Mandate and Organisational Structure of the Ministry of Home Affairs
MANDATE AND ORGANISATIONAL CHAPTER STRUCTURE OF THE MINISTRY OF HOME AFFAIRS I 1.1 The Ministry of Home Affairs (MHA) has Fighters’ pension, Human rights, Prison multifarious responsibilities, important among them Reforms, Police Reforms, etc. ; being internal security, management of para-military forces, border management, Centre-State relations, Department of Home, dealing with the administration of Union territories, disaster notification of assumption of office by the management, etc. Though in terms of Entries 1 and President and Vice-President, notification of 2 of List II – ‘State List’ – in the Seventh Schedule to appointment/resignation of the Prime Minister, the Constitution of India, ‘public order’ and ‘police’ Ministers, Governors, nomination to Rajya are the responsibilities of States, Article 355 of the Sabha/Lok Sabha, Census of population, Constitution enjoins the Union to protect every State registration of births and deaths, etc.; against external aggression and internal disturbance and to ensure that the government of every State is Department of Jammu and Kashmir (J&K) carried on in accordance with the provisions of the Affairs, dealing with the constitutional Constitution. In pursuance of these obligations, the provisions in respect of the State of Jammu Ministry of Home Affairs extends manpower and and Kashmir and all other matters relating to financial support, guidance and expertise to the State the State, excluding those with which the Governments for maintenance of security, peace and Ministry of External Affairs -

SHRI SANJAY RAUT: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether Government is considering to make any new bilateral agreement with Bangladesh on the issue of illegal migrant problem; (b) if so, the details thereof; (c) whether Government of Assam is facing various problems in early updating the National Register of Citizens (NRC) and tracing illegal migrants; and (d) if so, details thereof and Government's response thereto? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI KIREN RIJIJU) (a): & (b): No, Sir. The Government of India has extensive engagement with the Government of Bangladesh under various bilateral mechanisms like the Joint Consultative Commission, Foreign Secretary and Home Secretary-level talks, Joint Working Group on Security and Border Management, Joint Task Forces on Human Trafficking, Fake Currency Notes etc. All issues of relevance and importance relating to security and border management including the issue of illegal migrants are raised at these bilateral talks. --2-- R.S.US.Q NO. 516 FOR 07.02.2018 (c) & (d): The NRC process is being undertaken in a fair, objective and transparent manner as per the Citizenship (Registration of Citizens and issue of National identity Cards) Rules, 2003. The first part of Draft National Register of Citizen (NRC) covering 1.90 crore applicants has been published on the expiry of the midnight of 31st December, 2017 including names of those applicants in respect of whom the entire process of verification has been completed. -

SHRI NITYANAND RAI Shri Nityanand Rai Shri Nityanand Rai was born on 1st January, 1966 in a farmer’s family in Karnpura village, 4 Km from Hajipur, headquarters of the Vaishali District of Bihar. His Mother Late Smt Tetari Devi was a house wife. His Father Late Shri Ganga Vishnu Rai was head of Gram Panchayat Karnpura for many years. Shri Rai did his BA (Hon) from R.N. Degree College of Baba Saheb Bhim Rao Ambedkar University. Shri Rai who was interested in social works from student life, started social works in 1982 as a member of ABVP. In a short span of time, he hold gracefully the post of District Head and Departmental head of ABVP. He also took the responsibility of Tahshil caretaker as a Volunteer in the RSS branch. Shri Rai joined Bharatiya Janta Party (BJP) in 1990 and began to work from Panchayat level. While discharging the liability of Bharatiya Janta Yuva Morcha Minister of Bihar state and State General Secretary, he took the charge of president of Bharatiya Janta Yuva Morch in 1998. In 2000, he was elected MLA for Bihar Assembly from Hajipur Assembly constituency. Later on, he hold the post of state secretary, General Secretary and President of BJP unit of Bihar. He was nominated state President of Bihar Bharatiya Janta Party On 30th November, 2016. During his presidentship of Bihar Bharatiya Janta Party unit, he strengthened the party at the village and booth level. BJP and its allies won unprecedentedly 39 seats out of 40 seats during the Lok Shaba Election-2019 Under the presidentship of Shri Rai. -

POWERS AND DUTIES OF MHA’S OFFICERS AND EMPLOYEES: I . The Department of Official Language has a separate Secretary. II. The Department of Border Management has a Secretary. III. The Department of Internal Security, Department of States, Department of Home, Department of Jammu & Kashmir Affairs and Department of Border Management, however, do not function in water-tight compartments. They all are inter-linked and function under the overall charge of the Home Secretary, who is assisted by the officers of the level of Special Secretary, Additional Secretary, Joint Secretary etc. The work of these Departments is distributed among different divisions, each headed by a Joint Secretary. The names of these divisions, indicating their major areas of responsibility, are given below:- Administration Division This Division is responsible for handling all administrative matters of the Ministry of Home Affairs and also deals with matters relating to Table of Precedence, Padma Awards, National Flag, National Anthem, State Emblem of India and Secretariat Security Organisation. Border Management Division This Division, set up recently, deals with all matters relating to management of borders and coastal security etc. Centre-State Division This Division deals with Central-State relations, including working of the Constitutional provisions governing such relations, appointment of Governors, creation of new States, nominations to Rajya Sabha/Lok Sabha, Inter-State boundary disputes, over-seeing the crime situation in States, etc. Coordination Division This Division mainly deals with the matters relating to intra-Ministry coordination, Parliament matters and public grievances. Disaster Management Division (I +II) These newly created Divisions are responsible for coordination of relief measures in the event of natural calamities and man-made disasters (except draught and epidemics). -
