Boden, Chief Engineer, Distribution Engineering Participants - Commission: Emily Walker, Mark Bittinger Commission staff spoke with the senior members of the Con Edison Team who worked on 9-11 recovery operations in order to clarify the actions of Con Edison related to the closure and reopening of the financial market in response to the terrorist attacks of September 11, 2001 (9/11) as well as their overall operations on 9/11. Con Edison is the major electrical carrier for the New York area. They cover 660 square miles, 8.8 million people, over 3 million customers, and include Westchester County as well as New York City. And everything is underground in NYC, there are no overhead power lines. On September 11, 2001, Kathy Boden saw the first plane hit on a television screen and . called Louis Rana who immediately set up their control center are Irving Place. They had been through the 1993 bombing and they had faced many crises so they had an emergency plan and crisis management team ready to perform. When the second plane hit, they knew it was not an accident so they mobilized for a major emergency. -

Specifically, this study sought to answer the following essential questions: (a) What are the self-reported and observed leadership styles and practices of police sergeants at the Echo Bay police department? (b) To what extent do police sergeants practice the tenants of transformational leadership, and (c) How do police departments develop the leadership competencies of their police sergeants. -

As chair of the National Commission on Terrorist Attacks upon the United States, I hereby convene the eleventh public hearing of this commission. Today and tomorrow we will be examining how local, regional and federal authorities 1 responded to attacks against the United States on September 11th, 2001. We will focus on what confronted civilians and first-responders during the attacks, how they made decisions under adverse conditions, and what first-responders communicated to civilians and to each other. We will also explore the state of emergency preparedness and response today. What steps have been taken since 9/11 to improve our preparedness against terrorist attacks and other emergencies, and whether we should establish national standards of preparedness. In the course of this two day hearing we will hear from people who directed agencies who were in the front lines of the 9/11 attacks both in New York and in Arlington, Virginia. -

This spring, we’ve organized a restoration cleanup and marsh planting at Plum Beach, a section of Gateway National Recreation Area and a major spawning beach for the ancient horseshoe crab. In May and June during the high tides, the crabs come ashore to lay their eggs as they’ve done for millions of years. This provides a critical food source for the many species of shorebirds that are migrating through New York City. Small fi sh such as mummichogs and killifi sh join in the feast as well. JAMAICA BAY RESTORATION PROJECTS: Since 1986, the Littoral Society has been organizing annual PROTECTING OUR MARINE LIFE shoreline cleanups to document debris and create a greater public awareness of the issue. Capitol Insurrection At Center Of Conservative Movement: At Least 43 Governors, Senators And Members Of Congress Have Ties To Groups That Planned January 6th Rally And Riots. SUMMARY: On January 6, 2021, a rally in support of overturning the results of the 2020 presidential election “turned deadly” when thousands of people stormed the U.S. Capitol at Donald Trump’s urging. Even Senate Republican leader Mitch McConnell, who rarely broke with Trump, has explicitly said, “the mob was fed lies. They were provoked by the President and other powerful people.” These “other powerful people” include a vast array of conservative officials and Trump allies who perpetuated false claims of fraud in the 2020 election after enjoying critical support from the groups that fueled the Capitol riot. In fact, at least 43 current Governors or elected federal office holders have direct ties to the groups that helped plan the January 6th rally, along with at least 15 members of Donald Trump’s former administration. The links that these Trump-allied officials have to these groups are: Turning Point Action, an arm of right-wing Turning Point USA, claimed to send “80+ buses full of patriots” to the rally that led to the Capitol riot, claiming the event would be one of the most “consequential” in U.S. history. • The group spent over $1.5 million supporting Trump and his Georgia senate allies who claimed the election was fraudulent and supported efforts to overturn it. • The organization hosted Trump at an event where he claimed Democrats were trying to “rig the election,” which he said would be “the most corrupt election in the history of our country.” • At a Turning Point USA event, Rep. -

(“Association”). The New York State Rifle & Pistol Association is the New York State affiliate of the National Rifle Association of America (“NRA”). We have a variety of bills and resolutions before us this morning. And as usual, they are based on a variety of false hopes and false premises. Laws are for the law abiding. We have said this here before, and it bears repeating. Laws are for the law abiding. Imposing further burdens and restrictions on New York City’s heavily taxed and intensely regulated licensed gun owners, and its few remaining, heavily taxed and intensely regulated licensed dealers of firearms and ammunition, will not reduce crime. As we heard the Mayor’s Criminal Justice Coordinator say in a September 2003 hearing before this Committee, New York City’s licensed gun owners are not the problem.1 For this essential, transcending reason the Association opposes all of the intros and resolutions before us today. In addition, the Association opposes specific intros and resolutions on specific common sense and legal grounds as we will detail this morning (or as we have detailed in prior testimony, to which we will refer as necessary). 1See also Talcott J. (2016) 2 Key Words Congestion pricing, traffic safety, Vision Zero, transportation economics, street safety, planning discourse, London, Stockholm, New York City Research Question Is urban core congestion pricing understood to improve street safety? ● Is there evidence to indicate that congestion pricing implementation can improve safety? ● Is street safety a significant element of the congestion pricing discourse? ● If so, can we determine a consensus from that discourse as to whether congestion pricing reduces crashes and casualties on city streets? ● Are there opportunities to create an integrated framework that draws from both congestion pricing and street safety conversations? Abstract This thesis explores cordon-style urban core congestion pricing as a street safety mechanism. With a handful of cities around the world having implemented different versions of cordon-style pricing, and conversations about street safety growing through the increasing adoption of Vision Zero in the United States and Europe, is there a nexus between these two policies? This research examines case studies of congestion pricing in London, Stockholm and New York; and assesses the relationship, both real and perceived, that is present in each city and in the literature between pricing and safety. -
