Location of Key Facilities and Services Date: 07 September 2020 Ref: SEE/dc/ITM16083-003A R Land to the North West of Buckton Fields Framework Residential Travel Plan SECTION 1 Introduction 1.1 The Buckton Fields site is located within Daventry District but on the northern edge of Northampton, located south of Brampton Lane and between A5199 Welford Road to the west and A58 Harborough Road to the east. 1.2 The site as a whole has outline planning consent (reference DA/2011/0666) which was approved in November 2018 for: “mixed use development company comprising up to 1,050 dwellings (C3), B1 employment, residential care home (C2), park and ride facility of up to 500 spaces, local centre (A1/A2/A3/A5), primary school, public open space and associated highways and drainage infrastructure.” 1.3 The eastern part of the site, known as Buckton Fields East, received an outline approval in 2011 and is now largely built out. Of the remainder of the outline (known as Buckton Fields West), the part south of the site spine road (connecting Welford Road with Brampton Lane) has a detailed consent. 1.4 Northamptonshire County Council (NCC) controls the remainder of the Buckton Fields West site, north of the spine road and to the west of Buckton Fields East. This is known as ‘Land to the North West of Buckton Fields’. The location of this site is shown in Appendix A. 1.5 Within the consented outline, the part of the site controlled by NCC was to accommodate residential uses (294 dwellings including 79 above the local centre), 1.5ha of B1 employment use, a 0.5ha site to accommodate care facilities and a 1.6ha park and ride site. 1.6 NCC now wishes to re-plan the part of the site under their control to include the following: i Additional residential development of up to 85 dwellings. ii Reduction in the employment area to 1.0ha of B1 uses. iii Removal of the Care Home facility. iv Removal of the park and ride facility. 1.7 A masterplan of the re-planned site is included in Appendix B. NCC will aim to secure the change in uses through the submission of a planning application to Daventry District Council. Date: 07 September 2020 Ref: SEE/dc/ITM16083-003A R Page: 1 Land to the North West of Buckton Fields Framework Residential Travel Plan 1.8 For the purposes of assessing the potential impact of traffic from the development, the figures of up to 94 dwellings and 1.1ha of employment have been used. These are based on the development of the site without meeting the Policy CW2 requirements for public open space. Whilst these figures were used for assessment purposes they would exceed the figures of up to 85 dwellings and 1ha of employment land in the description of development. The assessment of the traffic impacts of the greater number of dwellings and employment land makes the conclusion of the Transport Assessment and Framework Travel Plan more robust. 1.9 Residential Travel Plan(s) will be developed in full for the Land to the North West of Buckton Fields development prior to occupation of the first dwellings, other than those at Buckton Fields East. The implementation of the full Travel Plan can be controlled by a suitably worded planning condition. This framework sets out the aims and objectives that will guide the development and implementation of the final Travel Plan and indicates the measures that will be included. Proposals for monitoring the Travel Plan are outlined and a summary action plan established. This Framework Travel Plan is consistent with the framework document produced for the full Buckton Fields development. Date: 07 September 2020 Ref: SEE/dc/ITM16083-003A R Page: 2 Land to the North West of Buckton Fields Framework Residential Travel Plan SECTION 2 Aims, Objectives and Benefits 2.1 This FTP includes the following principal aims: • To promote and encourage active and sustainable travel behaviour by residents of and visitors to the site; and • To reduce single occupancy trips and thereby minimise the traffic impacts of the development. 2.2 The following objectives are proposed to achieve the aims of the Travel Plan: • Minimise the total travel distance travelled by residents through the reduction of journey lengths and frequency – particularly single occupancy car trips. • Reduce the reliance upon the private car and improve awareness and usage of alternative modes of transport. • Promote car sharing, walking, cycling and public transport as safe, efficient, affordable alternatives to private cars and highlight the health and environmental benefits of using sustainable travel modes. • To enable people to make more informed and therefore better travel choices. • To improve the environment across and around the development site, including improved air quality, by introducing measures to enhance the environment and by reducing car use (and infrastructure to accommodate EVs will be included where appropriate). 