First UA: 49/20 Index: ASA 20/2269/2020 India Date: 5 May 2020 URGENT ACTION PROTESTORS ARRESTED FOR OPPOSING BIGOTED LAW Meeran Haider, Shifa-Ur-Rehman and Safoora Zargar (who is three months pregnant) have been arrested for peacefully protesting the Citizenship Amendment Act (CAA), a law that legitimizes discrimination on the basis of religion and stands in clear violation of the Constitution of India and international human rights law. Detained under the repressive Unlawful Activities Prevention Act (UAPA), the three can be held without charge for up to 180 days - or even longer - a duration far exceeding international standards. With no provisions for adequate pre-trial safeguards against torture and other ill-treatment contained in the UAPA, as well as the imminent threat of a COVID-19 outbreak in the prison, there are grave concerns for the wellbeing of the three activists. Their fears of contaminated water being pumped into the lakes came true in a little over a month as lack of coordination between two departments working on the project resulted in untreated water that plagues Bellandur, Varthur and other lakes of the city entering the lakes of neighbouring Kolar district. Skip This >> The project was eventually stayed by the High Court, with activists describing the scheme as the tendency of an ever-expanding Bengaluru to conveniently shift its problems of surrounding areas - sewage water in this case. Though the objective of the Koramangala-Challaghatta valley project was novel, implementation of the project and subsequent demands by Kolar villagers on the quality of water supplied has highlighted the lacunae in such an ambitious scheme. More such ‘lake-filling projects’ are in the pipeline. Though the lake did not froth like the infamous Bellandur lake, on July 18, the outlet of KC Valley project near Lakshmisagar lake pumped out frothy water. -

India: Anti-Muslim Citizenship Amendment SAYRA RAFIUZZAMAN • POLICY ANALYST • 2 OCTOBRE 2020 Women attending the Shaheen Bagh Protest Summary Prime Minister Modi’s government intends to assemble a National Register of Citizens (NRC) across India. Along with this, the Citizenship Amendment Act (CAA) or Citizenship Amendment Bill (CAB) 2019, has created a situation in which the Muslim minorities and document-less minorities of India may be deprived of citizenship and rights (Shankar, 2020). This affects women minorities in particular, risking displacement in mass numbers (BhowmicK, 2020). Currently there are four ways to obtain Indian citizenship: birth, descent, registration and naturalization (Shankar, 2019). However, due to socio-economic restrictions, many women do not have access to birth certificates or paperwork, leaving them at risk of being stripped of their Indian identity (Bhowmick, 2020). Background The Citizenship Amendment Bill which was passed into legislation at the closing of 2019 has left India with widespread protests. The bill fast tracKs citizenship for immigrants of three neighboring countries: Bangladesh, Afghanistan, and Pakistan. This process is open for minorities who may face persecution based on religious beliefs in these countries. The range covers Hindus, SiKhs, Buddhists, Jains, Parsis, and Christians. However, it excludes Muslims, even minorities sectarian Muslims who are widely persecuted, such as Shia and Ahmadiyya Muslims (PTI, 2020). While the Bharatiya Janata Party (BJP) claims this amendment is beneficial in the race to protect minorities, it is important to note that it is unconstitutional as it targets only particular groups, based on religion. It does not provide an equal opportunity for all individuals based on minority status or asylum need (PTI, 2020). -

All three arrests were made on the ground of anti-national sloganeering that took place during the death anniversary of Afzal Guru, who was accused of the 2001 parliamentary attack. Guru’sexecutionledtoprotestsanddisputeamongstactivists as well as parliamentarians and there still remains much debate about the lack of judicial procedures that led to his hanging. The crackdown on these three students followed closely on the heel of Rohith Vemula, a Dalit student who committed suicide at the University of Hyderabad on 17 January 2016. In Vemula’s case, he was protesting against the caste discrimination and loss of scholarship that resulted from his protest activities. Both cases have led to reignited debate on freedom of speech and the relevance of the sedition law, a colonial remnant that was used by the British to silence nationalists and anti- colonial activists. Ironically Section 124a (The Sedition Act) which was struck off by the British Government in the UK in 2009 remains in India in the same way as another colonial construct, Section 377 (another colonial remnant), which criminalises homosexuality. -

He also mentioned that Soil Health card will be issued in the next 3 years to all farmers in the country. With this card, farmers will be able to use fertilizers as per the advice of Soil Testing laboratories about the nutrient content of the soil.Mentioning about new initiative in the form of Pradhan Mantri Krishi Sinchayee Yojana, likely to be launched shortly, he said under this programme every field in the country will be brought under the ambit of irrigation facility. He also pointed towards the growth potential in the fisheries sector, where youth could play an important role. He mentioned that in the first and second quarter of 2014-15, a growth of 8.5% and 13.2% has been registered over the corresponding first and second quarter of 2013-14 in fish production. -
