Clerk to contact Andrew Prig more to advise that Great Barford Parish Council have accepted the new proposed waiting restriction plans and to add that the Parish Council presume that this will mean installing 1 or 2 columns with no waiting signs. 4.4 Discuss and agree to go ahead with the parking plan both sites for Willoughby Close and Huntsfield Parking Consultation. Great Barford Parish Council discussed and agreed that the parking plans for no verge parking for both sites of Willoughby Close and Huntsfield Parking should go ahead. Action Clerk to contact Andrew Prigmore to advise him of the Parish Councils decision. 5. Borough Councillor Report See Appendix 1 6. Clerk's Report. See Appendix 2 7. Police report. 8. Neighbourhood Plan update. See Appendix 3 9. Discuss and agree the purchase of a second laptop for the new Clerk. The Clerk gave 3 quotes (Appendix 4) for viable laptops along with storage/file sharing ideas. It was discussed and agreed that a budget of £1000 should be given to the Clerk to purchase 2 laptops (one for each Clerk), licences, Office package, storage/file sharing and if possible a separate stand alone screen. It was agreed to apply for ward funding towards this cost. It was discussed and agreed that a specification was required. Action Clerk to agree a specification and purchase 2 laptops, licences, office package, storage/file sharing and if possible a stand alone laptop within the £1000 budget given to spend by the Parish Council. Action To contact Stephen Moon to request ward funding towards the purchase of new laptops. 10. Discuss and agree comments of the site inspection from the Parks and Open Spaces Committee councillors for clearing any rubbish and overgrown brambles in the Willoughby Community orchard. The Clerk advised the councillors of Councillor Byrnes suggestions regarding the Community Orchard. The Parish Council discussed and agreed that the "Orchard" name should be removed 0 Initial: ...~. < 2019/2020 - 89 as this was not considered an orchard area. It was agreed that the brambles should be weed- killed, dug out to remove all the rubbish and brambles and then reseeded with grass. Action Clerk to ask Russell to weed-kill the brambles, dig out the remaining brambles and rubbish and reseed the Willoughby Close area. 11. Discuss and agrees suggestions from Councillors for where the mixed tree saplings will be planted around the village from the tree application. The Parish Council discussed and agreed that a small working party (Councillor Ames, Councillor Southall, Councillor Edgar and Councillor Wood) would itemise where the trees would be planted in the village. Several areas were considered including Willoughby Close, Village hall along the notice board side, Garden for Remembrance and the footpath leading to the graveyard. Action The small working party will itemise where the trees should be planted and advise the Parks and Open Spaces committee of their findings. 12. Discuss and agree quotes for cutting back the conifers both ends of Jubilee Play area, removing the inner hedge along Birchfield Road and trimming the outer hedge (approximately 100m long) and trimming the bushes in Fishers Close. and trimming the allotment hedge. The Clerk advised the Parish Council of Mark Hall and Russell Harley quotations (Appendix 5). The Clerk explained we were still awaiting quotes from Angus Lammie and Tony Alien. The Parish Council discussed and agreed that the power to decide which quote to be accepted could be made by delegation to the Parks and Open Spaces Committee at the next Committee meeting. Action Clerk to chase quotes from Angus Lammie and Tony Alien. Action Clerk to put on the next Parks and Open spaces to present all quotes to the Committee for them to discuss and decide by delegated power which quotes would be accepted for each area. 13. Discuss and authorise payment from Cll funds of the Morelock Speed mobile device before delivery. The Clerk explained that Morelock would require payment for the mobile speed device and then they will delivery the item once payment had been received. The Parish Council discussed and agreed that payment could be made to Morelock to purchase the mobile speed sign and that the sign would be delivered after payment had been received by Morelock. Action Clerk to raise payment and send to Morelock for the mobile speed device and to chase the delivery of the mobile speed device. 14. Discuss and agree the possibility for a grant for start-up/support costs for starting up a new running club for Great Barford and surrounding areas. The Parish Council discussed and decided to refuse the grant to start up a running club. The Parish Council felt that this would not be solely for the use of Great Barford residents. It was agreed that there were other ways the running club could request funding including Lottery, Sports England and approaching other running clubs to obtain advice regarding support. Action Clerk to contact the running club to advise that the grant had been refused and to suggest other possible venues for them to explore for funding. 15. Website - to receive any items for content. .. 