It combines a historic town centre, former village communities, modern housing areas and a diverse range of employers with parks and open spaces which extend right into the heart of the town. It is an environment of which we are proud. Almost thirty years ago Northampton was designated a new town and under the auspices of the Development Corporation, Northampton expanded significantly through the implementation of the Northampton Master Plan. The momentum of growth remains, but it is important to ensure that future development adds to the quality of the environment in Northampton. The adopted Local Plan forms the basis for all decisions relating to land use within the Borough. It reflects many comments and representations made during its preparation as well as taking on board the recommendations of a Planning Inspector appointed by the Department of Environment following a Public Inquiry into remaining objections. The Plan aims to guide the further expansion of Northampton. It seeks to conserve important open spaces, encourage a balanced mix of residential, business and leisure development and promote good sustainable transport initiatives. In essence it seeks to produce an environment which enhances Northampton for the benefit of all. In conclusion, I wish to pay tribute to the late Councillor Roger Alder who steered the Plan through the majority of its stages as chair of the Planning Committee.

For those who want to know a little more about the Made Plan and how it fits into the planning system, the following summary may be helpful. Neighbourhood Plans are part of the new planning system, which was introduced by the Government under the Localism initiative. This was to give people a greater say about the location and scale of development in the area and to help to protect valued landscape and community assets. They can establish general planning policies for the development and use of land. The Neighbourhood Plan forms part of the Local Development Plan for the local authority and will be used to consider planning applications. The Made Plan can influence the choice of sites and the design and layout of new housing; Neighbourhood Plans cannot propose less development than in the approved Local Plan and must reflect national planning guidance.

Estimated current Northamptonshire resource 3ha (Harlestone Firs) and small patches of heather in other locations Progress towards BAP targets 2008–2015 No loss of key sites Lead partner Wildlife Trust Habitat description Lowland heathland occurs below 300m altitude on nutrient-poor, free-draining acidic soils where rainfall is below average. Vegetation is characterised by heather, dwarf gorses and cross-leaved heath. Heathland often occurs in a mosaic with acid grassland, wet bog and scrub. Together they form a broadly open landscape of dynamic habitats, undergoing significant changes in different successional stages. These different stages often co-occur within a site. In Northamptonshire heathland includes the NVC community H1. Lowland heathland is currently found only at Harlestone Firs/Dallington Heath. There may be limited opportunities for some lowland heathland creation alongside acid grassland sites in the Daventry area but suitable soils in Northamptonshire are extremely limited in extent. Heather (Calluna vulgaris) occurs on a few other Local Wildlife Sites. Heathland patches must be at least 30ha to be sustainable. This should be the ultimate target for Northamptonshire’s only remaining area of heathland at Harlestone Firs. Main issues and threats • Tree and scrub encroachment and the simplification of vegetation structure due to a lack of conservation management such as light grazing or controlled burning • Fragmentation due to development, e.g. housing and road construction • Disturbance to and predation on ground nesting birds, reptiles and other fauna from human activity and domestic pets • Repeated arson • Conversion to conifer plantations Northamptonshire Biodiversity Action Plan 2015–2020 66 Habitat Action Plans ● Lowland heathland General strategy • Extend and link remnant patches of habitat.

Following further consultations on the scope of the study, Ove Arup and Partners (Arup) were appointed in March 2002 to undertake the Northampton Multi Modal Study (NMMS) on behalf of Northamptonshire County Council (NCC), Northampton Borough Council (NBC) and English Partnerships (EP). 0.1.2 To deliver the vision, the aims of the study focused on: ‘the identification of the most cost effective, affordable, safe and environmentally acceptable measures to reduce the impact of current and future travel demand, particularly by providing real alternatives to car use, given the need to maintain and increase the area’s vitality and competitiveness when compared with its neighbours and taking into account future regional land use development scenarios.’ 0.2 Context 0.2.1 A thorough understanding of the existing transport problems in the study area and their causes was vital to the development of an effective transport strategy.
