El actual Régimen de Iniciativa Privada, busca estimular a los particulares a la presentación de proyectos de infraestructura, sean éstos de obras públicas, con- cesión de obras públicas o de servicios públicos, licencias y/o cualquier otra mo- dalidad, generando importantes inversiones a riesgo empresario, transfi riendo al sector privado los roles de fi nanciación, construcción, diseño y operación de obras y servicios públicos, con el fi n de propender al desarrollo de infraestruc- tura económica y social.
