Thus, the numbers shown on the right-hand pages of this report, in column (10) Senate, are the final agency operating budget figures as approved by the Legislature. The explanation of these figures appears as "Senate Analysis", _and any legislative intent appears as "Legislative Intent" within the "Senate Analysis". The capital budget actually appeared twice in two separate pieces of legislation. HCS SB 150 (Rules) am H, which became Chapter 25, SLA 1982, contained the House and Senate capital projects, plus the Governor's revised list of projects. In acting on the bill, the Governor vetoed all the House and Senate capital projects and left only those requested by the Executive Agencies. SCS HB 148 (Finance) contains the House and Senate capital projects included as Section 80 of the General Appropriations Act. In the listings of capital projects contained within this report House, Senate and Governor's projects combined are shown under the capital projects column heading "Final". ~. ACTION: Notice. SUMMARY: Since 1988, the Environmental Protection Agency (EPA) has maintained a Federal Agency Hazardous Waste Compliance Docket (“Docket”) under Section 120(c) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Section 120(c) requires EPA to establish a Docket that contains certain information reported to EPA by Federal facilities that manage hazardous waste or from which a reportable quantity of hazardous substances has been released. As explained further below, the Docket is used to identify Federal facilities that should be evaluated to determine if they pose a threat to public health or welfare and the environment and to provide a mechanism to make this information available to the public. This notice includes the complete list of Federal facilities on the Docket and also identifies Federal facilities reported to EPA since the last update of the Docket on August17, 2015. In addition to the list of additions to the Docket, this notice includes a section with revisions of the previous Docket list. Thus, the revisions in this update include 7 additions, 22 corrections, and 42 deletions to the Docket since the previous update. At the time of publication of this notice, the new total number of Federal facilities listed on the Docket is 2,326.

    Donlin Gold Preliminary Chapter 3: Environmental Analysis Final Environmental Impact Statement 3.23 Transportation 3.23 TRANSPORTATION This section describes the baseline conditions of the EIS Analysis Area transportation resources that may be impacted by the proposed Mine Site, Transportation Corridor, and Pipeline. The EIS Analysis Area for evaluation includes Dutch Harbor (Unalaska), the Kuskokwim River, and the natural gas pipeline corridor from the Mine Site to Cook Inlet. Discussion of transportation modes and infrastructure that extend beyond the Project Area is included to give context to the affected environment. Transportation services and access are limited in the largely undeveloped Project Area; transportation needs are not being met with existing transportation modes and infrastructure. This section also describes potential impacts to transportation resources within the Project Area resulting from the Mine Site, Transportation Corridor, and Pipeline. Impacts are defined as effects on existing transportation, and focus particularly on whether new activities would cause congestion, exceed existing capacities, or displace existing transportation activities. As a matter of definition, new project-dedicated vessels or transportation infrastructure, such as the proposed new purpose-built river barges, new facilities at Angyaruaq (Jungjuk), and a new airstrip at the Mine Site add new dedicated transportation capacities, rather than putting the whole project transportation burden on existing infrastructure or displacing current users. The transportation analysis for the Environmental Consequences section covers the Construction, Operations, and Closure phases of the Donlin Gold Project, and is limited to the transportation modes and infrastructure that are important to the existing transportation system in the EIS Analysis Area. SYNOPSIS This section looks at the Donlin Gold Project’s effects on regional transportation systems within the EIS Analysis Area.
