    1 Raj Bhavan, Odisha Introduction MANUAL-1 Particulars of Organization, Functions & Duties [Section-4 (1) (b) (I)] Governor's Secretariat came in to being in accordance with the provisions of Section 305 of the Government of India Act, 1935. Subsequently, it was governed by the above provision read with sub-clause (a) of clause (3) of Article 202 of the Constitution of India. Governor's Secretariat, Odisha is functioning at Raj Bhavan, Bhubaneswar. The Odisha Governor's Secretariat (Recruitment) Rules, 1974 and Amendment Rules, 2012 regulate the method of recruitment and conditions of service of persons appointed to the Governor's Secretariat. The service conditions of the staff who are bona-fide Government servants of State Government are regulated by the General Rules regulating the employees of the State Government viz. Odisha Civil Services (CCA) Rules, Odisha Traveling Allowance Rules, Odisha General Provident Fund Rules and so on. Accordingly, the duties and responsibilities are performed by the employees of Governor's Secretariat in accordance with the stipulation outlined in Odisha SecretariatInstructions. Secretary to Governor, Odisha is the Appointing, Controlling and Disciplinary Authority in respect of the employees of the Governor's Secretariat, Odisha. He is assisted by Additional Secretary to Governor, Comptroller, Governor's Household, Under Secretaries, Desk Officers, Section Officers and Assistant Section Officers. All the above staff are accountable to their higher authorities and Secretary to the Governor. Comptroller, Governor's Household and Additional Secretary to Governor are the Officers from OAS cadre working in Governor's Secretariat being requisitioned from Government ofOdisha. The powers and duties discharged by the officers and staff are as per the Governor's Emoluments, Allowances and Privileges Rules framed by Government of India and Rules framed by Government of Odisha from time to time.

    SHRI NITYANAND RAI Shri Nityanand Rai Shri Nityanand Rai was born on 1st January, 1966 in a farmer’s family in Karnpura village, 4 Km from Hajipur, headquarters of the Vaishali District of Bihar. His Mother Late Smt Tetari Devi was a house wife. His Father Late Shri Ganga Vishnu Rai was head of Gram Panchayat Karnpura for many years. Shri Rai did his BA (Hon) from R.N. Degree College of Baba Saheb Bhim Rao Ambedkar University. Shri Rai who was interested in social works from student life, started social works in 1982 as a member of ABVP. In a short span of time, he hold gracefully the post of District Head and Departmental head of ABVP. He also took the responsibility of Tahshil caretaker as a Volunteer in the RSS branch. Shri Rai joined Bharatiya Janta Party (BJP) in 1990 and began to work from Panchayat level. While discharging the liability of Bharatiya Janta Yuva Morcha Minister of Bihar state and State General Secretary, he took the charge of president of Bharatiya Janta Yuva Morch in 1998. In 2000, he was elected MLA for Bihar Assembly from Hajipur Assembly constituency. Later on, he hold the post of state secretary, General Secretary and President of BJP unit of Bihar. He was nominated state President of Bihar Bharatiya Janta Party On 30th November, 2016. During his presidentship of Bihar Bharatiya Janta Party unit, he strengthened the party at the village and booth level. BJP and its allies won unprecedentedly 39 seats out of 40 seats during the Lok Shaba Election-2019 Under the presidentship of Shri Rai.

To deal with the crisis/emergency situation arising out of Covid- 19 in the country, MHA has continued to take proactive measures to mitigate the same. Some of these measures are delineated as under: i. MHA vide orders dated 1.5.2020 and 17.5.2020, extended the lockdown period for four weeks in two phases with effect from 4.5.2020 and again w.e.f 18.5.2020, along with fresh guidelines. ii. Empowered Groups were reconstituted vide this Ministry’s order dated 1.5.2020 for planning and ensuring implementation of Covid- 19 response activities. iii. Vide order dated 5.5.2020, SOPs for movement of Indian Nationals stranded outside the country and of specified persons to travel abroad have been issued keeping in view the emergent situation . This was further revised vide order dated 24.5.2020. iv. Similarly SOPs for movement of persons by train were also issued vide order dated 11.5.2020. Revised SOPs on movement of stranded workers by trains were issued vide order dated 19.5.2020. v. Amended guidelines regarding deletion of domestic air travel of passengers from the list of prohibited activities was issued vide order dated 20.5.2020.

