RTÉ/Behaviour & Attitudes European Election Exit Poll RTÉ/Behaviour & Attitudes European Election Exit Poll May 23rd 2014 Prepared for: J.5582 Introduction 2 Introduction ● This report sets out the findings of an Exit Poll commissioned by RTÉ and carried out by Behaviour & Attitudes. The poll was conducted among a sample of 3,081 voters nationwide, interviewed immediately after they had voted in the Election on Friday, 23rd May, 2014. ● The sample was spread throughout all three European constituencies and undertaken at 175 polling stations. Interviews were conducted face-to-face with randomly selected individuals – throughout the hours of polling from 7am to 10pm in accordance with the 1992 Electoral Act (no interviews took place within 100 yards of a polling station). ● The accuracy level is estimated to be plus or minus 1.7% at a national level, and plus or minus 3.4% at a constituency level. Extracts from the report may be quoted or published on condition that due acknowledgement is given to RTÉ and Behaviour & Attitudes. 3 Research Methodology ● A face-to-face Exit Poll was conducted among voters immediately after leaving polling stations on European Election day, Friday, 23rd May, 2013. ● An effective sample of 3,081 voters was interviewed. ● The Poll was undertaken in all three European constituencies. ● 175 polling stations were sampled, distributed proportionate to population within each constituency: No. of seats No. of No. of Statistical Polling interviews margin of stations error Dublin 3 61 1070 ±3.06% Midlands 4 56 970 ±3.21% North West South 4 58 1041 ±3.09% Total 11 175 3,081 ±1.8% ● Specific polling stations within constituency were selected randomly. 4 Voter Selection Selection of Respondents (Voters) ● In accordance with the 1992 Electoral Act, no interviews took place within 100 yards of a polling station. ● Interviewing was continuous throughout each time-period. ● In the event of refusal at contact, the interviewer noted gender, approximate age and social class, and sought to replace that person at the first available opportunity with a person sharing similar demographic characteristics. 5 Note on Weighting Two levels of weighting have been applied to this data to ensure accurate reflection of the electorate. 1. Regional Weighting To correct for the regional imbalance in the sample design the constituency totals have been re-weighted to the known electorate size in each constituency as the table below shows: Dublin Midlands-North- South West Electorate 799,975 1,175,437 1,205,260 % weighted 25.2 36.9 37.9 2. Demographic Weighting This is a random probability sample survey and should reflect the actual profile of the turnout on the day. However, sampling bias can always occur and we have applied corrective demographic weights to minimise this effect. In practice, given the large sample size these weights only impact on first preference vote by no more than one percentage point in almost all cases. Each ship can be taken to represent respectively the Borough of Drogheda and the Urban District of Dundalk, both areas comprised within the administrative County. The ships are also representational of the fact that the County has always been a great centre of trade and commerce. The Crest The Crest incorporates a sword, the symbol of administration, surrounded by ears of barley. This design at once illustrates the nature of the Coat of Arms as a symbol of a civic administration, and the importance of agriculture in the life of the County.

    Sunday Times /Behaviour & Attitudes European Elections May 2014 Opinion Poll 3rd – 15th May, 2014 Prepared for Prepared by Ian McShane J.5607 Technical Appendix 2 Technical Appendix ● The results of this opinion poll are based upon a representative sample of 1,545 eligible Irish voters aged 18 years +. ● A separate questionnaire was produced for each of three regions to take the three separate European Election constituencies into account. The number of interviews upon which the representative samples of eligible voters in each constituency is based is as follows: Dublin Constituency 521 Midlands-North-West 513 South Constituency 511 ● As such, the results for each constituency can be deemed to be accurate to within plus or minus 4.5 percentage points at the 95% confidence level. ● Fieldwork was conducted over the period 3rd – 14th May, 2014 with interviewing carried out at the Behaviour & Attitudes Computer Aided Telephone Interviewing (CATI) Unit at Milltown House in Dublin. ● Interviewing was conducted across all electoral constituencies in the country with households selected for interview by way of Random Digit Dialling (RDD). ● The sample is split across RDD landline numbers and RDD mobile telephone numbers, so as to ensure that individuals living in landline only households, mobile only households, and households with both a landline and mobile telephone are represented in their correct proportions. 3 Technical Appendix ● The subsequent survey results are weighted to reflect the known demographic profile of Irish adults, utilising the most recently published census population estimates from the Central Statistics Office (CSO). ● All aspects of the survey, including the Party Support adjustment factor, are implemented in accordance with the technical and ethical guidelines set down by the Association of Irish Market Research Organisations (AIMRO) and the European Society of Opinion & Market Research (ESOMAR).

Member States should fully develop their national plans/strategies by the end of 2013, and ensure that patients with rare diseases have access to high-quality care. 2. It is not sufficient to adopt a national plan: the adoption must be fully implemented and the plan should have access to sufficient funding to develop the envisioned activities. 3. Patients should be consulted and taken into consideration whenever Member States or the European Union develop policies that may affect their lives. 4. The heterogeneity between national plans demonstrates the need for the EU to play a coordinating role and tackle inequalities in the access to treatment across the Union. 5. Policymakers should ensure that national plans/strategies fully comply with the Council Recommendations, especially when supporting the creation or development of centres of reference and patient registries. 6. Patient registries and national centres of reference should be included when Member States are developing their National Plans for Rare Diseases to encourage research and improve diagnosis and information to patients. 7. PIDs are an important group of rare diseases and as such should be taken into consideration by national policy makers when developing the national plans for rare diseases.