2.3 The measures outlined in this FTP have been designed to achieve these aims and objectives. The development is located to offer the opportunity to maximise the use of sustainable travel modes and provides a mix of land uses on the site, offering the potential for trips to be captured within the site, thereby reducing the need to travel off-site. 2.4 There are a number of benefits that will be derived from the successful implementation of the Travel Plan for residents and visitors as well as the wider community. The potential benefits of the travel plan include the following: • Provision of greater choice and opportunities for access by non-car travel modes; • Enhanced provision for people without access to a car; Date: 07 September 2020 Ref: SEE/dc/ITM16083-003A R Page: 3 Land to the North West of Buckton Fields Framework Residential Travel Plan • Increased social inclusion through improved access to employment and key services, such as education and shops; • Reduced congestion on surrounding roads and reduced demand for parking spaces; • Reduced travel and transportation costs; • Social aspects of sharing travel with other people; and • Improved health and fitness through increased levels of walking and cycling. 2.5 In terms of the wider community, the successful implementation of the Travel Plan will lead to reduced traffic impacts as a result of reduced car use. Date: 07 September 2020 Ref: SEE/dc/ITM16083-003A R Page: 4 Land to the North West of Buckton Fields Framework Residential Travel Plan SECTION 3 Overall Approach 3.1 The Department for Transport (DfT) document ‘Making residential travel plans work: guidelines for new development’ notes that the Travel Plan can be viewed as a pyramid of measures and actions. This is shown below. Travel Plan Pyramid Marketing Promotion Awareness raising Services and facilities; parking control Travel Plan Co-ordinator: to manage the plan and develop further measures Site design and physical measures. Location - proximity to existing facilities and services. 3.2 At the base of the pyramid is the location of the site. The site is located within close proximity to a number of key facilities and services. As well as the residential uses on the site, the Buckton Fields development proposals include mixed-use facilities, namely employment areas, a primary school and a local centre, which will be accessible on foot and by bicycle and reduce the need to travel off-site. The proposed residential dwellings will therefore be close to key facilities and services both on and off-site. The accessibility of the site is set out in Section 4 below. 3.3 The DfT notes that the next stage should include the characteristics that need to be incorporated into the design of the site to support the use of sustainable modes. The approach to promoting walking, cycling and public transport use is set out above. Details of the proposed Travel Plan measures are set out in Section 5.0. Date: 07 September 2020 Ref: SEE/dc/ITM16083-003A R Page: 5 Land to the North West of Buckton Fields Framework Residential Travel Plan 3.4 The next tier is the Travel Plan Co-ordinator (TPC) who will develop and manage the travel plan process, be responsible for the delivery of the full Travel Plan and liaison with the local planning and highways authorities, organise monitoring and review of the plan and ensure that the Travel Plan targets are achieved.

It combines a historic town centre, former village communities, modern housing areas and a diverse range of employers with parks and open spaces which extend right into the heart of the town. It is an environment of which we are proud. Almost thirty years ago Northampton was designated a new town and under the auspices of the Development Corporation, Northampton expanded significantly through the implementation of the Northampton Master Plan. The momentum of growth remains, but it is important to ensure that future development adds to the quality of the environment in Northampton. The adopted Local Plan forms the basis for all decisions relating to land use within the Borough. It reflects many comments and representations made during its preparation as well as taking on board the recommendations of a Planning Inspector appointed by the Department of Environment following a Public Inquiry into remaining objections. The Plan aims to guide the further expansion of Northampton. It seeks to conserve important open spaces, encourage a balanced mix of residential, business and leisure development and promote good sustainable transport initiatives. In essence it seeks to produce an environment which enhances Northampton for the benefit of all. In conclusion, I wish to pay tribute to the late Councillor Roger Alder who steered the Plan through the majority of its stages as chair of the Planning Committee.
