    Daily GA Updates COVID-19 vaccine could be 90% effective: Pfizer A vaccine jointly developed by Pfizer and BioNTech was 90% effective in preventing Covid-19 infections in ongoing Phase 3 trials, the companies announced. According to preliminary findings, protection in patients was achieved seven days after the second of two doses, and 28 days after the first. The companies said they expect to supply up to 50 million vaccine doses globally in 2020, and up to 1.3 billion doses in 2021. While the Pfizer-BioNTech trial has yet to be peer-reviewed by experts, scientists reacted positively -- if cautiously to the results.     REPORT OF THE THIRD STATE FINANCE COMMISSION RAJASTHAN (FOR 2005-2010) JAIPUR FEBRUARY, 2008 PREFACE Urban Local Bodies and PRIs have now acquired constitutional Status after the enactment of Constitution (Seventy third) Amendment Act' 1992 (which will be referred hereinafter as Amendment Act 1992).The Amendment Act' 92 in Part IX and IX 'A" of the Constitution of India has made mandatory provision in Article 243-I for constituting of a Finance Commission by the Government of the State to review the financial position of the Panchayats and to make recommendations to the Governor as to : (a) the principles which should govern - (i) the distribution between the State and the Panchayats of the net proceeds of the taxes, duties, tolls and fees leviable by the State which may be divided between them under this Part and the allocation between the Panchayats at all levels of their respective shares of such proceeds . (ii) the determination of the taxes, duties, tools and fees which may be assigned to, or appropriated by, the Panchayats. (iii) the grants-in-aid to the Panchayats from the Consolidated Fund for the State. (b) the measures needed to improve the financial position of the Panchayats. (c) any other matter referred to the Finance Commission by the Governor in the interests of sound finance of the Panchayats. Article 243 (y) also makes similar provisions analogous to Article 243-I for constituting a Finance Commission to review the financial position of the Municipalities and make recommendations to the Governor as in the case of Panchayats of the State. Under the above constitutional provisions, the Governor of Rajasthan has constituted the present Third State Finance Commission on 15th Sept., 2005.

To deal with the crisis/emergency situation arising out of Covid- 19 in the country, MHA has continued to take proactive measures to mitigate the same. Some of these measures are delineated as under: i. MHA vide orders dated 1.5.2020 and 17.5.2020, extended the lockdown period for four weeks in two phases with effect from 4.5.2020 and again w.e.f 18.5.2020, along with fresh guidelines. ii. Empowered Groups were reconstituted vide this Ministry’s order dated 1.5.2020 for planning and ensuring implementation of Covid- 19 response activities. iii. Vide order dated 5.5.2020, SOPs for movement of Indian Nationals stranded outside the country and of specified persons to travel abroad have been issued keeping in view the emergent situation . This was further revised vide order dated 24.5.2020. iv. Similarly SOPs for movement of persons by train were also issued vide order dated 11.5.2020. Revised SOPs on movement of stranded workers by trains were issued vide order dated 19.5.2020. v. Amended guidelines regarding deletion of domestic air travel of passengers from the list of prohibited activities was issued vide order dated 20.5.2020.
