A region’s development planning should be carried out by referring to the strategic issues faced by the region. Thus, strategic issues become the basis upon which regional governments formulate their policies and work programs. This study examined how each region in Bangka Belitung Islands Province positioned strategic issues of ecology in its regional development planning. The current writers examined eight regional governments’ Regional Medium-Term Development Plan (RMTDP) documents; one of which belongs to the provincial government, while the rest belongs to the regency/city governments. This study found that ecological issues comprised an average 17.6% of the strategic issues in all of the planning documents, the highest of which was found in Belitung Regency’s planning document. In addition, the analysis revealed that the general focus of the strategic ecological issues was environmental damage, which was reported by three of the regions as a result of mining activities. This study provides an illustration of how each regional government is committed to take ecological issues seriously and include them in the strategic issues at the regional level. 1 Background is prepared every five years along the commencing leadership of a new regional head.

This study was chosen with the consideration that it could explore in more detail and depth about the ecotourism management. However, along the history of tin mining has been done the primary tin deposit domination is less than secondary tin deposit. Secondary tin deposit is formed from Granitic S-type source rock weathering and then transported by gravity. After that, Cassiterite mineral (SnO2) accumulates and forms a placer deposit in the study area. The thickness of sediment cover at Toboali Waters is quite diverse, with a range between 5-20 milliseconds, by knowing the quarter sediment thickness using seismic data interpretation results, is expected to give an idea about tin placer deposit potential in Toboali waters. Based on the Isochron map shows patterns of quaternary sediment thickening to the southwest, south and southeast of Bangka Island. Chinese ethnic in Bangka Island has been there since the colonialism and has become part of tin mining history on the island. It is no wonder that the acculturation has stated for a long time ago especially in the grass root society. This study found out how is Chinese assimilation in this area using the qualitative approach. Based on the data from interviews and observations on the field, the writer found out that Chinese assimilation on the island formed a unity identity without losing their own identity. Tong Ngin Fan Ngin Tjit Tjong which means Chinese and Native, has become the grass roots’ principle and social bond among them. Since the reformation in 1998, this broadens the relation from social into electoral politics. However, the spirit of acculturation in the grass roots must be kept that it doesn’t appear to the surface. The celebration of Chinese identity recognition must be done naturally so as not to cause antipathy. The tolerance that has been practiced so far at the grassroots must be strengthened so that when conflicts of elite interests occur, relations at the grassroots level are not affected.
