676 SHACKERSTONE PARISH COUNCIL Minutes of Parish Council Meeting held at Shackerstone Village Hall on Wednesday 20th January 2016 at 7.30pm. Present: Mr A Wright, Mr P Bannister, Mr M Foley, Mr S Brown, Mr D MacIsaac, Mr N Sharpe, Mrs J Reed and Mrs M Cook for part of the meeting Apologies: Mr I Ould (written report circulated) Four members of the public were present. 882. Declaration of Members Interests and Requests for Dispensations: none received. 883. Minutes of the meeting of 25rd November 2015 were signed as a correct record. 884. Report from the Borough Councillor: Mrs Cook advised that HBBC can present a balanced budget without the need for a referendum or charging for green waste. A report outlining an increase of £5 per household on Council Tax is being put before the Scrutiny Committee on Thursday 21st January 2016. An application has been made to combine authorities with Leicester/Leicestershire. The Market Bosworth Neighbourhood Plan had been successfully tested in a recent planning application. 885. Clerk’s report and update on progress of resolutions from last meeting: Item 872 - A reply had been received from Phil Bickley LCC Highways Senior Engineer regarding the issue of mud from agricultural vehicles on the local roads. Mr Bickley advised that this matter had been investigated and that the contractor responsible would be recharged for costs incurred. Item 876 - The clerk confirmed that the two litter bins for Congerstone had been ordered. The clerk had reported the following issues to Leicestershire County Council: Overgrown grass on footpath between Shackerstone and Congerstone, flooding by drop kerb near Congerstone Primary School, a lighting issue in Barton in the Beans. A contaminated ditch had also been reported to Severn Trent. A Superfast Broadband enquiry had been progressed with Matthew Kempson at Leicestershire County Council. The clerk had circulated dates for a Councillor Refresher Training Session to be conducted by Mr Jake Atkinson from the LRALC, the clerk asked that all councillors advise her of their availability. 886. Correspondence: The following were noted as received: County Council Draft Financial Plan 2016-2020 and consultation information LRALC briefing regarding External Audit Changes Parish Clerks’ Highways News Advance Notice of a Temporary Traffic Regulation Order at Main Street, Barton in the Beans commencing on the 24th February 2016. Letter of thanks from the British Red Cross for our donation LCR Winter 2015 Publication Clerks & Councils Direct Publication January 2016 The Clerk magazine January 2016 887. Public Participation: no matters were raised. 677 888. Shackerstone Residents Association requests: To have a new village sign in keeping with the style of the village: Costs had been received from HBBC for heritage signs. The clerk was asked to check that these were for village signs and not road signs. Upon clarification it was agreed to purchase 1 set with a logo for Shackerstone. Clerk to action Can Shackerstone have a Defibrillator: Mr Derek Windybank from the West Leicestershire Community First Responders had confirmed that a defibrillator would be required in Shackerstone as the time needed getting the defibrillator would impact its effectiveness. It was agreed in principle to purchase four Defibrillators for Shackerstone, Odstone, Barton in the Beans and Bilstone. It was agreed that the clerk should investigate applying for the Parish and Community Initiative Fund for 50% contribution and other funding sources. Clerk to action Can Shackerstone have a salt bin: After investigations it agreed that a donation would be granted for the purchase of a salt bin subject to receiving a formal request from Shackerstone Residents Association. Water butts in both churchyards: Clerk to action with assistance from Mr M Foley 889. Play Areas and grounds maintenance: The Play Area monthly Inspection Reports had been received for November and December 2015 and were noted with minor maintenance issues for Shackerstone. Clerk to action It was agreed not to pursue additional mowing at Bilstone Village Green. 890. Cemeteries and churchyards: Shackerstone Cemetery extension update: The clerk reported that Carter Jonas had replied to say they had not received any instructions regarding this from the Crown Estate. It was agreed that Mr S Brown and Mr A Wright would make contact regarding this with Carter Jonas and the Crown Commissioners respectively. Mr A Wright and Mr S Brown to action Shackerstone Churchyard wall repairs update: It was reported that the works are almost completed and that an inspection would take place in the coming weeks. Mr P Bannister and Mr N Sharpe to action Tree works in Congerstone and Shackerstone churchyards: The clerk reported that the applications had been submitted for Shackerstone and Congerstone and a third application would be submitted for Congerstone. Clerk to action 891. Planning Applications: The following applications have been received: a. 12.01.16 16/00024/TPOCA works to trees at St Peters Churchyard, Shackerstone – this is a Parish Council application b. 18.01.16 16/00035/HOU Alterations to existing barn and insertion of roof lights at Tithe Farm, Congerstone – no comments c. 20.01.16 15/01171/CONDIT (Re-consultation) Variation of conditions 5 and 7 of planning permission 13/00978/COU to alter flying times and restrictions on silent flight times at the Land to the rear of Sycamore Farm, Barton in the Beans – application still being considered 678 892. It was agreed to increase the precept by 5% to reflect inflation and higher operating and maintenance costs. 893. Confidential Items: There were no confidential items of business at the meeting. 894.