1 GJ:~ Iniua : : 2019/2020 - 90 Clerk reminded all Councillors to send in their small descriptive paragraph about themselves and a photo to be put on the Parish website and next edition of the Bugle. 16. Correspondence report and information in relation to business from previous meetings. For information only. See Appendix 6 17. To approve and authorise invoices received - (councillors will receive a copy of invoice payments at the meeting). See Appendix 7 Appendix 1 Great Barford pc: Update from Borough Councillors Stephen Moon and Phillippa Martin-Moran- Bryant - October 2019 New Junction on Bedford Road Many residents have expressed concern at the proximity of the new junction on the Bedford Road to the Cuckoo Brook bend. The junction will serve the expanded gravel pits. There is no doubt that when in use the lorries using it will, if turning in, impede traffic coming round the bend and, if leaving the site to go up the hill, attract tailbacks to the bend which will not be seen by drivers entering the bend. From comments that have been made the Borough Traffic Engineers understand either the volume or speed of traffic on this road. The Borough has now promised that there will be a Safety Audit to see what remedial steps might be taken but it does seem that, once again, they have relied on a "desk-top study" rather than any direct observation or local knowledge Bedford Town Centre Bedford High Street has been awarded a £2m grant as part of the Government's 'Historic High Streets' initiative. This will enable the improvement of shopfronts and buildings on the High Street and the adjacent roads (namely Mill Street, Lime Street and Lurke Street) and public realm works on Silver Street. Bedford has also been invited by the Government to bid for £25m of the £3.6bn 'Towns Fund' to improve economic growth. Further details are awaited from the Council as to the scope of its bid. Proposals should relate to 'transport, broadband connectivity, skills and culture.' Railways: East-West Rail and Wixams The preferred route for the East West Railway line is due to be announced very soon, the exact date is not known. All but one of the route options will pass close to Great Barford but are unlikely to C;;..0 Initial: .

    Wilshamstead Parish Council Wixams Parish Council Bedford Borough Councillor Report: 1. Coronavirus in Bedford Borough As of 11th November there have been 2673 cases of Coronavirus in Bedford Borough with 43,033 individual tests. This is a positive test rate of 6.2%. In the preceding 7 days there had been 211 new cases of Coronavirus in the Borough. During the last month, there was a spike in case in Wilshamstead ward, with 12 cases for the week ending 28th Oct and 20 cases during the week ending 4th Nov after having been below 3 cases the week before that. In the weekly Borough produced figures, only wards with 3 or more cases are shown, as it is believed that if you show the number of cases when it's lower than 3, the individuals might somehow be identified - I'm not convinced of the logic on this, but that's what the Mayor tells me at his weekly briefings. I phoned the Mayor when the Wilshamstead numbers went to the top of the Borough list and he then arranged for the Borough Chief Officer for Public Health to contact me to give it some context. Whilst the conversation was in confidence and I am unfortunately unable to disclose specifics, I can tell you that I am confident and satisfied that the appropriate authorities and agencies are dealing with the Wilshamstead ward cases and there has been a drop to 9 cases in Wilshamstead ward for the week ending 11th Nov. I am sorry that I cannot be more specific than that, but I hope you understand the reasons why.

    BEDFORD 80 CLOSED ROAD CYCLE EVENT SUNDAY 19TH JUNE 2016 FORMAL DESCRIPTION FOR LITTLE STAUGHTON PARISH COUNCIL Number of riders and organisation Maximum 2,500. The entrants will be required to cycle at a minimum speed of 12mph. All entrants advise us of expected speeds at the time of entry, allowing suitable groupings to minimise road closure. All riders will be expected to register at the Pilgrim Centre on the day before the event. The event is being organised in accordance with the guidelines of, and with the assistance of British Cycling who are also insuring the event. Route The route starts at Bedford Park gates and De Parys Avenue, before going down the High Street, along the Embankment, up Bushmead Avenue left onto Goldington Road, and onto Kimbolton Road. From there it exits Bedford Town via Cleat Hill before heading out to Ravensden, Wilden, Colesden, Great Barford, Colmworth, Little Staughton, Pertenhall, Swineshead, Risley, Keysoe, Thurleigh, and then back down into Bedford on the Kimbolton Road finishing on Park Avenue. All of these points are shown on the enclosed maps. Reason for a Closed Road Event Whilst the current increase in participation in recreational cycling is evident, there is also an large increase in the amount of events nationwide. Few of these are closed road. For the participants a closed road event offers a safe opportunity to be able to measure their abilities against others through timing devices. The Bedford 80 will, as with the other closed road events, be a timed event, where riders will be able to see the time taken to complete the course.