Ravi, Hon’ble Governor with Shri Hardeep Singh Puri, Minister of State (IC) for Civil Aviation, Government of India, senior officials of the Airport Authority of India from Delhi came to Kohima and held a meeting with Hon’ble Governor at Kohima yesterday (14th February 2020). Discussions were held for improvement of the Dimapur Airport and its infrastructure and also further improve the air connectivity of the State. It has been decided to develop the Dimapur Airport in two phases. Phase-I will ensure required extensions of the runway to enable Airbus and other modern aircrafts to operate from Dimapur and also will cater to required security and safety needs besides increased passenger amenities. The Alliance Air which is operating Guwahati – Dimapur – Imphal thrice a week is considering to increase its services and make it daily. Indigo Air under Regional Connectivity has also assured to introduce its air service from first week of March – connecting Dimapur with Guwahati, Imphal and Dibrugarh. For further improving Regional Air Connectivity, the Civil Aviation Ministry is exploring launching of Sea-plane Services in the North East. In yesterday’s meeting, such possibility in Nagaland was also discussed and Doyang Hydel Project site was identified as a potential Sea-plane operating base. Its technical feasibility will be studied and then taken up with the Ministry of Civil Aviation, Government of India. Launching the Digital Police Portal under the CCTNS project here today, he said this Interoperable Criminal Justice System (ICJS) will be a useful resource for all stakeholders including the policy makers. Shri Rajnath Singh said the Digital Police Portal will enable citizens to register FIRs online and the portal will initially offer seven Public Delivery Services in 34 States & UTs, like Person and Address Verification e.g. of employees, tenants, nurses etc, permission for hosting Public Events, Lost & Found Articles and Vehicle theft etc. Besides, the portal will enable restricted access to law enforcement agencies on topics such as Antecedent Verification and make assessment of FIRs. Shri Rajnath Singh said at present out of the 15,398 Police Stations under the CCTNS project, 14,284 Police Stations are using CCTNS software. Out of these 14,284 Police Stations, 100% FIRs are being generated under this software in 13,775 Police Stations.

    MANUAL- I PARTICULARS OF THE ORGANISATION, FUNCTIONS AND DUTIES:-SECTION 4(1) (b)(i) PARTICULARS OF THE ORGANISATION: Raj Bhavan at Kohima is the residence-cum-secretariat of the Governor of Nagaland. The Raj Bhavan consists of four separate buildings-main building, Banquet Hall, Dzükou House and an Annexe (Guest House). The Governor’s establishment is organised into two wings one is Secretariat and the other is Household. The Secretary to Governor is in the over-all charge of both the wings. The Governor’s Secretariat provides administrative back-up to the Governor in the exercise of his constitutional and related functions. The Governor’s Secretariat looks after all matters relating to constitutional and other related functions of Governor, general petitions and memoranda, Law & Order situation etc. It looks after issues relating to Indian Red Cross Society, Rajya Sainik Board, North East Zone Cultural Centre of which Governor is the President/Chairman. It also looks after the ceremonial functions at Raj Bhavan and Governor’s tour within and outside the state. The Comptroller is in charge of Governor’s household, which includes Raj Bhavan buildings and garden, and the day-to-day activities of the Household Establishment. There are 2(two) ADCs, one each from the Army and the Police. The ADCs supervise the security arrangements of the Governor and the Raj Bhavan. Besides there is also an Officer on Special Duty to the Governor and one Private Secretary to Governor. Issues relating to appointment & engagements of Governor are taken care of by both the ADCs and OSD to Governor.
