    Charnwood Settlement Hierarchy Assessment October 2020 Update 1. Introduction 1.1 This assessment identifies the range of services and facilities within individual settlements in Charnwood and explores the relationship settlements have with larger urban areas in terms of homes and jobs and the accessibility of services by public transport. The assessment provides evidence that enables the identification of a settlement hierarchy for Charnwood. 1.2 The National Planning Policy Framework (the Framework) advocates development in locations where the need to travel is minimised and the use of sustainable transport modes can be maximised (para 103). The Framework sets out that planning policies should aim for a balance of land uses within their area so that people can be encouraged to minimise journey lengths for employment, shopping, leisure, education and other activities (para 104). 1.3 The Framework promotes the retention and development of accessible local services and community facilities in rural areas, such as local shops, meeting places, sports venues, cultural buildings, public houses and places of worship (para 83) and highlights that the development of high speed broadband technology plays a vital role in enhancing economic growth and social well- being (para 112). 1.4 The settlement hierarchy is a key part of the evidence which will inform the Council’s Local Plan for the Borough up to 2036, including decisions about where new development should be located in the future to achieve sustainable patterns of movement and how local services and facilities can be supported. 1.5 The assessment will examine: settlement pattern and context; local housing markets; travel to work patterns; retail catchments; employment provision; access to public transport; and the services and facilities available within each settlement.
