On 24 January 2014, the applicant formally submitted changes to the original application and on 17 February 2014, the Secretary of State accepted these changes as non- material alterations. This report addresses the application as amended. The application was accepted for examination on 17 May 2013. The examination of the application began on 3 September 2013 and was completed on 3 March 2014. The development proposed comprises a 7.5 kilometre/4.7 mile improvement to the A556 trunk road in Cheshire between M6 Junction 19 near Knutsford, Cheshire and M56 Junction 7 near Bowdon in Greater Manchester. The scheme would improve the route to a consistent standard of modern dual carriageway. Monitoring results show that air quality objectives continue to be met for 6 out of the 7 pollutants relevant to local air quality management: lead, sulphur dioxide, 1.3 Butadiene, benzene, carbon monoxide and fine particulates (PM 10 ). The principal pollutant of concern is nitrogen dioxide (NO 2) with exceedences of the annual objective of 40ug/m 3 particularly at the side of busy roads and in the city centre. Relevant long-term exposure for NO 2 has been newly identified at locations within 30 metres of train tracks with a large number of movements of diesel locomotives, and therefore it will be necessary to proceed to a Detailed Assessment for this pollutant. A Detailed Assessment for NO 2 was last undertaken in Manchester in 2004, based on 2001 emission inventory data. Since that time there have been many significant enhancements made to both the emission inventory and traffic modelling in Greater Manchester. Therefore it is proposed that this Detailed Assessment will be part of a Greater Manchester updated dispersion modelling exercise to be undertaken by the Greater Manchester Transportation Unit (GMTU) on behalf of the City Council in 2010. -
