    MULTIMODAL TRANSPORTATION FUND APPLICATION Center City District: Penn Center Plaza Transportation Gateway Application ID 8333219 Exhibit 1: Project Description The Center City District (CCD), a private-sector sponsored business improvement district, authorized under the Commonwealth’s Municipality Authorities Act, seeks to improve the open area and entrances to public transit between the two original Penn Center buildings, bounded by Market Street and JFK Boulevard and 15th and 16th Streets. In 2014, the CCD completed the transformation of Dilworth Park into a first class gateway to transit and a welcoming, sustainably designed civic commons in the heart of Philadelphia. In 2018, the City of Philadelphia completed the renovations of LOVE Park, between 15th and 16th Street, JFK Boulevard and Arch Street. The adjacent Penn Center open space should be a vibrant pedestrian link between the office district and City Hall, a prominent gateway to transit and an attractive setting for businesses seeking to capitalize on direct connections to the regional rail and subway system. However, it is neither well designed nor well managed. While it is perceived and used as public space, its divided ownership between the two adjacent Penn Center buildings and SEPTA has long hampered efforts for a coordinated improvement plan. The property lines runs east/west through the middle of the plaza with Two Penn Center owning the northern half, 1515 Market owning the southern half and neither party willing to make improvements without their neighbor making similar improvements. Since it opened in the early 1960s, Penn Center plaza has never lived up to its full potential. The site was created during urban renewal with the demolition of the above ground, Broad Street Station and the elevated train tracks that ran west to 30th Street.

THERE WERE OPPORTUNITIES, AND FMC Tower at Cira Centre South IN 2017, BRANDYWINE REALTY TRUST RELOCATED ITS HEADQUARTERS FROM SUBURBAN PHILADELPHIA TO THE FMC TOWER AT CIRA CENTRE SOUTH. It was a move Philadelphia Mayor Jim Kenney called “another clear demonstration of Brandywine’s commitment to the city.” A move that, to those who have been watching the transformation of this NAIOP Developer of the Year award-winning company, seemed all but inevitable. With projects like the historic renovation of Philadelphia’s 30th Street Post Office, the groundbreaking Cira Centre in its past, and the $3.5 billion Schuylkill Yards in its future, Brandywine’s new location assures the ideal perspective. But Brandywine was doing far more than changing addresses in 2017. An acceleration of the remarkable repositioning of the company’s portfolio was put into play as the year began—with dramatic results. Executing on $430 million in dispositions, Brandywine grew earnings, expanded cash flow, strengthened its balance sheet, and laid the groundwork for dramatic value creating new developments and acquisitions. All three of Brandywine’s core markets—Philadelphia, Austin, and Greater Washington D.C.—contributed to this success. So did a strategic emphasis on accelerating pre-leasing to solidify the operating platform, successfully managing the company’s early tenant renewal program, and leveraging favorable market conditions. The City, under Mayor Jim Kenney’s leadership, has committed to reducing citywide carbon emissions by 80 percent by 2050 to help slow the effects of climate change. Buildings and industry make up the vast majority of citywide carbon emissions in Philadelphia at 79 percent1, so energy efficiency and clean, renewable energy are the key drivers to help us reach this goal. Philadelphia can make a direct and significant impact on reducing local carbon emissions by improving the efficiency of its largest buildings through the Philadelphia 2030 District. The Philadelphia 2030 District, convened by Green Building United, is a voluntary effort by property owners and managers to meet ambitious energy and water use reduction goals and contribute toward districtwide transportation emissions and stormwater goals. Partners that commit their buildings to the goals of the 2030 District are not only measurably improving the environment, but also save money on utility costs, improve the health and comfort of the Philadelphians who live and work in their properties, and stimulate the local economy.
